4 EU Aid Volunteers Initiative: European-Asian Partnership for Building Capacities in Humanitarian Action II The overall objective of the "EU Aid Volunteers Initiative: European-Asian Partnership for Building Capacities in Humanitarian Action II" project is the contribution to the strengthening of the organisational and technical competencies and capacities of Caritas organisations and their networks in eight countries in Asia in order to increase their effectiveness and efficiency in working for community resilience and preventing human, economical or environmental losses during disasters as well as the improvement of the volunteer management. Two main objectives have been defined within this project one focusing on Caritas member organisations to work more efficiently, effectively and sustainably before, during and after humanitarian crises and a second one to implement well-managed volunteer programmes for national and EU volunteers. Outputs and results of the project are strengthened capacities of 12 partner organizations to respond to humanitarian crises with the support of well-managed volunteers, to facilitate the mainstreaming of DRR throughout partner organisations programmes, improved knowledge on new methods and standards in Humanitarian aid (e.g. the use of information technology for needs assessments) and a system for the deployment of partner staff and volunteers through a Regional Emergency Support Team to support each other in emergency response. The impact of the project will be increased cooperation and networking among partner organisations in Asia and with Europe and improved linkages to other stakeholders in the Humanitarian aid system. The project involves 9 Asian and 3 European partners and will be implemented over a period of 24 months. Activities will take place on a regional level (mainly in Bangkok, Thailand) and in Bangladesh, India, Indonesia, Mongolia, Myanmar, Nepal, Pakistan and the Philippines. Additional activities will take place in Austria, Czech Republic and Romania to support and complement the activities of the Asian partners. 4

6 Engineers Without Borders and Partners platform for Tehcnical Humanitarian Capacity Building The Consortium represents long and consolidated experiences in international humanitarian technical aid and technical capacity building through deployment of volunteers. The core mission of the Consortium is to provide humanitarian technical aid. The objective of present project proposal is to build capacity with in the Nordic partners and their third country partners to secure organisational capacity to form part of the EUAVI. At present the consortium consists of eight, 8 NGO's. The impact of project is the strengthening of partner s capacity - administratively and organisational, so as to adhere to EU criteria and be able to serve as hosting and sending organizations respectively under the EUVAI and to identify needs and work under CHS. Result will be certification under the EUVAI of 7 partners in the project and identification of specific capacity building volunteers assignments based on the needs assessment conducted with each third country partner. The specific activities are: Seminars and training workshops onsite & online, undertaken with the partners core staff. Development of organisational tools, guidelines and monitoring and data systems will be a participatory process within each organisation, facilitated by external facilitator. Cost-efficiency is achieved by use of webinars/online knowledge-sharing and pooling of activities for multiple partners e.g. in Nepal and Denmark. A specific internal and external communication strategy and construction of a communication platform will allow for exchange of good practice and peer learning and extensive external exposure in the Nordic technical resource base. It is anticipated that the project will contribute to strengthened and significantly increase number of volunteers engaged both with sending organizations and with hosting organizations. Further the EUVAI will be provided with a direct access to a large Nordic platform of technical skilled volunteers. Finally, info about the EUAID will be disseminated. 6

8 Gender Sensitive Humanitarian Aid Volunteering The project has been established to build the capacity of hosting and sending organisations in the consortium to enable them to submit successful applications for certification for the EU AID Volunteer Initiative. The project has a specific focus on Gender Sensitive Humanitarian Aid Volunteering, which includes strengthening especially the capacity of local women volunteers affected by or prone to humanitarian situations. As young people are also marginalized, but have strong potentials as drivers of change youth will be an additional focus group. The project will also have organisations reviewing their current volunteer management systems and practices to ensure that they are gender sensitive. Finally, the project aims at identifying relevant community led early warning systems, where women volunteers play a key role, leaving both women and thereby local communities less vulnerable to disasters and crisis situations. The project consists of 4 phases, starting with an inception phase to consolidate the project, a needs assessment phase, with needs assessment conducted in local communities as well as internal organizational reviews/assessments in all countries applying for certifications. The following implementation stage, includes a wide range of different approaches to build the capacity of consortium members, AA staff, partner staff and local community volunteers. Some of the expected results will be well tested curriculum and manual for incountry induction of hosting partners and EUAID Volunteers, enhanced women and youth leadership in local communities supported by a total of 15 local partner organizations. The last phase will focus on evaluation and lessons learned and has as a key outcome, submission of certification applications from AA Denmark, AA Zimbabwe, AA Zambia and AA Kenya. The consortium has planned a number of dissemination activities to promote the EU AID volunteer initiative and volunteerism in gereral. 8

