Select has a team that focuses on investigation, litigation and resolution of workers compensation claims. By concentrating on results, the R.O.I.I. Select team assists member participants in keeping their claims costs low, resulting in increased overall refunds for the group. The R.O.I.I. Select team analyzes cases, investigates suspect claims, files claim appeals, and addresses significant issues before the Department of Labor & Industries and the Board of Industrial Insurance Appeals to support employers in the home building industry. The R.O.I.I. Select investigations and litigation team has saved hundreds of thousands of dollars for member participants in claims costs, making it one of the most cost-effective, best-managed retro programs in the state.

BIAW s highly qualified staff and experienced team of contract lobbyists work on behalf of members to pass pro-housing, pro-small business legislation and to defeat regulations harmful to the housing industry. LEGISLATIVE SESSION During each Legislative session, a weekly report, Lawmaker Review, is sent to key members keeping them up-to-date on areas of interest to the building industry. Lawmaker Review informs members of relevant impending BIAW s advocacy team works on behalf of the interest of BIAW s nearly 8,000 members year round. This allows our members to focus on what they do best, build homes and communities. The lobbying, grassroots, and agency efforts of BIAW have been responsible for sponsoring, amending and defeating legislation that affects builders, their businesses and their employees. STORMWATER ISSUES BUILDING CODES WATER AVAILABILITY MEMBER EXPERTISE DRIVES LEGISLATIVE AGENDA COST OF BUSINESS GMA AND LAND USE BIAW s active and involved Legislative Policy Committee (LPC) meets regularly and serves as the information and brain trust on key home building issues. The LPC meets as a whole committee in person or forms subgroups to develop BIAW s strategic agenda and provides a method for members to share their knowledge and expertise. 5 5 GOVERNMENT AFFAIRS and CODES COORDINATOR// FOCUS ON STATE S BUILDING CODES LEGAL PROGRAM// SUPPORTING BIAW MEMBERS IN THE LEGAL FIELD // AL AUDETTE GOVERNMENT AFFAIRS AND CODES COORDINATOR The focus of BIAW s Government Affairs and Codes Coordinator is to stay informed on actions and discussions impacting the state s building codes. Al Audette, BIAW s Government Affairs and Codes Coordinator, attends meetings and other activities of the State Building Code Council (SBCC), which analyzes and advises the Legislature and the Governor s office on state building code issues. Audette also recruits qualified members from BIAW s local home building associations to serve on SBCC s Technical Advisory Groups (TAGs) experts appointed to assist the SBCC with detailed information on building code changes and other issues. Including BIAW members on TAGs ensures the voice of the home building industry is heard from the beginning of the code adoption cycle to its conclusion. Periodically, Audette will reach out to BIAW members for additional expertise and real world examples of how proposed code changes may affect home builders in Washington state. Additionally, Audette is available to research your code questions and obtain expert code analyses from local building officials and the International Code Council. Updates on SBCC proposed code amendments and their potential impact are available via BIAW s monthly publication, Building Insight, as well as weekly s Lawmaker Review (during the legislative session) and Friday Facts and online at BIAW.com. BIAW s Legal Program stays up-to-date on relevant issues important to the home building industry, reviews bills during legislative session, analyzes government agency actions, and provides additional legal assistance as needed. To provide even more cost-effective legal services, BIAW supports important cases that have the potential to affect builders throughout the state. To that end, BIAW regularly files supporting briefs in precedent-setting cases before the appellate courts and Washington Supreme Court. In addition, BIAW s in-house staff attorney is available to answer members general legal questions free of charge. In addition to essential activities, Frank assists with the many functions of BIAW and addresses legal concerns as they arise. In addition, Frank helps members and BIAW through the review of legal contracts and internal policies. He also reviews bills during legislative session. Along with attending BIAW board, committee, and council meetings, Frank is the primary point of contact for BIAW s Legal and Bylaws and Nominations committees. This position also provides a legal perspective to members through articles published in BIAW s monthly publication, Building Insight. //JULIE NICHOLS CONTRACT ATTORNEY Julie Nichols has been part of BIAW s legal team since She was in-house counsel and lead land use lobbyist for six years and now serves as outside counsel. In her current role, she focuses mainly on assisting BIAW with Department of Labor & Industries-related litigation as well as serving as an advisor on land use and other regulatory issues. Nichols is a partner with Whitehouse & Nichols, LLP in Shelton.

6 6 EDUCATION PROGRAM// AWARD-WINNING PROGRAM OFFERS PLETHORA OF CLASSES The award-winning BIAW Education Program is a comprehensive program supporting the needs and requests of BIAW members by assisting local associations in developing, planning, and implementing up-to-date, industry-related education opportunities. DIVERSE CLASS SUBJECTS Since its inception in 1997, the program has steadily evolved into an innovative and valuable resource for both BIAW members and the state s residential home building community. Given the broad scope of our members needs, BIAW offers a diverse collection of courses in several categories. // AMANDA FIELDS EDUCATION PROGRAM DIRECTOR INDUSTRY-RELATED CERTIFICATION COURSES One of the program s most popular classes Certified Erosion and Sediment Control Lead, has certified or re-certified thousands of building industry professionals with Department of Ecology required training for stormwater management. If you hold a professional license or certification, you can earn continuing education credits for AIA, AIBD, WA real estate, WA appraiser or WA insurance by attending a qualifying class. BIAW also offers the Lead Renovator Initial and Refresher certified courses. Contractors who complete the course are certified and meet EPA and WA State Department of Commerce requirements for contractors who disturb lead-based paint on pre-1978 homes. PROFESSIONAL DESIGNATIONS Classes are available to attain one of 13 NAHB s professional designations. Designations can lead to more earned income, credibility and prestige for members and their companies. EXPERT COURSE INSTRUCTORS Not just anyone can be a BIAW education program instructor. It takes a special person to teach industry peers. All instructors are taught by leading industry experts who make personal sacrifices by taking time away from their families to better the building industry. It s also common for instructors to give out their personal contact information so they can continue to guide and mentor students. CERTIFIED EROSION AND SEDIMENT CONTROL LEAD (CESCL) AND CESCL RECERTIFICATION CESCL and CESCL recertification classes provide training to inspect, install and manage stormwater controls on your job site. Upon completion of the course, you will earn a Department of Ecology CESCL certification card good for three years. CERTIFIED AGING IN PLACE (CAPS) I & II CAPS I focuses on the best practices in communicating and interacting with the fastest growing segment in remodeling the universal design market. Learn how adapting and identifying these changing lifestyle needs and concerns help grow your business. CAPS II concentrates on design/build solutions and how to transform a house into a safe, attractive, and comfortable home for life. BUSINESS MANAGEMENT Learn management skills that give industry leaders the edge. This course provides attendees with a solid foundation and explains critical elements, such as: the planning to evaluating process, identifying common business challenges and ways to overcome them; and analyzing how-to methods on recruiting, interviewing, training and retaining quality personnel. PROJECT MANAGEMENT Anyone involved in the preconstruction and construction process should attend this introductory course. This class explains the skills needed for production operations management, including the three phases of a successful venture: planning, implementation and evaluation. Attendees successfully completing the class will be able to execute project management functions and responsibilities effectively and efficiently.
