1 REQUEST FOR PROPOSALS SASKATCHEWAN NONPROFIT PARTNERSHIP The Saskatchewan Nonprofit Partnership (SNP) is an unincorporated partnership of six nonprofit organizations whose vision is a nonprofit sector that is widely recognized as a fundamental and essential contributor to Saskatchewan s success. To achieve this vision the SNP has identified five focus areas for its work: research, networking, public awareness, sector strategy development, and thought leadership. The SNP invites proposal submissions for the design, implementation and analysis of a Saskatchewan Nonprofit Organizations Research Survey. Further information about this project is outlined on the following pages. 2 SASKATCHEWAN NONPROFIT PARTNERSHIP The Saskatchewan Nonprofit Partnership is an informal partnership of organizations that collaborate with one another and other organizations toward the betterment of the nonprofit sector. Representatives of the following organizations are the members of the Partnership: CFS Saskatoon Community Initiatives Fund Family Service Regina Saskatchewan Parks and Recreation Association United Way Regina United Way Saskatoon and Area The Community Initiatives Fund currently serves as the host organization on behalf of the Partnership. Within its mission the Partnership (SNP) has identified the following five areas and related goals as the focus of its work: Area Research Networking Public Awareness Sector Strategies Thought Leadership Goals Statement The sector will drive and benefit from research that is relevant to needs and is Saskatchewan specific. Leaders within the sector will have mechanisms within which they can share information and experience, combine efforts, seek advice and/or gain mentorship. Saskatchewan people will have greater awareness and understanding of the value the nonprofit sector contributes to the social and economic systems of the province. The sector and those served by the sector will benefit from the effective collaboration of sector leaders and organizations toward areas of mutual concern. The effectiveness of the nonprofit sector is advanced through the collective thought leadership of sector leaders and organizations.

3 PROJECT BACKGROUND There are over 8,000 incorporated nonprofit organizations in Saskatchewan, the second highest per capita in Canada. Approximately 60% of these nonprofit organizations are also registered as charitable organizations through the Canada Revenue Agency. Saskatchewan nonprofits contribute to local economies and growth while striving to address social inequities and enhance quality of life for the province s citizens. Cornerstones of Community, published by Statistics Canada in 2004, reports on information collected through the National Survey of Nonprofit and Voluntary Organizations (NSNVO), an initiative of the Federal Government s Voluntary Sector Initiative. This report provided, for the first time in Canada, a profile of the nonprofit and charitable organization sector nationally and provincially. The Federal Initiative ended in 2005 and unfortunately the NSNVO has not been repeated. During the past decade several provincial and regional organizations have undertaken surveys of the nonprofit sector within their respective regions, varying in scope, purpose and methodology. These include The Voluntary and Non-Profit Health and Social Services Sectors in Manitoba commissioned by the Manitoba Federation of Non-Profit Organizations; Building the Capacity of PEI s Third Sector published by the Community Foundation of PEI; The Nonprofit Sector in Nova Scotia: A Statistical Profile prepared by Imagine Canada; and the Alberta Nonprofit Survey undertaken annually by the Calgary Chamber of Voluntary Organizations. Currently, there is little or no recent data available about the sector in Saskatchewan. In 2015 the SNP supported the Saskatchewan Social Enterprise Sector Survey, part of a national research initiative conducted by researchers at Mount Royal and Simon Fraser Universities. Some data continues to be available through national research such as the Survey on Giving, Volunteering and Participating, however most national research does not gather enough Saskatchewan data to be statistically valid or relevant for use provincially. Research has been identified as a priority of the Partnership due to a lack of data about the nonprofit sector in Saskatchewan. As this information gap is a significant barrier to advancing the SNP s goals, the Partnership plans to undertake a research survey of the nonprofit sector.

