There is no shoulder along this portion of the highway, with a steep slope above and below. The rail-with-trail project will connect to the City of Garibaldi's Special Transportation Area to Barview. 13 2B From: To: Cc: Subject: Date: SHANKLE Richard A Cummings Christopher J GARD Howard A * Hal Connect Oregon V applications Thursday, December 12, 213 4:1:55 PM Chris, I performed a quick review of the Connect Oregon V applications that are scheduled to be reviewed by the bike ped program. I have comments on four of the applications that appear to contain a need for a new railroad crossing, or a need to alter an existing railroad crossing. Statement of concern for all four applications I want to make sure that the reviewers know that any new, or altered, railroad crossing is subject to the Order process, which requires the road authority, the railroad, and the rail division to all agree on what is to be built. There is no guarantee that a crossing Order will be authorized or that the applicants requested traffic control (safety) devices will be agreed to by the other parties. The crossing Order process may delay the project, or the traffic control (safety) devices that are eventually agreed to, may exceed the funding that was authorized through Connect Oregon Grant. 2B 338 Corvallis multi-use path The application specifies that the multi-use path will need a new railroad crossing, which will require a crossing Order from the Rail Division. Concerns are in statement above. 2B 298 Salmonberry corridor Page 4, item 6, states that two new railroad crossing will be built as part of the project. I was unable to identify the locations of the 2 proposed crossings, either in the body of the application or in the drawings. I was unable to identify any design for the proposed crossings. Main concerns are in statement above. An additional concern is that path appears to be in close proximity to the railroad and there are no apparent barriers (fencing) between the railroad and the path, as recommended in the FHWA Rails-with- Trails: Lessons Learned report. The addition of the recommended barriers would add substantial cost to the project. 2B 274 Canal trail, Lebanon Page 35 of the application is a drawing of the proposed trail area. The drawing shows a section of the proposed path crossing Albany & Eastern Railroad (AERC) tracks. Page 42 describes Trail 2 (section1), and states there are alternatives A or B. Page 43 explains

14 2B Trail 2 (alternative A). This alternative takes the path directly across the AERC and would require a new railroad crossing, but a railroad crossing is not addressed in this application. Other concerns are in the statement above. Added note: It is unclear to me if this section of the path (as specified in Trail 2 alternative A)is actually part of this application. 2B 279 Corvallis to Albany trail The map on page 26 shows the corridor for this application. The application lacks detail as to where, or how. the path crosses the four Benton county roads (Scenic Drive Cr, Rondo St, Independence Rd, & Lewisburg-Granger Rd) in the corridor. Each of these four roads has an existing at-grade railroad crossings that has the potential of being affected, and may require alterations if the path is to cross the road within the safe stopping distance of the railroad tracks. These four railroad crossing are not mentioned in the application. If the path crosses any of these four roads within the safe stopping distance of the track, then the additional concerns are in the statement above. Project summary BRIEF SUMMARY OF PROJECT (MAXIMUM 4 CHARACTERS) Construct 1.1 mile of pathway to address safety issue for bicycles and pedestrians between Barview and Garibaldi, completing the first section of the Salmonberry Corridor. 6. Project purpose and description Project maps must be included with this application. Maximum map size: 11 by 17 inches. Attach additional pages if necessary. * For projects with any portion in ODOT right-of-way, the right-of-way must be clearly identified and portions of the project in ODOT right-of-way must be identified. PROJECT DESCRIPTION AND PURPOSE (MAXIMUM 45 CHARACTERS) The Port of Tillamook Bay (POTB) railroad once connected the Willamette Valley to the Oregon Coast with an 86-mile rail corridor formerly owned by Southern Pacific. It ran from Banks to the Tillamook Air Museum through the Salmonberry River canyon. Following a catastrophic storm in December 27, this rail connection was cut off. An undamaged portion of the line is currently being used by the Oregon Coast Scenic Railway to conduct scenic tours along the Coast, where this project is located. A vision has been developed to resurrect this railroad into an active asset to the communities by reinventing it into a recreational corridor that includes rail-to-trail, rail-with-trail, trail