10 Renforcement des capacités de six Sociétés nationales de la Croix-Rouge en matière de volontariat et de gestion des catastrophes dans le cadre de l Initiative des Volontaires de l aide de l UE The main ojective of the project is to improve the preparation and response to catastrophies and crises via the Red Cross network by reinforcing the volunteers and their capacities for intervention. In this consortium composed of 6 Red Cross organisations (France, Belgium, Lebanese, Ivory Coast, Burkina Faso and Guinea), 3 structures will work towards their certification with a view to becoming organisations for sending and receiving the volonteers of the EU. The 3 volunteer departements (RC Guinea, Burkina Faso and Ivory Coast) will be reinforced by an elaboration of support tools (national politic of youth volunteers, volunteer chart...) with potentially volunteers. To be able to develop an effective humanitarian assistance, the responsibles of the technical departments of the Red Cross will be trained in project management (45 pers), 160 advanced aid workers will be formed/ recycled in First Aid and PSBC (1er secours à base communautaires) In pilot zones of 3 countries, in 8 targeted communes, 200 volunteers will be trained in First Aid and VCA (Vulnerability Capacity Assessment) permitting the population to have a solid basis for confronting crises and be resilient. 8 simulations (from which the scenarios are inspired from 3 contingency plans brought beforehand in the preidentified zones) regroup 180 first aid workers as well as the populations of the sites. Finally, the Lebanese Red Cross will benefit from a strong support for the mobilisation of resources to amplify its humanitarian action and reinforce the duration of the actions in the long run : 100 volunteers of 5 pilot unit will be trained in the mobilsation of resources and the internal communication in order to be increase their local incomes by at least 20 % during 24 months of the global project. 10

12 Territoires Engagés pour la Résilience des Oasis The project aims at strengthening local communities resilience to climate change risks, by involving young local volunteers, who will be eventually supported by EU Aid Volunteers in future projects. The project adds a volunteering dimension to an existing technical project for oasis preservation, PACO, that gathers 4 out of the 6 partners. In order to build resilience, partners from 3 different countries in North Africa, will first reinforce their capacities in involving volunteers (local and international) in their projects, activities and governance. Through networking activities, they will create synergies with local youth and volunteering organizations, aiming at recruiting and involving local young leaders. Partners will then transfer technical expertise to these local volunteers, through trainings and workshops on disaster risks reduction regarding needs they have identified locally (desertification, soil salinization, fire, early warning systems). These volunteers will become the best relays to reach local oasian communities and raise awareness on preventive actions and citizens involvement to combat climate change impacts. The 3 European organizations will learn on climate change impacts and eventually raise awareness within European countries - especially among young European citizens on volunteering for climate resilience. They will support third countries partners in preparation for certification as hosting organizations. Future deployment projects for EUAV initiative on disaster risk reduction will be discussed and prepared within the consortium. Project partners, as they are part of national and international networks, will largely disseminate the project s results to inform and raise awareness among other stakeholders on the EU Aid Volunteers initiative and encourage young citizens to get involved for communities resilience. They will advocate together for a better recognition of volunteering for climate change adaptation. 12