4 PROJECT DESCRIPTION The Saskatchewan Nonprofit Partnership is proposing to undertake a research survey of the nonprofit sector in Saskatchewan. The intent of the research is to gather a range of information about incorporated nonprofit organizations in the province, with the survey to be completed in Objectives of the research are: To develop baseline information about the size and scope of the nonprofit sector in Saskatchewan. Two resources have been identified (as noted below) to serve as models for the desired data; To identify sector-wide commonalities, opportunities and challenges for collaborative initiatives; To inform the nonprofit sector about the Saskatchewan Nonprofit Partnership. Project deliverables (to be finalized with the Contractor): A contact database for the nonprofit sector; Research survey completed in 2017; A comprehensive report based on the research survey results; An analytical report commenting on the research findings including recommendations for further use of the data and results; A series of themed mini reports. Results of the research survey will be used to: inform the Saskatchewan Nonprofit Partnership s work related to its five focus areas; communicate the scope, value and contributions of the nonprofit sector to a range of audiences; provide the nonprofit sector with information, tools and resources; engage the nonprofit sector. The SNP has developed an inventory of the types of information it would be desirable to collect through the research survey. Two existing survey tools/reports are aligned with the SNP s inventory as potential models for the Saskatchewan survey Statistics Canada s Cornerstones of Community and especially, the Calgary Chamber of Voluntary Organizations Alberta Nonprofit Survey. Members of the SNP will serve as advisors to the project and will work closely with the selected Contractor throughout the project.

5 SUBMISSION REQUIREMENTS Proposals must be received in the required format by the closing date and time to be eligible for consideration (as outlined on the cover page of this RFP). Proposals must provide the following information: 1. Bidder Contact Information Company Name, Mailing Address, Web Site Address, Contact Person, Title, Telephone Number, Address 2. Proposal & Quotation Outline the proposed methodology, activities and timelines that would be undertaken to complete the work and achieve stated objectives. Include a detailed quotation outlining deliverables and costs to provide the work. If the proposal provides for more than one option for scope or delivery of the work provide an outline including activities, timelines and costs for each option. 3. Qualifications Describe your experience providing similar work, and where appropriate, samples of reports, fact sheets, surveys, etc. Include biographies of key personnel who would be involved with the project. Company policy statements on research ethics, privacy and quality control should be included. 4. References Provide references of at least three (3) clients for whom you or your company has provided similar services, including contact name, type of service provided and length of service. By providing the names of the references in your signed Proposal, you are hereby permitting the Saskatchewan Nonprofit Partnership the right to contact the references to confirm and request additional information. 5. Verification Proposals should be signed and dated by an authorized representative. Signed submissions serve to guarantee the quotation price for ninety (90) days from the closing date. INSTRUCTIONS 1. Complete all requirements of the Request for Proposal and submit by 12:00 noon local time February 15, 2017 to be eligible for consideration. Late proposals will not be considered. 2. Proposals must be submitted by in a PDF format. 3. Supporting documents such as samples may be submitted by , mail or hand delivery but must be received by the closing date and time at th Avenue, Regina, SK S4P 3X1.

6 4. Proposal prices shall remain in effect for ninety (90) days from the RFP closing date. 5. It is the responsibility of the Bidder to understand all aspects of the RFP and obtain clarification before submitting their Proposal. REVIEW AND SELECTION PROCESS 1. Proposals are received by the deadline date (February 15, 2017). 2. Interviews (in person or by phone) will be conducted with short listed Bidders (March 6 17, 2017). 3. Final decision and selection of a Contractor is made (contingent upon funding) (March 24, 2017). 4. Contract is finalized and research commences (April 1, 2017). TERMS & CONDITIONS 1. Unless otherwise stated, the work or services specified or called for under this RFP shall be delivered or completely performed by the Contractor as soon as possible and in any event within the period set out in the contract as the guaranteed period of delivery or completion. 2. The prices stated are payable in Canadian funds. 3. The Saskatchewan Nonprofit Partnership shall have the right to cancel at any time this RFP or any contract resulting from this RFP, in respect of the work or services set out in this RFP or any such contract or part of such contract not delivered or performed at the time of cancellation, and the Saskatchewan Nonprofit Partnership shall not be responsible to make any payments in respect of any such work or services, and shall not incur any liability with respect thereto. 4. No verbal arrangement or agreement, relating to the work or services specified or called for under this RFP will be considered binding, and any notice, advice or communication pertaining thereto, must be in writing and signed by a duly authorized person. 5. The Contractor shall be required to enter into a formal contract resulting from this RFP. 6. The Bidder shall bear all costs and expenses with respect to the preparation and submission of its Proposal. The Saskatchewan Nonprofit Partnership shall not be responsible for or liable to pay any Proposal costs of any Bidder regardless of the conduct or outcome for the Proposal request or contract process. 7. All lists, data, reports, products, etc. shall become the property of the Saskatchewan Nonprofit Partnership. The Partnership shall retain copyright of all work that is developed or created at the request of the Partnership and the Contractor shall have no rights of sale or production other than the use of personal promotion for the author. 8. Awarding of a contract and commencement of the project is dependent upon funding.