development and management of the natural resources through a critical fishery. The vision resembles the work that was completed in the 193s to recover from a massive wildfire that generated the Tillamook State Forest, in which this corridor provides access through the center of the most remote sections of the forest. A steering committee (Salmonberry Coalition) involving public and private partners anchored in Tillamook County by the Port of Tillamook Bay, local governments and elected leaders has formed to steward the idea and is reaching out to local communities and partners to shape the creation of one of Oregon's most innovative, landscapescale recreation and education projects in a generation. The Salmonberry Coalition has completed a regional need assessment for long trails, a feasibility study and have just begun a master plan for the entire 86 mile corridor. To assist with the realization of the development of the Salmonberry Corridor, the Coalition has identified several catalyst projects. These projects are designed to capture the imagination of the public and develop their interest in completing the entire corridor s development. This project is the first catalyst project being developed. What will be built: mile of 8ft wide asphalt pathway (Rail-with-Trail) from Garibaldi to Barview. 2-2railroad crossings. 3 - Enhancement of existing Dry Stack (rip rap) retaining wall to accommodate pathway and rail use. The project is focused on creating a pedestrian and bicycle connection along an unsafe and constrained portion of Hwy 11. In the past few years, there have been over 27 vehicle accidents and 2 fatalities (bicyclist & pedestrian in 211) on the 1.1 mile project section on Hwy 11. The project will re-direct bicycles and pedestrians to a dedicated pathway within the POTB railway. This 8 ft wide paved pathway will be on the western edge, near the existing sea wall providing protection from rockfall and providing amazing views of the Tillamook Bay and the Pacific Ocean. This project has been vetted regionally and been identified as a critical safety issue by the Area Commission of Transportation and all seven mayors in Tillamook County have identified this site as the #1 bike/ped safety project in the county. Timing is ripe for the project. The City is currently in the process of developing a new waterline extension north to Barview. This project lies within the same footprint of the proposed bike/ped project. They operate a seasonal excursion train, primarily from Garibaldi to Wheeler. The railway does not operate as a freight rail any longer due to storm damage in 27 that is not being re-built to make the connection to Portland. The Port of Tillamook Bay and the City of Garibaldi are developing an easement that will address the utility (water line) and public access (pathway) to ensure that the access and use is allowed and managed. DESCRIBE (MAXIMUM 12 CHARACTERS) The City of Garibaldi is constructing a new water line from the city to Barview. This project is within the same footprint of this project. The water line project is budgeted at $2 million. Due to the need for a maintenance road and the same footprint, the water line project creates budget savings for the trail project and serves as a resource for a portion of the match funds ($375,). This project is also part of the Salmonberry Corridor, an 86 mile rail-to-trail and rail-with-trail. This project is Phase I. If this project is not funded, then the cost savings will not be realized and the matching funds are reduced. The current bicycle and pedestrian facilities on Highway 11 are inadequate and create a safety hazard. A bicyclist was killed using this section in the last two years. With the Port of Garibaldi improvements (Tiger V grant) and continued development of the area, additional strains to the traffic loads will create an even greater safety issue, if not addressed through this program. 23. There is tremendous support from all levels of government and from local citizens on the opportunity that this project will provide to enhance the tourism, active transportation and recreation opportunities in Tillamook and Washington Counties. A 213 Travel Oregon Study on the Economic Benefits of Cycling in Oregon identified that 131, bicycle-related trips are made to the coast every year. These trips result in $46 million in annual bicycle-related trip expenditures. A 26 Travel Oregon study identified that 66% of cyclists desire a separated pathway, which this project is constructing. Oregon Parks and Recreation Department had just over 4 million visitors to their parks within 3 miles of Garibaldi. Their 213 Park System Plan identified that for every $1 spent at a State Park for camping and day-use equates to $17 in local economy expenditures. If.5% or 2,4 of their visitors stopped to hike this section of trail, that would equate to $1.7 million to the City of Garibaldi (assumed $5 per visitor spent for day-use parking fee x $17 multiplier). 