Stage 1 Briefing Document & Application Deadline for Stage 1 entries: 12 noon, Monday 15 th August, 2016 Applicants are requested to read the full content of this document carefully as it contains important information pertaining to all stages of the commission. 2 Introduction: St. Raphael s College is a Catholic Co- Education school which aims to provide a Christian Education, designed to help each pupil achieve his / her potential. Administrators and teachers see themselves as supporting the parents who are the primary educators of their children. The broad education offered strives towards not only academic achievements, but the complete development of each pupil. History St. Raphael s College was founded in It was originally a Mercy Sister s Convent. Up to 1974, the school provided education for day girls and borders from many different parts of the country. In 1974, St. Raphael s amalgamated with St. Brendan s De La Sale School, which was founded in For the first time there was a mix of staff and co- education for both boys and girls in the area. Brief St. Raphael s for their Per Cent for Art project would like to commission a Professional Artist(s) who can provide them with a new, permanent artwork that would involve engagement with their students and staff. It is important to note that their new school building is being developed at present and they are due to move into the new building in January They wish to have their Per Cent for Art Commission completed for the official opening in September 2017 to celebrate the school centenary. The commission is open to artists of all levels of experience. The brief asks the artist/s to include evidence in their submission that would demonstrate an ability to engage with some or all of the following: Focus on engagement with pupils and staff in the process of creating a site specific permanent artwork for a school, its students, teachers, parents and local community. Reflect the past history and be part of the future history of the school and its ethos. Consider academic, cultural and sporting achievements as the school is celebrating its centenary in The situation of the school in Loughrea, close to the lake Loughrea Lake or The Grey Lake. The school s connection to the Mercy sisters and Sr. Catherine McAuley. The flora, fauna and surrounds of such a historical site. Create an artwork that will be relevant now and in the future for the new generations that will inhabit this site. Create an artwork that is durable and easily maintainable. Ability / willingness to collaborate with another artist, in the case that another artist is also commissioned for another art project on this site. 3 The Commissioning Process: The selection process will take the form of a Two Stage Open Competition. It is open to all interested professional artists at any stage of their career or experience. Selection will be based on the information supplied, establishing the competence of the artists to carry out this commission. No designs or detailed proposals are required in Stage 1. Stage 1 Artists are invited to express their interest in being considered for this project at the first stage of this commission. Artists may do this by completing the application form and submission of a CV and images / details of recent relevant works / projects and include the details of size, budget, date and any other relevant information about these projects. Please also include a content page of items submitted. The closing date for receipt of Stage 1 completed application form together with supporting documentation and material is 12 noon, Monday 15 th August, 2016 Stage 2 From the completed Stage 1 applications; a shortlist of artists will be selected by panel jury. This panel, whose decision is final, has the right to clarify any issue which may arise in the course of selection. Artists shortlisted for Stage 2 will be notified by following the Stage 1 Selection Panel sitting. Stage 2 UNSUCCESSFUL shortlisted artists will be paid a concept development fee of 150 to work on a detailed proposal for final selection. A Stage 2 brief will be available to shortlisted artists and a site visit is expected at this stage. The site visit will require travel to Loughrea, Co. Galway and the wearing of hard hats, high visibility vests and steel toe boots. St. Raphael s College reserves the right not to proceed with any submissions received. Selection Panel: The Selection Panel will consist of two / three members of the Public Art Working Group and two Professional Artists and will be chaired by the Curator / Project Manager. Project Delivery Timeline: The project must be completed by late August / early September 2017, note that the project will start before completion of the new school and carry through during the move into the new school. The timeline will be agreed with the commissioned artist at contract stage. Budget: The total budget for the project is 35,000 (inclusive of VAT). This includes the costs of any materials, artist s fees, design development, artists insurance, transport, supply and installation, signage, travel, and any other costs incurred in the production of the project / artwork. The artist will be responsible for meeting all of these costs out of the total budget allocated. Percent for Art commission Stage 1 3

Supporting images may be provided in electronic format on CD, DVD or Memory Stick. Please do not send original artworks. Gallery commissions are not relevant for this commission. 3. Confirmation that if successful the artist is ready to submit current Tax Clearance Certificate, Artist and provide insurances. This confirmation is mandatory. f. If you have decided to collaborate with another artist, it is important to note the relevance and vision for that collaboration / show images or previous collaborative works in this partnership. g.
