1 Request for Proposals LexTran Mural Lexington, KY Deadline for Submissions: September 8, 2008 Eligibility: Professional Artists Project Description LexArts Inc. in partnership with LexTran is seeking proposals for an outdoor mural to be painted at the new LexTran Fuel and Wash Facility on Loudon Avenue. This mural, in conjunction with the Lexington Outdoor Mural Project, will serve as a way to turn Lexington s blank walls into works of art. Representatives from both partnering organizations and members of the community will review proposals and select a work to be commissioned. Background Located in an area of Lexington with a history of public transportation, LexTran is looking for a mural to depict this long and storied history on their new facility. Starting with oversized stagecoaches in 1874 called Omnibuses, Lexington has had a long line of mass transit systems. Lexington Railway Company began operating horse drawn stage coaches called omnibuses in The name changed to the Lexington Street Railway Company soon after to avoid confusion with the steam railroads. In 1890, the system was upgraded to streetcars and was referred to as the Kentucky Traction and Terminal Company. The streetcars ceased operations in 1938 when they were replaced by motorized buses

2 under the Lexington Railway System name, which later became the Lexington Transit Corporation. By the early 1970s, expenses associated with the operation of the motorized buses soon outstripped revenue for the Lexington Transit Corporation [. In April 1972, the Lexington Fayette Urban County Government incorporated the system under the local government and renamed the system LexTran. In 1997, LexTran introduced the Lexington Bluegrass Mobility Office. It offers carpooling and vanpooling computer ridematching services and Lex Van, a work commute vanpool leasing program. Today, LexTran operates eight routes from 5:30 AM to 11:20 PM seven days a week from the Lexington Transit Center along Vine Street in downtown. In 2004, the system received additional funding from a successful ballot initiative to implement a new property tax dedicated to helping fund the LexTran system. Since the tax referendum passed, LexTran's system has grown by 50% and the number of passenger boardings and operators more than doubled. The bus fleet will increase from 53 as of May 2007 to 60 by August 2007 as well. For 2007, LexTran is poised to receive several upgrades to its fleet of buses and facilities. A renovation and expansion of the main LexTran facilities on East Loudon Avenue, expected to cost $7.5 million, has $4 million already secured. LexTran is also seeking $3.1 million for new buses, $1.5 million for an Automated Vehicle Locator, and $800,000 to purchase new fare boxes. Phase one of the expansion project includes the construction of a new bus fuel and wash building at 109 West Loudon Avenue, along with upgrades to the restrooms and break room at the Lexington Transit Center. Project Scope Located at 105 Loudon Avenue, the new LexTran building offers a wall 23 4 from ground to roof and 112'4'' end to end. The project has a budget of up to $20,000 depending on the scale and scope of the selected work. The proposal should encompass the history of Lexington s public transportation systems within its subject matter and design. The selected work will be painted on the formed concrete wall of the site.

3 Selection Criteria A proposal will be selected based on the quality of the rendering, the description of the work and process, including community engagement opportunities, and the artist s demonstrated ability to execute large scale work. Additional consideration will be given to the artist s interest in and capacity to engage community representation.

4 Application Requirements Entry Form (Attached). A current resume. A rendering of the proposed mural. The rendering may be submitted digitally in JPEG format at 300 dpi. Each filename must include sequential numbering (if multiple proposal images are submitted) and also include the artist s surname (e.g. 01 Smith). If submitting a CD, clearly mark the disk with your name. A one to two page document providing a description of the work and the process that would be used to create it. This may include educational opportunities to community artists and youth, as well as other community engagement activities. Up to 10 digital images of past large scale work. Digital images must be submitted in JPEG format (no template presentations such as PowerPoint, Flash, or Picasa will be accepted). Each file must be named with the artist's surname and image number to correspond to an image list (e.g. 01 Smith). Image size should be between 72 and 160 dpi and no larger than 1024 x 768 pixels. If submitting a CD, clearly mark the disk with your name. An annotated jpeg list including title, media, dimensions, budget, descriptive information, and numbered according to image file names. Include a self addressed, appropriately sized, and stamped envelope for the return of materials if desired.