14 European Volunteer in humanitarian Aid EVA project will start in January 2018 and end in December It will be implemented by 10 organization: from Italy, France and Spain, Peru, Bolivia, Indonesia, India, Morocco and Ghana. EVA project aim at give third countries organizations those skills to reach the standard and procedures to apply for certification to host EU Aid volunteers, through introducing new methods ad skills in the field of humanitarian aid and the volunteering management. Specific objectives are: To reinforce 7 third countries organizations in getting strong capacities and knowledge about Humanitarian Aid Functioning and principles and the importance of volunteering To reinforce 7 organizations in third countries in the realization of security rules and logistical process to ensure the security in Humanitarian Aid interventions To reinforce 7 third countries organizations in the realization of needs assessment and situation analysis to ensure a relevant volunteering intervention in Humanitarian Aid Context To reinforce 7 third countries organizations in getting strong capacities and knowledge to ensure a high quality volunteering management in Humanitarian Aid Context. To ensure the visibility of the program and the capitalisation and dissemination of the project results and tools to grow the impact of the project (at local, national, European and international level). These objectives will be achieved through a multiple set of activities and results. Indeed at the end of the project, thanks to a series of seminars, training exchanges and workshops, partner from third countries will adopt EU aid principles in their activities and value the role of volunteering in humanitarian aid contexts and projects. They will acquire those competences needed to develop needs and risks assessments, holistic volunteer management strategies and the ability to promote both project results and EUAV initiative, becoming experts in the management of volunteers in humanitarian aid context in their countries. 14

16 EU Aid Volunteers, getting involved in promoting a community-based protection approach to build resilience and LRRD The project, lasting two years, is implemented by GVC in consortium with Alianza por la Solidaridad (Spain), Arci Catania (Italy) and 12 third-country offices and organizations based in MENA countries (Tunisia, Palestine, Jordan, Mauritania, Lebanon, Egypt, Libya and Syria). The action strengthens capacities of hosting and prospecting hosting organizations active in the countries involved and willing to take part to EU Aid Volunteers (EUAV) initiative. The project targets 52 hosting or potentially hosting organizations by reinforcing their preparedness, response to humanitarian crises, capacities in protection, DRR and LRRD as well as in volunteer management. The action develops organizations capacity in protecting the most vulnerable population in disaster-affected and disaster-prone countries, strengthens local capacity, knowledge and skills on protection in disaster affected areas in MENA region and on taking part to EUAV initiative. Through capacity building missions, seminars, study visits and cascade trainings, the action contributes to building resilience through enhancing capacity in partner countries vulnerable to disasters. 16

18 Volunteer-Based International On Line Asset The V-IOLA project stems from a longlasting partnership that has been engaged with the EUAV initiative since the pilot phases. The consortium has thus increased in strenght and in the capacity to cope with practical requests of promoting the EUAV initiative while providing systemic and scientific support to Volunteering capacities in third countries. Complementing the efforts exerted by the partners in Serbia and Montenegro, the V-IOLA project intends to: 1) Promote partnerships with a view to showcase the EUAV Initiative and its propositive potential; 2) provide capacity building actions in form of Training of Trainers to enhance Civil Protection Volunterism, DRR activities and Organizational Development; 3) sustain beneficiaries of the project with qualified support for the EUAV certification process 4) study and test the activation of internet volunteering and its implication in the Civil Protection field. The project will thus on the one hand enhance third countries volunteers management capacities, allowing them to join the EUAV network of Hosting Organizations. By so doing it will also strengthen Civil Protection systems and their ability to cope with natural and man made disasters by promoting prevention and preparedness initiatives. Lastly the V-IOLA project will promote on line volunteering as integrant part of national DRR strategies. Giving attention to the creation/consolidation of strong partnerships that could emerge from this project, V-IOLA will last 20 months and deliver its activities on Serbia and Montenegro. Aproximately 100 volunteers will be actively involved in this project and they will be attentively chosen from the partnership pool of more than 1 million. All the initiatives will be channeled through institutional dissemination means in order to grant maximum diffusion and access of possibilities to join the project and the EUAV initiative. 18

