1 LEO Kildare Student Enterprisee Programmes Request for Quotation You are invited to submit tender proposals for the coordination and delivery of the Student Enterprise Programme (SEP) 2017/2018 in second level schools within the County for the LEO Kildare and the Student Concept Competition 2017/2018 in Primary (5 th & 6 th Class & 1 st 6 th Year in Secondary Schools) and Kildare Regional Youth Services. The initial period is for the academic year Subject to funding and the continuation of the programme the contract will be extended under the same terms and conditions to academic year and Introduction 1.1. Profile of LEO Kildare The mission of LEO Kildare is to promote entrepreneurship, foster business start ups and develop existing micro and small businessess to drive job creation and to provide high quality supports for business ideas in County Kildare. Set up in 1993 as one of 35 Enterprise Boards throughout the country, now operating within the Local Authority structure as the LEO, the remit of LEO Kildare is to stimulate entrepreneurial activity at local level through financial instruments and a wide range of soft supports. One of LEO Kildare s key enterprisee development tools is a programme of Enterprise Education delivered throughout the county Student Concept Competition Programme Aim The Student Concept Competition is a unique Student Programme delivered in partnership with the business community and state sectors. Attached is the profile of the programme for The project aims to engage students in the creation of inventions for the future based on agreed themes. The project aims to have approx. 800 students participating in same. There is no direct in school engagement in terms of student and the project stages are as follows: Dissemination of Information to Schools (Primary Youth Services Follow up Contact via Phone Database of Applications & Categories Co ordination of Judging Facilitation of Final Event held in Q.2, 2018 & Second Level) and Kildare Regional
2 Student Enterprise Programme Aim Each year over 22, 000 secondary school students from all over Ireland compete in the Student Enterprise Programme, culminating in a National Final in Croke Park in May. Each student will help form a mini company, commence trading, write up their experience and submit a businesss report for entry to their school or county final. For more information on the overall competition, pleasee see LEO Kildare participates mainly at Senior Level in this competition, when students are in Transition Year. There are 26 Secondary Schools in the county, many of whom run Transition Year. Wherever it is run, participation in the Student Enterprise Programme is actively encouraged. LEO Kildare will make available the opportunity to Junior Cycle students to participate in the Student enterprisee programme by providing a briefing document and USB resourcee key to teachers and workbooks to students. Entry into a Junior and intermediate category at the county final will also be facilitated. The role of the coordinator is to: - Promote the Student Enterprise Awards programme in all secondary schools & recruit as close to 100% of secondary schools as possible - Provide a teacher Information meeting in advance of Workshop 1 Kick Start idea generation & Market Research workshop. - Maintain contact details for all teachers/ /schools/classes for LEO Kildare - Maintain student numbers & statistics for reporting & support purposes - Ensure delivery of sufficient support materials (Workbooks for students & USB resource key for teachers, provided by LEO Kildare) to each school at the start of September - Keep in close contact and provide regular updates to LEO Kildare Student Enterprise Co dates and ordinator - Provide support and provide regular updates to both teachers and students - Keep teachers and studentss informed throughout the process regarding critical deadlines (e.g.. date for submission of competition entries, date of County Awards) and copy the LEO Student Enterprise Co ordinatorr in all correspondence - Deliver a Kick Start idea generation & Market Research workshop in each participating school at the start of September - Deliver 3 follow up workshops per class please see Workshop Details below o Pleasee see /phases/ for info. - Provide briefing to Teachers of Junior cycle students who wish to participate in the programme and deliver support materials (Workbooks / USB Keys) to those junior classes wishing to participate.
