2 REQUEST FOR PROPOSAL VILLAGE OF FOX CROSSING, WISCONSIN Purpose Request for Proposal for the development of a Comprehensive Plan meeting the requirements of Wisconsin Statutes for the Village of Fox Crossing Community Development Department. Publication Date February 3, 2017 Issuing Office Village of Fox Crossing Community Development Department 2000 Municipal Drive Scope of Project The preparation of a new Comprehensive Plan meeting the requirements of Wisconsin Statutes. This is a unique project. The Town of Menasha just recently incorporated into the Village of Fox Crossing as of April 20, The Village is now exercising extraterritorial authority for the first time and the new plan needs to integrate that authority. The current Comprehensive Plan was completed in 2003 and was updated on a periodic basis, with the last major data collection effort occurring in This preliminary work and data may assist a contractor in completing the new plan. The project is targeted for completion in 18 months. The project shall require the preparation of all required elements as identified in this RFP, and as negotiated with the selected contractor. Type of Contract A contract entered into by the successful applicant to this RFP will be a maximum price contract. In the event that the selected contractor does not spend the maximum amount per the deliverable product, the contractor reserves the right to shift previously allocated funds to another mutually agreed upon deliverable. Negotiations may be undertaken with those whose proposals regarding price and other factors show them to be qualified, responsible and capable of performing the work. Period of Contract The initial contract will be for 18 months subject to availability of local funds. Rejection or Modification of Proposals The Department may reject any and all proposals received as a result of this request or negotiate separately with qualified proposers. The Department reserves the right to use other contractors for specific portions of the project as it deems appropriate based on expertise or cost savings. If all bids are unacceptable, the Department reserves the right to reject any and all proposals and to rebid. Incurring Costs The Department is not liable for any costs incurred by the contractor prior to issuance of a contract. Pre-proposal Conference After release of the RFP, a pre-proposal conference will be held. The cover letter to this RFP will provide the date, time and location of this pre-proposal conference. The purpose of this conference is to clarify any points in the RFP, which may not be clear to the proposers. Following the pre-proposal conference no further questions about the RFP will be answered. Amendment to the RFP If it becomes necessary to revise any part of the RFP, an amendment will be issued to all proposers who received the RFP.

3 Proposal Submission Date To be considered, proposals must arrive at the Community Development Department, Village of Fox Crossing, 2000 Municipal Drive, on the date and time specified in the cover letter. Proposers mailing proposals should allow sufficient mail delivery time to ensure timely receipt of their proposals. Proposal Identification The proposal must be separated and sealed as follows: A. Proposers must submit one (1) proposal and three (3) copies. B. The envelope must be clearly identified as an RFP for the Village of Fox Crossing Comprehensive Plan and with the date the RFP is due. C. The cost price analysis must be properly identified in a sealed separate envelope within the RFP envelope. Proposals To be considered, proposers must submit a complete response to this RFP using the format provided in Part II. Each proposal must be submitted with an original and (3) copies. An official authorized to bind the proposer to its provisions must sign proposals. The proposal must remain valid for at least 120 days. Moreover, the contents of the proposal of the selected contractor will become contractual obligations if a contract is entered into. Subcontracts and Joint Proposals A single proposal may be submitted jointly by multiple parties. However, in that case, one party must be identified as the prime contractor and all other parties as subcontractors. The Department will conduct all business through the prime contractor only. Project Cost Data All project cost data for the proposal shall be submitted in a separate envelope within the sealed proposal and kept separate from the technical proposal. Failure to meet this requirement will result in automatic disqualification of the proposal. Contract The selected contractor will be expected to enter into contract negotiations with the Department, which may result in a formally executed contract based on evaluation of the proposals properly submitted. The provisions of this RFP will become part of the operational contract. The information contained in the successful proposer s proposal will be included in the fully executed operational contract.