44. As you may know, the City of Garibaldi is extending a new waterline along the Port s railroad right of way, resulting in a graveled trail that can be used by hikers and bicyclists. This will provide a safe alternative to dangerous portions of Highway 11. Although the majority of the funding for this project will be borne by the City of Garibaldi, Connect V funding will allow the gravel trail to be paved. This is a great opportunity for the State to partner with local communities for the benefit of coastal residents and visitors alike. 53 2B NATIONAL COAST TRAIL ASSOCIATION Keeping the Coast for Everyone through advocacy, education and action for public access, trails and coastal preservation October 22, 213 Oregon Coast Trail Rocky Houston, Park Trails Specialist Oregon Parks and Recreation Department Design & Integrated Park Services 725 Summer St. NE, Suite C Salem, Oregon Hello: The primary goal of the National Coast Trail Association in Oregon is the completion of the envisioned 4-mile Oregon Coast Trail for hikers stretching from the Columbia River to the California border. It's development formally began in 1971, the effort being coordinated by the Oregon Department of Parks & Recreation (OPRD), and in 211 the agency announced the target goal of completing it in 221. Presently consisting of about 2 miles of beach and 155 miles of inland trails, there's still about 45 miles of missing gaps to be built. Walking along the shoulder of Highway 11 is essentially the only alternative for hikers doing the trail today, to fill in the gaps and connect their trip along the coast's entire length. Developing each and every missing gap linkage is crucial to someday realizing the dream of a continuous Oregon Coast Trail, and eventually getting hikers off the highway shoulder. The trail segment from Barview to Garibaldi referenced in the current grant application is especially important in this regard for a variety of reasons as follows: Safety - Ensuring a safe recreational experience is crucial for hikers, and the Highway 11 section for this missing gap has seen the death of both a pedestrian and cyclist in recent years. In fact, all seven local mayors have gone on record that this section of Hwy 11 is the highest priority for safety in all of Tillamook County. Quality Trail Experience - Developing the best possible trail connection is always a primary objective in creating any new trail segment, and this section would travel directly along Tillamook Bay with its scenic vistas and also pass by "The Three Graces" offshore rock formations pictured on next page. Local Pedestrian Access Providing officially sanctioned pedestrian access for residents. There's obviously a need in this regard, since the locals already walk the rails between the two end points, sometimes creating an unsafe situation for both pedestrians and the oncoming tourist train! Rails-with-Trails Model - Showcasing the viability of developing a recreational trail alongside an active rail line used by the existing tourist train could illustrate its potential for developing other rails-with-trails segments along this rail line, too.

54 2B The Three Graces Image Courtesy Paul Healey Coast Section Salmonberry Trail Project - Initiating the vision of a recreational trail through the Coast Range along the Salmonberry River Corridor all the way to Tillmook could also be achieved. Economic Diversity & Sustainability - Enhancing the economic viability and revenue of nearby communities by providing recreational trails is another potential outcome. It's also our understanding that apparently the City of Girabaldi, Tillamook County, ODOT, The Salmonberry Coalition, Port of Tillamook Bay, and the Oregon Coast Scenic Railway are all willing to partner on this, plus the project would connect with current funding and planning for the Port and City of Garibaldi, too. Though our focus as an organization is primarily developing this gap for hikers along the Oregon Coast Trail, we also are interested in the development of a trail to the coast, and especially on providing recreational access along its entire length for cyclists as well as hikers. Given our understanding that somewhere between 5, to 1, cyclists use the road for this section each year, its obvious that a "Barview-Garibaldi Rails-with-Trails" segment would offer cyclists a safer, more scenic, and level (versus hilly) trail option. Finally, therefore, our organization supports the grant application to develop what we would describe as the "Barview-Garibaldi Rails-with-Trails" segment to move us one step closer by closing yet another missing gap, to realizing the dream of a continuous Oregon Coast Trail.