20 EU Aid Volunteers: fomentando actividades de creación de capacidades en medios de vida, protección legal y asistencia sanitaria y psocológica para migrantes en Centroamérica El proyecto tiene como objetivo general contribuir a la mejora de las capacidades del personal de tres ONGs europeas presentes en los países centroamericanos (Honduras, Guatemala, El Salvador, Nicaragua), así como de entidades públicas y de la sociedad civil local, para que puedan (objetivos específicos): i) monitorear mejor las causas que impulsan la migración, e identificar acciones de desarrollo que potencialmente puedan ayudar a disminuir la presión que ejercen los factores de expulsión en los territorios de los que proceden un mayor número de migrantes, iii) adquirir destrezas para ofrecer servicios de protección adecuados a las necesidades de migrantes en tránsito, iv) diseñar programas de atención psicosocial y humanitaria tanto a migrantes como a deportados de nuevo a Centroamérica desde EEUU, v) fortalecer a organizaciones locales vinculadas con la problemática migratoria para que se certifiquen y acojan voluntarios. El impacto esperado del proyecto está totalmente orientado a todo un proceso de creación de habilidades y refuerzo del conocimiento, apto para generar cambios en los mecanismos de preparación y resiliencia entre poblaciones vulnerables, técnicos y autoridades de diferentes niveles, Actores humanitarios. El proyecto se iniciará en enero de 2018 por un período de 24 meses e implicará el despliegue de XX expertos junior y senior, de una amplia gama de especializaciones, que se desplegarán durante periodos de entre 2 y 6 meses. Entre las actividades que se llevará cabo destacan; i) diagnósticos de campo sobre causas migratorias y necesidades de protección y atención, ii) mapeo de actores-instituciones locales, iii) talleres de formación a personal de ONGs y socios locales, iv) intercambio de experiencias, v) validación de metodologías de monitoreo de flujos migratorio, vi) desarrollo de materiales de formación en protección de migrantes y asistencia psicosocial. 20

It has 4 interrelated and mutually reinforcing SOs: 1) Promoting and reinforcing local volunteering in third countries through volunteer management capacity building activities with 4local organisations and 1governmental structure in LAC countries. 2) Capacity building and reinforcement of the prospective hosting local organisations in LAC in terms of the volunteer management systems and administrative capacity to ensure their compliance with the EUAV standards requested in certification mechanism. 3) Enhancing the resilience, DRR and climate change adaptation capacities of prospective hosting organisations in disaster prone and disaster affected areas in LAC. 4) Strengthening resilience capacities of vulnerable communities and 3 implementing organizations in a post conflict setting. Given consortium s scope, the action is designed to guarantee the mutual learning and experience exchange within the partners, providing needs-based capacity building activities, tailored assistance, development of the specific tools and guidance documents in the identified areas. 24 MdM Capacity Building of EU Aid Volunteers The 18 months Capacity Building project's main objective is to support our 9 prospective Hosting Organisations (6 MdM offices in Honduras, Nicaragua, Ukraine, Burkina, Mauritania, Morocco and 3 local partners Keoogo, Terres Rouges, MS.2) to improve their response to Humanitarian Aid crises in Third countries and to participate in the EU Aid Volunteers Initiative as Certified Hosting Organisations and receive future EU Aid Volunteers. In order to achieve this objective, our Consortium composed of MdM partners and local partners, plans to implement Capacity Building activities in European and Third countries, to ensure an effective coordination between members of the Consortium, conduct monitoring and communicate on the MdM Consortium project and on the EU Aid Initiative. The following outputs and results are expected: - MdM Sending Organisations (MdM-ES, MdM-BE, MdM-UK, MdM-NL, MdM-SV) will organize thematic seminars in their country on those specific areas of expertise, dedicated to key staff of prospective Hosting Organisations and their local partners. - To strengthen organizational and technical capacities of prospective Hosting Organizations and their local partners in Third Countries, through Capacity Building activities, regional seminars, exchange of knowledge. - To guarantee a well structured MdM and local partners Consortium within the partnerships with a harmonized level of execution. 26 VOLUNTEERING CAPACITIES MATTER: Strengthening organizational capacities for a suitable humanitarian volunteering management Within the framework of the EU Aid Volunteers initiative, the project aims to enhance local organisations capacity regarding an appropriate and efficient response to humanitarian crises from the protection perspective, while strengthening the management and promotion of hosting European volunteers. The project will be implemented by 2 organisations from EU Member States and 8 organisations from 4 non-eu countries (Colombia, Guatemala, Nicaragua and Jordan) with extensive experience in management of humanitarian aid s projects. The project is based on two main lines of intervention that also complement each other. On the one hand, because of our experience in humanitarian aid s projects, we aim to improve local organisations capacity and preparedness by providing them with the knowledge and trainings needed for an accurate response to humanitarian crises. Special attention will be paid regarding vulnerable people, women, children, refugees, persons with disabilities, focusing on protection and reparation of gender-based violence and sexual victims, DD.SS. RR, disaster risk management, preparedness and response to disasters and the link between humanitarian aid, rehabilitation and development (VARD); On the other hand, we firmly believe that volunteers are a fundamental asset for the teams of the organisations, particularly within humanitarian crises. With this core idea, we will train the local organisations in volunteers management, promoting the hosting of both European and local volunteers, addressing the organisations towards the knowledge of the EU Aid Volunteers initiative and their future certification as hosting organisations. The estimated duration of the project is 18 months, in which several activities will be carried out: analysis of the capacities of each organisation, training programmes from bottom to top in the field and online, elaboration of materials and tools, security protocols, and monitoring and evaluation mechanisms, among others. 26