4 PART I COMMUNITY OVERVIEW The Village of Fox Crossing is a newly incorporated Village, as of April 20, 2016, with a population of 18,756 residents. The Village was incorporated from the former Town of Menasha. PART II DETAILED PROJECT DESCRIPTION AND MINIMUM RFP REQIUREMENTS The project shall consist of the preparation a Comprehensive Plan incorporating the following elements. (a) Issues and opportunities element. Background information on the local governmental unit and a statement of overall objectives, policies, goals and programs to guide future development and redevelopment over a 20-year planning period. Background information shall include population, household and employment forecasts that will be used to develop the comprehensive plan; and demographic trends, age distribution, educational levels, income levels and employment characteristics that exist within the local governmental unit. (b) Housing element. A compilation of objectives, policies, goals, maps and programs of the local governmental unit to provide an adequate housing supply that meets existing and forecasted housing demand. The element shall assess the age, structural, value and occupancy characteristics of the local governmental unit's housing stock. The element shall also identify specific policies and programs that promote the development, redevelopment or rehabilitation of housing stock and provide a range of housing choices that meet the needs of persons of all income levels, all age groups, and persons with special needs. (c) Transportation element. A compilation of objectives, policies, goals, maps and programs to guide the future development of a multi-modal transportation system for the local governmental unit. The various modes of transportation include highways, public transit, transportation for persons with disabilities, bike and pedestrian facilities, railroads, air transportation, trucking and water transportation. The element shall compare and integrate the local governmental unit's goals, objectives, policies and programs with state and regional transportation plans, including transportation corridor plans, regional bike and pedestrian plans, county highway functional and jurisdictional studies, urban area and rural area transportation plans, airport master plans and rail plans. (d) Utilities and Community Facilities element. A compilation of objectives, policies, goals, maps and programs to guide the future development of utilities and community facilities in the local governmental unit, such as sanitary sewer service, storm water management, water supply, solid waste disposal, on-site wastewater treatment technologies, recycling facilities, parks and open spaces, telecommunications facilities, power-generating plants and transmission lines, cemeteries, health care facilities, child care facilities and other public facilities, such as police, fire and rescue, libraries, and schools. The element shall describe the location, use and capacity of existing public utilities and community facilities that serve the local governmental unit, shall include an approximate timetable that forecasts the need to expand or rehabilitate existing utilities and facilities and shall assess future needs for government services that are related to such utilities and facilities. (e) Agricultural, Natural and Cultural Resources element. A compilation of objectives, policies, goals, maps and programs for the conservation and effective management of natural

5 resources such as groundwater, woodlands, productive agricultural areas, environmentally sensitive areas, threatened and endangered species, stream corridors, surface water, floodplains, wetlands, wildlife habitat, metallic and nonmetallic mineral resources, parks and open spaces, and recreational, historical and cultural resources. (f) Economic Development element. A compilation of objectives, policies, goals, maps and programs to promote the stabilization, retention and expansion of the economic base and of quality employment opportunities in the local governmental unit. This shall include an analysis of the labor force and existing economic conditions. The element shall assess and identify types of new businesses and industries that are desired and shall designate an adequate number of sites for such businesses and industries, including promoting the reuse of environmentally contaminated sites. The element shall also assess the local governmental unit s strengths and weaknesses with respect to attracting and retaining businesses and industries. The element shall identify county, regional and state economic development programs that apply to the local governmental unit. (g) Intergovernmental Cooperation element. A compilation of objectives, policies, goals, maps and programs for joint planning and decision-making with other jurisdictions, including school districts and adjacent local governmental units, for siting and building public facilities and sharing public services. The element shall analyze the relationship of the local governmental unit to school districts, adjacent local governmental units, the region and the state. The element shall incorporate any plans or agreements to which the local governmental unit is a party under , or Wisconsin Statutes. The element shall also identify existing or potential conflicts between the local governmental unit and other governmental units that are specified in this paragraph and describe processes to resolve such conflicts. (h) Land Use element. A compilation of objectives, policies, goals, maps and programs to guide the future development and redevelopment of public and private property. The element shall contain a listing of the amount, type, intensity and net density of existing uses of land in the local governmental unit, such as agricultural, residential, commercial and industrial, and other public and private uses. The element shall also address opportunities for redevelopment and existing and potential land-use conflicts. The element shall analyze trends in the supply, demand and price of land. The element shall contain projections based on the background information specified above in paragraph (a) for 20 years, in 5-year increments, of future residential, agricultural, commercial and industrial land uses, and will include the assumptions upon which the projections are based. The element shall also include a series of maps that show current and future land uses, indicate productive agricultural soils, natural limitations for building site development, floodplains, wetlands and other environmentally sensitive lands, and service area boundaries of public utilities and community facilities specified in paragraph (d). (e) Implementation element. A compilation of programs and specific actions that lead to implementation of the objectives, policies, plans and programs contained in parts (a) through (h). The element shall include a proposed sequence of actions and shall include any necessary changes to zoning ordinances, subdivision ordinances, official maps, sign regulations, erosion and storm water control ordinances, historic preservation ordinances, site plan regulations, design review, building and mechanical codes, housing codes or sanitary codes. The element shall describe how each of the elements of the Comprehensive Plan are integrated and shall include a mechanism to measure the local governmental unit's progress toward achieving all aspects of the Plan. The element shall also include a process for updating the Comprehensive Plan at intervals of no less than once every 10 years.

6 OTHER VILLAGE PLANS The vision, goals and recommendations of the Village s Bicycle and Pedestrian Plan shall be considered and integrated into this plan where appropriate. The vision, goals and objectives of the Village s Comprehensive Outdoor Recreation Plan shall also be considered and integrated where appropriate. INNOVATION Innovative proposals are encouraged. Although the former Town of Menasha has a long history, this plan provides an opportunity to chart the future of the Village, to create a new identity and to protect and enhance the Village s unique qualities. FINAL PLAN FORMAT All products must be submitted in electronic format. All maps will be required to be in a format that can be used with ESRI products.
