1 2018 Project Selection Process Regional Project Evaluation Committee July 28, 2017

2 2018 Project Selection Process Overview PSRC is kicking off the 2018 project selection process in September 2017 with a new Project Selection Taskforce. The Task Force will prepare a recommendation on the 2018 Policy Framework for PSRC Funds to the Boards by January 2018, and will provide direction to staff and project selection committees. Staff will review key topic areas with the Regional Project Evaluation Committee (RPEC) and countywide groups, to inform discussions with the Task Force.

4 Reminder of Policy Framework Policy Framework sets parameters for the distribution of PSRC funds, including policy and administrative items: Policy Policy Focus (support for centers and corridors serving them) Set-Asides Project Tracking and Delivery Provisions Project Evaluation Criteria Administrative Estimated Funding Amounts Funding Splits by Competitions Number of Applications for Regional Competitions Contingency List Procedures

5 Key Topic Areas PSRC s Project Selection Taskforce will take the lead on all policy framework decisions, but PSRC staff is looking to get the sense of the group on the following items today: Use of Cost Effectiveness Funding Considerations i.e. Number of applications, Size of Grant Requests, Awards by Forum, Split Between Competitions, etc. Set-Asides Rural Town Centers and Corridors Program

6 Cost Effectiveness Pilot Program for CMAQ funds in 2016 Incorporated cost effectiveness measure into the evaluation criteria Objective = identify projects with the most cost-effective potential to reduce emissions Address potential interest by Task Force in expanding the use of cost effectiveness

7 Funding Considerations Number of Regional Applications = 36 Discuss retaining existing structure Split Between Competitions o split between regional and countywide, after set-asides are taken off the top o Set asides distributed at the countywide level (result in 2016 = 65% countywide 35% regional) o Discuss the 50/50 split after set-asides STP and CMAQ Amounts by source identified upfront for regional and countywide forums for the first time in Discuss this as a provision of more certainty upfront vs. the prior method

Funding Limits no current limits to the size of grant requests an/or number of awards per agency Summary of Regional FHWA Requests (2014 & 2016): o Requests varied from $692k to $18.3 m o Average request between $3.1 m to $5.3 m Less than $1 m = 5.8 % $1 to $5 m = 42.6 % $5 to $10 m = 32.3% Over $10 m =19.3 % 2014 = 4 agencies ~ represented 42% of funding requested 2016 = 7 agencies ~ 51% of funding requested

Summary of Regional FHWA Awards (2014 & 2016): o 32 awards, which varied from $200k to $13.0 m o Average award between $3.9 m to $4.9 m o Less than $1 m = 6% of awards and ~.80% of funding o $1 to $5 m = 56% of awards and ~ 35% of funding o $5 to $10 m = 34% of awards and ~ 54% of funding o Over $10 m = 3% of awards and ~ 10% of funding Discuss setting caps on the size of requests and/or number of awards to agencies for regional competition

10 Set-Asides Bike/Pedestrian 10% of all CMAQ and STP funds Preservation 20% of all STP funds (reduced from 25% in 2016) Kitsap Distribution Note: PSRC is working with KRCC/PSRC Board members on the Kitsap set-aside Discussion of continuing set-asides

11 Rural Town Centers and Corridors Program Established in 2003 to implement improvements supporting rural town centers. Regional competition for $3 million in STP each cycle o Increased from $2 million in 2012 Areas of Consideration - limited funding, changes in rural area, complicated eligibility, etc. PSRC will reevaluate and update program and propose changes to address funding needs.