28 Building Capacities in Asia & Africa for Preparedness And Better humanitarian effectiveness through Local Engagement and volunteering The Be Capable (Building Capacities in Asia & Africa for Preparedness And Better humanitarian effectiveness through Local Engagement and volunteering) project will strengthen the organizational and technical capacity of hosting organizations within the VSO network in 9 countries in Asia and Africa in three areas: disaster preparedness, resilience building and volunteer management. This will be achieved by working towards three specific objectives: 1. To improve volunteer recruitment and deployment standards and procedures in 9 prospective hosting organizations (PHOs) 2. To increase the knowledge and skills of 9 PHOs staff in resilience and humanitarian aid. 3. To strengthen capacity of 9 PHOs to develop disaster preparedness and management plans that will enable more efficient decision-making and effective deployment of volunteers. The project will support 9 PHOs to enhance their volunteer recruitment and deployment policies and practices in compliance with the EUAV standards, while simultaneously building their capacity to develop a robust approach to resilience building and disaster preparedness within their programs (livelihood, education and health). The development of PHOs and, in selected cases, community plans will also help to identify the role of international and national volunteers in disaster preparedness. Thus, the Be Capable project seeks to benefit 70 PHO staff and 2,500 community members through better designed and implemented programs and plans with identified areas for volunteer support. The project will take place over 18 months across 9 countries in Asia and Africa, namely: Bangladesh, Cambodia, Ethiopia, Kenya, Malawi, Nepal, the Philippines, Sierra Leone and Uganda, selected for their susceptibility to multiple hazards and the impact that increased capacity in resilience and disaster preparedness would have on their program development. 28

30 Preparing for Emergencies by strengthening Organisational Procedures, Learning and Exchange The main purpose of the programme is to strengthen the capacity of ten participating organisations in Sierra Leone, Liberia, Nigeria and Zimbabwe to prepare for and respond to humanitarian crises and strengthen their network and volunteer management systems. A consortium of Caritas member organisations, two headquartered in EU member states, 10 southern based will implement the programme along with CRS and the CHS Alliance for a period of 24 months. The programme will engage three full time staff, 40 community volunteers and one international volunteer. The objectives are to: 1. Strengthen humanitarian preparedness & response capacity of 10 local and national organisations to design and deliver needs based humanitarian aid. 2. Strengthen volunteer management capacity of 10 prospective hosting organisations to facilitate integration & active participation of volunteers in humanitarian action. 3. Strengthen collective dialogue, knowledge sharing, learning and peer- to-peer support between partners on volunteers. The programme will support three partners to initiate the process of becoming certified EU host organisations contributing to enhance European solidarity at an international level. This programme will make a difference to people affected by crises by enabling organisations to improve the quality and effectiveness of their humanitarian preparedness and response capacity. The programme will build partner capacity to develop & manage an effective volunteer management systems and emergency preparedness by engaging community, office and international volunteers. Learning and good practices from this programme (on both strengthening organisations humanitarian capacities and the role of volunteers in humanitarian action) will be widely disseminated amongst the consortium members, the sector at large and all Caritas Africa members including national Caritas organisations in 46 African countries. 30
