2 THE CORPORATION OF THE CITY OF VICTORIA CALL TO ARTISTS REQUEST FOR EXPRESSIONS OF INTEREST COMPETITION BRIEF PAGE 1 of 4 Introduction The City of Victoria invites artists and artist teams to enter a three-stage juried competition for public art to be installed on the internal and/or external areas of the Johnson Street parkade located at 750 Johnson Street. Artists Eligible to Enter This competition is open to artists or artist teams who are residents of Canada. Objective The City of Victoria has an Art in Public Places Policy to encourage the creation of new works of art for the enhancement of public spaces. The purpose of the Art in Public Places policy is: To increase the liveability and artistic richness of the municipality by making art a permanent part of our environment and a legacy for future generations. To provide opportunities for the public to increase their awareness, appreciation, knowledge and education of public art. To develop a sense of place, community pride and identity through the creation of new works. To integrate art and artists into a variety of public settings. To engender art that inspires people and is an expression of the time. To enhance the attractiveness of the City, and promote cultural tourism. To provide opportunities for artists at all levels and career stages. Familiarity with the policy and guidelines is encouraged. The policy and guidelines are available at: Background This is a request for Expressions of Interest for public artwork(s) to beautify, enliven and activate the exterior spaces within and around the parkade complex. This project is in response to recent Council and citizen commentary on the need for improving the parking experience in City parkades. The objectives of the project will be: To enhance the appearance of the city-owned parking facility and add to the overall attractiveness of the city. To develop a sense of place, community pride and identity through the creation of new art works. To create a contemporary art installation that inspires residents and visitors. To contribute to a sense of welcome, safety and invitation to park in city-owned parkades.

3 - COMPETITION BRIEF PAGE 2 OF 4 Budget The budget for the completed work(s) is up to $125,000 inclusive of all costs of design, supplies, insurance, engineering, fabrication, delivery, installation, administration, travel, contingency and applicable taxes and fees. Site The Johnson Street Parkade is located at 750 Johnson Street between two busy downtown corridors Blanshard Avenue and Douglas Street. The parkade was designed by Victoria architectural firm Siddall, Dennis and Warner and opened to the public in The parkade currently holds 232 cars on five levels. The external surface of the building is constructed of concrete divided by beams between wide, open spaced rectangles. The approximate size is 240 feet by 120 feet by 45 feet high. The Johnson Street Parkade is located within the Central Business District (CBD) at the centre of Victoria s growing downtown core. The CBD is the main employment centre for Victoria and the Region as a whole. Its concentration of higher density office buildings helps to attract and retain a range of supporting commercial uses such as restaurants, cafés, convenience stores, office supply stores, retail stores, hair salons and other personal service businesses, as well as major banks and other financial institutions to provide the daily amenities and services required by the businesses, employees and residents within the CBD. Hotels also play a significant commercial role in the CBD, supported by the ferry, sea plane, bus and train terminals that are located within walking distance of the CBD. The artwork(s) can be installed and integrated on the exterior façades and/or internal areas such as stairwells and elevator areas of the Johnson Street parkade in consultation with the City of Victoria staff and Selection Panel. Artists may identify multiple locations. Artists should ensure that their proposed project will not impede site use, pedestrian and vehicular flow, and safety. Sizing, scope and placement of the artwork would be determined in consultation with the artist, Selection Panel and the Public Art Staff Team. Please see attached photos in Appendix 1 for further information. Site Meeting Artists are encouraged to attend a site meeting with City representatives to tour the parkade and ask questions. The site meeting is scheduled for Thursday, January 8, 2015 at 1:00 p.m. PST. Type of Artwork The call is open to artists from a broad range of media. This includes but is not limited to, twodimensional images, relief and sculptural forms, temporary work, multimedia, light and sound installations and urban infrastructure. Sustainable design, procurement, and fabrication practices are encouraged. The art should have a presence that makes it available for the experience of all parkade patrons, as well as those passing through the neighbourhood. It should also have a presence both day and night at all times of the year.

Selection Process This will be a three stage competition, juried by a selection committee of arts professionals, community members and City of Victoria representatives. Throughout the selection process, the following criteria will be applied: Artistic quality and merit of the work Quality, innovation and creativity of the proposed artwork(s) Quality control measures used to prevent injury or damage Demonstrated understanding of public space Sustainable design, procurement, and fabrication Demonstrated feasibility in terms of budget, timeline, safety, maintenance and site Suitability and effectiveness of the design for viewing conditions in a parkade environment Durability, maintenance and safety requirements Evidence of an ability to complete the project as proposed Compliance with the guidelines as outlined in the competition brief Submission Requirements Stage 1 Artists should submit the following: A professional resume. Artist Teams should include one page resume for each member of the team. (PDF format) Visual documentation of previous work (up to 10 images on CD, USB drive or JPEG files) including information indicating title, dimensions, media and date of completion. Statement of Interest: One page (maximum) description outlining the intent of the proposed work(s). (PDF format) all above requirements to culture@victoria.ca. The file size cannot exceed 6MB. Larger submissions must be split into separate s. Closing Date for Stage 1 Submissions: Monday, February 2, 2015, at 4:00 p.m. Stage 2 Semi-Finalists Semi-finalists will be selected from Stage 1 and will be asked to propose a specific work(s) in sufficient detail. Stage 2 finalists must submit: Written proposal detailing a specific concept including description of the work(s) being proposed. (PDF format) Proposed site(s) with a description on the suitability of the artwork at the site(s) (pdf format) Digital rendering (maximum size 11 x 17 ) of proposed artwork for each proposed site.

5 - COMPETITION BRIEF PAGE 4 OF 4 Closing Date for Stage 2 Submissions: Monday, March 30, 2015, at 4:00 p.m. Stage 2 submissions must be submitted to culture@victoria.ca. The file size cannot exceed 6MB. Larger submissions must be split into separate s. Stage 3 Finalists Finalists will be selected from Stage 2. Stage 3 Finalists must submit: A detailed rendering and/or maquette(s) of the proposed artwork(s) including technical specifications A timeline, the type of materials to be used, project budget, maintenance requirements, installation and fabrication details including site preparation, sustainability and safety. (pdf format) Closing Date for Stage 3 Submissions: Tuesday, May 19, 2015, at 4:00 p.m. Stage 3 submissions must be delivered to City of Victoria, Supply Management Services, 1 Centennial Square, Victoria, and B.C. V8W. submissions are not accepted for Stage 3 materials. Finalists are interviewed by the Selection Panel. Selected finalists completing Stage 3 submissions will receive a $1000 honorarium. Completion Timeline Deadline for Stage 1 Submissions: February 2, 2015 Deadline for Stage 2 Submissions: March 30, 2015 Deadline for Stage 3 Submissions: May 19, 2015 Installation required by: December 31, 2015 The City of Victoria reserves the right to not select finalists at any stage of the competition.
