2 Background and Context The Education Authority (EA) wants every child to have an outstanding education. The EA was established under the Education Act (Northern Ireland) 2014 and became operational on 1 April It is a non-departmental public body sponsored by the Department of Education and the Department for the Economy. The EA is responsible for ensuring that high quality primary and secondary education services are available to meet the needs of children and young people, and for support for the provision of efficient and effective youth services. These services were previously delivered by five Education and Library Boards (ELBs). The organisation employs over 39,000 people across Northern Ireland in a wide variety of roles including teachers in controlled schools, school-based support staff and staff in administrative headquarters. The work we do impacts the lives of tens of thousands of children, young people and their families every day. The services we provide are essential in supporting, encouraging and facilitating learning within our communities to develop generations of young people who are equipped to succeed in life and work in the modern world. As a public sector organisation, we must continue to deliver these vital services in a challenging environment of increasing financial pressure and under intense public scrutiny. Future Challenges and Opportunities Recent focus has been on transition from the former ELBs to a single authority. Looking forward, this focus moves from transition to transformation. Emerging from the five ELBs our aim is to build a new organisation which is focused on meeting the needs of all our young people equally, removing barriers to learning and ensuring equality of access to excellent education services so that every child can develop to his or her full potential. Work is underway to develop a strategic plan for the period This will provide a framework for the authority s activities and will guide the organisation through its transformation journey. The EA in all its activities will endeavour to support the Programme for Government to improve educational outcomes; reduce educational inequality; improve the quality of education and the skills profile of the population. The EA also recognises the fundamental role it has in other NI Executive priorities such as the economy and the wider success of Northern Ireland. These are exciting and challenging times for EA as we continue the process of transformation and seek fundamentally to transform education administration for the benefit of future generations of children and young people. 3 EDUCATION AUTHORITY GENERIC JOB DESCRIPTION POST TITLE: Cleaner GRADE: Scale 1(c) Spinal Points 9-11 LOCATION: RESPONSIBLE TO: An Education Authority School/Location Building Supervisor or other authorised person Job Purpose Undertake, as part of a team, the cleaning of any area within the premises, designated by the line manager. 1.0 Duties and Responsibilities 1.1 Sweep, suction clean, mop, dry buff, spray clean, spray wax, machine scrub and dry, strip and re-polish floors using appropriate equipment. 1.2 Clean and remove stains of soft floor surfaces (carpets/matting) using the appropriate cleaning method. 1.3 Clean toilet and shower area including the fixtures and fittings. 1.4 Clean, wash and dust ledges, walls, fixtures, fittings and internal surfaces up to 3.35M. Polishing furniture where appropriate. 1.5 Empty and clean internal litter bins and remove litter to the designated collection points. 2.0 General Conditions 2.1 All duties must be carried out to comply with: (a) The Health and Safety at Work (NI) Order 1978; (a) Acts of Parliament, Statutory Instruments and Regulations and other legal requirements; (b) The COSHH Regulations; (d) Codes of Practice. 2.2 All duties will be carried out in the working conditions normally inherent in the particular job. 2.3 Cover colleagues on sick leave in line with Education Authority s procedure.
4 2.4 Absence must be reported in line with the Education Authority s Procedure and the relevant forms must be completed and signed by the Building Supervisor. 2.5 When carrying out cleaning duties protective clothing or work wear issued must be worn. 2.6 Flat-soled enclosed-toe footwear should be worn when carrying out cleaning duties. 2.7 Any cleaning equipment issued must be used and cared for in an appropriate and safe manner, with any defects being reported immediately. 2.8 All necessary paperwork must be completed. 2.9 Duties will be carried out for jobs up to and including those in the same grade, provided such duties are within the competence of the employee. 3.0 Training 3.1 Employees will accept any training for jobs graded at a higher level than their own. Payment will only be made where there is a requirement by the authority for the higher- level duties to be carried out. 3.2 Employees must accept any training to facilitate the undertaking of duties up to and including their own grade. 5 Conditions of Service Ancillary and General Staff (Excluding School Meals Staff, Senior Supervisory Assistants, School Crossing Patrols, Bus Escorts, Supervisory Assistants and General Assistants) 1. The Conditions of Service applicable to these posts are those determined by the Joint Negotiating Council for the Education Authority. 2. The rates of pay for these posts are as advertised per hour/per week/per annum. Payment will be made lunar (monthly) by Bankers Auto Clearing Service (BACS) 3. The hours of duty will be as advertised and will be arranged locally to suit the requirements of the place of work. 4. The leave year operates from 1 April in one year to 31 March in the following year. During the period commencing with the date of start and terminating on the following 31 March the entitlement to annual holidays will be pro rata for completed months service to the full annual entitlement. The full entitlement due to any employee who has completed service amounting to not less than one full leave year by 1 April in any year will be 21 working days. This will increase after 5 years service in accordance with existing agreements. Annual leave entitlement is to be taken at a time that is mutually agreed between yourself and the Authority. Staff employed at schools or posts where duties are linked to the operation of schools are normally required to take annual leave entitlement during periods of school closure. In addition to the above there will be an entitlement up to 12 public and extra statutory holidays. The Authority will determine the dates on which these holidays are to be taken following consultation with staff. 5. There will be an entitlement to sickness pay in accordance with the above agreement and after 12 months service there may be an entitlement to maternity leave and pay. 6. Membership of the Northern Ireland Local Government Pension Scheme is available if you are aged over 16 and under age 65. You will automatically become a member of the scheme, unless you choose, in writing not to. You will be required to join on commencement with an option to opt out of the scheme.
6 7. If you contribute to the Local Government Pension Scheme, you can retire and receive your benefits in full once you have reached age 65. You must advise the Authority in writing at least 4 months prior to your intended date of retirement in order to meet NILGOSC deadlines for pension release. Further information is available from the Authority s Pension Officer. 8. The minimum period of notice required to terminate your employment is the ordinary period from one pay period to the next i.e. 4 weeks/1 month. 9. Officers will be entitled to receive 1 week s notice if they have over 4 weeks but less than 2 years; continuous service and thereafter 1 week s notice for each year of continuous employment up to a maximum of 12 weeks notice. 10. Where protective clothing is provided by the Authority it must be worn during duty hours and Staff are expected to keep their uniform in good repair. 11. All appointments will be subject to a satisfactory medical report and to the completion of a period of probationary service of at least 6 months. 12. Names and addresses of two referees must be given, one of whom should be a previous or current employer able to comment on your suitability to work with children/young people in an educational setting (if applicable) and/or your professional ability. References will be taken from the named referees and applicants should ensure that they have, in specific terms, obtained the prior consent of the persons named to act as referees. (References must not be submitted with the application form) 13. The Safeguarding Vulnerable Groups (Northern Ireland) Order 2007 defines working directly with children or young people as regulated activity. It is a criminal offence for any individual on any barred list or who is the subject of a disqualification order from the courts; to apply for, offer to do, accept or do any work in a post involving regulated activity, paid or unpaid. Appointment to this post is subject to a satisfactory outcome of the vetting procedure including receipt of satisfactory Enhanced Disclosure Certificate from Access NI. You will be required to pay the fee for such a disclosure. 14. Further details may be obtained from the Human Resources Manager. April 2014
