2 Statements & Search Criteria Mission The St. Vincent de Paul Society of Naples is a Catholic lay organization whose members join together to grow spiritually by providing person-to-person service to the needy and suffering. We embrace all works of charity and justice, and make no distinction in those served because in them we see the face of Christ. No act of charity is foreign to the Society. Background Hurricane Irma caused major, structural damage to the SVDP Davis Boulevard Thrift Store. This loss represents slightly more than a 50% loss in revenue and funds flowing to our ministries. In the short term this is a catastrophic loss. This business interruption occurred on September 9, 2017 just prior to season in Naples, the profitable period for our thrift stores. There are no expedited solutions to reopening the Davis Thrift Store in the short term! We have building insurance. We are actively looking for an alternative location for a new Thrift Store. Our experience is that it will take approximately one year to make a new Thrift Store profitable. At this point, we believe that we will be able to operate most of our traditional ministries at a reduced level, with reduced staff, staff hours and availability. These actions combined with active fund raising will allow us to continue to assist many needy residents of Collier County that we have served for more than 50 years. We need financial assistance as we go through this harsh period. The next ministry reduction that we will be forced to make with out some financial assistance will be a reduction in our Meals on Wheels Program. Reducing the meals from 7 per week to six per week would have an annualizes savings of approximately $40,000. 3 Programs Programs Personal Assistance/Aid to the Needy Description We now have eight SVDP Conferences in Naples who are responsible for the emergency assistance programs that provide help to the poor and disadvantaged in Collier County. We also partner with other agencies in the community in order to fulfill this ministry. Typically, we help with rent, mortgages and utilities one time per year. Our conference members and volunteers make "home visits" to assess the needs of those we serve. Budget $760,686 Home visits are the backbone of SVDP ministries. Two conference members are required to make a "home visit" where need is evaluated and we are able to listen and dialog in the home setting, showing respect to those we serve. Our additional programs are provided directly from our Mercantile office. These include food, clothing, furniture and household goods. These items are essential to help families and individuals when starting school, looking for a job, recovering from a disaster or just trying to make it through the month while working low income jobs. Long-Term Success Short-Term Success Examples of Long-Term Success Target Population 1 Target Population 2 Through prudent management we have been able to serve the Collier County community for over 50 years with very limited direct fund-raising beyond our parish families. Even through the Great Recession we maintained our level of service, despite depleting our reserves each year. - In FY2016 the Naples District Council of St Vincent de Paul's aid to the needy was approximately $1.08 million. The impact of Hurricane Irma has had a different impact on our ministries. We are facing dramatically increased need from people who have never needed us before. These people have spent their limited resources to evacuate and replace lost food while facing dramatically reduced income as businesses that employed them were closed due to power outages and recovered full operations slowly. - The demand for our assistance continues to grow - We partner with Salvation Army, Catholic Charities and others in providing this assistance - SVDP Naples served over 3000 additional individuals in FY2016 with some type of aid. Unemployed, Underemployed, Dislocated Poor,Economically Disadvantaged,Indigent 3
4 Meals On Wheels Description The St. Vincent De Paul Meals-On-Wheels program serves the elderly, home bound, and those who cannot afford nutritional meals by providing one hot meal per day, Monday through Friday, and two frozen meals for the weekend - delivered to their door by our dedicated MOW volunteers. We provide Meals-on-Wheels for most of Collier County without any government funding. Each year our 250 volunteer drivers deliver over 90,000 meals which we purchase at a cost of approximately $300,000. Budget $282,376 Long-Term Success - MOW provides hot meals 5 days a week with 2 frozen meals for weekends - A daily wellness visit and someone to talk to are very important to these isolated homebound seniors - More than 200 Volunteer drivers support this ministry through donation of their time and transportation costs. - Volunteer drivers report great satisfaction from this valuable community service - Provided 233 meals at peak in the past year - Voluntary payments are collected form those able to pay that are approximately 5% of Program cost Short-Term Success - SVDP provides meals when requested and follows up with a request for information and a Home Visit to assess the need - We have 200 volunteer drivers that provide transportation of the meals - Following Hurricane Irma, these meals were critical to recipients on Marco Island - Examples of Long-Term Success - We have had some MOW participants on this program for more than 10 years - We ask for payment from those that can afford it as determined by caseworkers Target Population 1 Target Population 2 Aging, Elderly, Senior Citizens Elderly and/or Disabled 4
5 The Choice Food Pantry Description We operate a choice food pantry where our neighbors in need select the foods they need and want rather than receive a bag of food that we selected. The vast majority of this food is donated by the members of our 8 Collier County parishes, supplemented by donations of day-old bakery items from Publix and other stores throughout the county. Last year the value of the food we distributed was $475, The Saint Vincent De Paul Choice Food Pantry Is Located at the Family Assistance Center on Mercantile Avenue in Naples. - The pantry is stocked with non-perishable food items, hygiene items, bread, and when available dairy and produce. - The pantry is available for those in need Monday through Thursday from 10 am to 1pm to those in need. - Individuals who are served by our Choice Food Pantry are seen by a conference member prior to receiving food in order to assess if any other needs in the family should be addressed. - Individuals and families in need may receive food once per month; with the occasional exception of additional need. Budget $475,516 Long-Term Success Short-Term Success Examples of Long-Term Success Target Population 1 Target Population 2 - In 2015 after careful consideration, we converted our pantry operation to a "choice" pantry. - The "Choice Pantry" allows us to take into consideration the cultural backgrounds of those we help. - The"Choice Pantry" system allows for people to choose the items they need, instead of giving them a bag of items that may seem "foreign" to them and therefore not used by those we were helping. - The "Choice Pantry" has increased the effectiveness of the food bank. - Through the Choice Food Pantry"method, those