3 - Encourage and support schools to submit an entry to the Student Enterprise Programme (SEP) County Competition - Issue and collate returned entry forms for SEP County competition - Liaise with each school on their County competition entries, including ensuring submission of Business Reports by the competition deadline and the provision of information to the schools on the format etc. of the County Awards event - Collate all entries and prepare them for the judging panel - Manage Public relations for the SEP in Co Kildare press releases, social media - Provide detailed monthly reports to LEO Kildare on progress throughout - Conduct a full evaluation of SEA programme from teachers & students at the end of the programme To provide an experience and education in enterprise to transition year students throughout the secondary schools in County Kildare, which will result in students being more aware of the options for starting their own business in the future. To provide the opportunity for junior cycle students in County Kildare to engage in the student enterprise programme by providing support material to teachers and students Key Objectives To encourage entrepreneurship in all secondary schools in County Kildare, through promotion, engagement & marketing tools To achieve a 90% participation rate in the Student Enterprisee Programme by secondary schools with a qualifying TY programme To achieve a high level of quality mini company entries to the County Finals in March each year To maintain and grow the minimumm participation rate of secondary schools in the County Final from the current level of 16 to 18 schools in 2017/2018. To ensure each member of each mini company has a positive and fulfilling enterprise experience, whether or not they reach the finals To provide support and encouragement to teachers involved in the delivery of enterprise education in County Kildare. To develop strong relationships with School Principals and encourage enthusiasm for entrepreneurship within each school

Workshop Details Workshop 1 Kick Start idea generation & Market Research workshop in each participating school at the start of September Workshop 2 Market Research/Production/ /Costing & Pricing (October Novemberr 2017) Topics to be covered are Organising your Team to cover the different businesss areas production, marketing, finance and reporting. Market Research how do you know if there is a market? Production how to get the product made / service provided explore the options Costing how to cost your product/service Workshop 3 Selling / Finance (November 2017) Topics to be covered are: Marketing now that you have a product how are you going to let people know about it? How to win sales consider options for selling to customers outside the school environment if possible. Finance the importance of setting a budget, managing the books, and preparing accounts. Look at the tools you can use to make sure you have a proper handle of your company s finances. Workshop 4 Preparing for the County Final (Jan 2018) This workshop should help students preparing for the school s final (if applicable) and for the County Final. Topics to be covered: Business Plan essential to follow the guidelines provided by the Student Enterprise Programme cover every section especially finances projections and actual Display materials for your stand and organise your group to cover the different business areas, normally production, marketing, finance and reporting. Do your market research to see if the market will want what you intend to provide and set out a plan to organise how and when you will make and sell your product or service.
5 3. Submission Details 3.1. Proposal Proposals will be considered and evaluated on how well the proposal meets the needs set out in this tender; the relevant experience, qualifications and references of the proposer; the costs outlined and any innovative suggestions made in addition to the outline above Pricing The programme will consist of three elements as follows: (i) (ii) (iii) Delivery of the Studentt Concept Competition One Teacher Information meeting in advance of Workshop 1 with the aim of introducing the Student Enterprise Programme & Student Concept Competition, outlining the programme, what it entails and what is expected from participating teachers and students held in school in a minimumm of 18 schools. Four school based workshops to be held in each participating school (it is anticipated this will be 18 schools) between September 2017 and January Each workshop will typically consist of a double class of approximately 80 minutes. Please include pricing for each of the three elements above. Pricing should be at a per school cost, inclusive of all expenses including transport etc. Please note travel expenses/mileage will not be paid separately. The maximum number of schools eligible to participate in the County is 26. It is expected that a minimum of 18 schools will participate. The workshops will be offered to students in all three categories in each school in the county. Please provide evidence of: - Enterprise or business experience of the delivery agents - Coordinators/delivery agents relevant experience working with second level students, teachers and principals - Coordinators / deliver agents relevant experience of delivering similar types of programmes - The content and delivery methods proposed - Detailed cost outline for the programme
6 3.3 Award Criteria Criterion a) Experience of delivering similar types of Programmes b) Experience working with second level students, teachers and principals c) Enterprise / Business Experience d) Content & proposed delivery methods e) Cost ( in Euro) Weighting 30% 30% 15% 15% 10% Maximum Points Qualifying Mark A qualifying mark of 60% of the maximum points available applies to criterion a) and b). - Only tenders fulfilling this requirement will be deemed to be valid tenders. - Criterion e (Cost) will be marked as follows: - Maximum points (100) x Lowest cost valid tender Cost of tender being evaluated 4. Points to Note - Proof of current valid Tax Clearance must be includedd - Evidence of appropriate insurance must be provided - Proposed co ordination body and delivery agents must comply with Kildare Local Authority Garda Vetting Procedures and will be responsible for compliance with any additional vetting required by any individual school. - Costs should be All Inclusive - Commencement of the programme is subject to availability of funds and continuity of LEO Kildare services and may be cancelled without charges or penalties on 1 month s notice. - While you are being requested to submit a tender to cover 3 programme years, either year may be cancelled should circumstances change - The second and third year of delivery may also be cancelled should performance in Year 1 prove to be unsatisfactory
