48 GLOSSARY OF TERMS Active Duty. Full-time duty in the active service of a uniformed service, including duty on the active list, fulltime training duty, annual training duty, and attendance while in the active service at a school designated as a service school, or by law, or by the Secretary concerned. Civil Functions. Functions primarily associated with the civil works program of the Army Corps of Engineers. This program encompasses planning, programming, designing, constructing, and operating Federal water resource projects for navigation, flood control, hydroelectric power, water supply, recreation, and related activities. Civil functions also includes cemeterial workers (Army) and a conservation management employee (Air Force). Civilian Dependent Exclusion. Excluded from counts of dependents of civilian employees are dependents in the Continental United States and dependents of civilians working in Alaska, Hawaii, and the U. S. Territories. Command Sponsored (CS) Military Dependent. A dependent of a Service member residing with the Service member at his or her duty station, where an accompanied tour is authorized, and the dependent meets the following conditions: ) entitled to government funded travel to and from the duty station incident to the Service member s permanent change of station (PCS) travel; ) is authorized by the appropriate authority to be at the Service member s duty station; and 3) his/her presence entitles the Service member to a with dependents rate for station allowance.