we help are escorted through the pantry by Vincentian volunteers. - Based on family size and need, our friends can select those items that are useful to them. - Our pantry is stocked and restocked throughout the year with the generous donations of Naples Catholic Church parishioners, 503.c organization like Collier Harvest and Harry Chapin in Naples, donations (and funds from our thrift stores.) - We use funds generated from sales at our Thrift Stores or private donations to purchase food and hygiene items when inventory runs low. - Our Choice Food Pantry allows people to "shop" for the things they really need and will use and talk with a volunteer pantry escort while making food choices. - Our Food Pantry sees approximately 50 families per day. 6 Systemic Change Description The work of the St. Vincent De Paul Society in our pilot Systemic Change Program is focused on helping families in their time of need and when deemed appropriate during the year. We help families to build good financial habits and goals with the objective of sustaining self-sufficiency long term. In these cases, we have made additional funds available to the assigned team of conference members and they are given a goal of achieving change within a calendar year. In this fiscal year, we have spent $48,000 on this Program and helped 10 families achieve self sufficiency through obtaining jobs. After assessment, we have deemed the program to be very 100% successful in 8 of the families with 2 remaining active and in process. Budget $3,168 Long-Term Success Short-Term Success Examples of Long-Term Success Our Collier County Community needs programs like this if poverty is to be reduced. This program will require an investment of at least $25,000 to continue it through this post Irma financial crisis. The existing budget is to complete the in process cases. We deem this program to offer the opportunity for long term impact on the community. It requires funding that exceeds our normal case level and considerable mentoring and coaching from our Systemic Change Caseworkers. To date we have selected families that have been judged to have skills and motivation to help assure a high probability of success. In the past calendar year we spent $48,000 on this Program and helped 10 families. We assessed the program was successful in 8 cases and 2cases remain in process. The $3,000 budget this year addresses completion of two open cases. Without funding, this program will be suspended. Below is an edited monthly case report on an actual in process case: Conference: One of children s fathers, XXXX visited this month which was good for the children. However, he did little for financial assistance for YYYYYY. His child support court decision is still pending. ZZZZ's father AAAA has been court ordered to begin child support but has not begun this yet. ZZZZ is in high school; the 3 younger children are still at CCCCCschool. Close contact with BBBBBB has been maintained. Food was provided the family; no financial outlay this month. Target Population 1 Target Population 2 Adults Families 6
7 Scholarships Description St Vincent de Paul Naples has an "in need" scholarship program available to children with good academic records at local Catholic Schools with families that are active parishioners at any one of the parishes that make up the Naples district of SVDP. Budget $101,368 Long-Term Success Short-Term Success Examples of Long-Term Success - A good Catholic education is expensive. These scholarships help families that otherwise could not afford to go to a Catholic School. - Last year (Academic Year ), the Naples Society of St. Vincent de Paul provided approximately $98,000 in financial help to student attending Catholic Schools in Collier County. -These scholarships will be honored for the remainder of this academic year and then will be suspended unless outside funding is developed. Results monitored annually. Scholarships can be renewed if earned, historically. - The scholarships provide not only a great education, but the opportunity to learn about service to one's community at an early age. - St Vincent de Paul has a program for young people to get involved with helping those in need. We call it the "Minnie Vinnie" program. It provides opportunities for young people to do good works. Some scholarship recipients participate. 8 Impact Goals What are your organization's long-term strategic goals? Our two Goals are: Continue to assist the poor and disadvantaged in Collier County in getting from today to tomorrow when life's issues arise through our ministries. We want to continue this valuable support in our community. We have been working with a few families on "systemic change." We have been able to change the expectations of families that are motivated and able to move to self sufficiency. We recognize that "systemic change" offers real potential to people and families. We need to continue to grow our abilities to work with the poor in this area. Strategies What are the major strategies you will do to accomplish your goals? - A current technology database that contains more than 10 years of history of those we serve. We can see the progress or lack of progress that people and families are making. - The St Vincent de Paul Home Visit conducted by a team of two Vincentians allows us to be more effective in providing appropriate assistance. - Expand "systemic change" program for families to help them move away from living in poverty after we get past this financial crisis - Open a new Thrift Store - Improve our Fund Raising capabilities - Develop business partnerships, events and other revenue generating enterprises to continue to be able to expand our programs and develop new ones that will continue to help those in need Capabilities What are your organization s capabilities for doing this? - Thrift Stores provide clothing, household goods and furniture to those we serve - Diverse, committed volunteer s organization that generously supports each of our ministries. - SVDP Home Visits offer a special opportunity to assist those in need - Diverse Board Members from across Collier County with shared values and diverse experience - Contributions including Thrift Store items from a diverse cross section of our community - Indicators What indicators do you use to measure progress? - We increased the number of people we impacted by 20% from 15,000 to 18, Delivered 94,000 meals to elderly and homebound through our Meals on Wheels Program 8
9 - Provided $90,000 of free clothing, furniture and household goods - Provided $460,000 in food assistance - Provided $460,000 in rent, utility and other financial assistance - Provided $125,000 in other assistance including scholarships, work boot and holiday assistance Progress What have and haven t you accomplished so far? We monitor our progress by recognizing that we have made the lives of those we serve a little better because we: Delivered a "hot meal" and some conversation with the homebound We were able to feed a growing subset of our community We could provide clothing furniture and household items to those in need Families are able to avoid becoming homeless Families can use their utilities There are turkeys at Thanksgiving and gifs at Christmas And from time to time we can affect real change in a family! 9
