1 Open House Meeting #2 March 5, :30-7:30PM 5555 W. Grant Line Road, Tracy CA Project Introduction San Joaquin County has identified the need to improve Grant Line Road between Interstate 5 and the City of Tracy. Grant Line Road is experiencing traffic congestion due to recent large industrial developments in the region. The Grant Line Road Corridor Study is investigating options such as widening Grant Line Road, providing an alternative route, and/or installing intersection improvements. These options would allow the County to reduce traffic congestion, improve safety, and develop a shelf-ready project for future funding opportunities. The second open house meeting provided a forum for community members and property owners to gather and learn about the new alternatives developed for the project based on feedback from the first open house meeting in late August Attendees were given an information brochure, comment cards, and stickers to participate in the What is Important to You? exercise aimed towards identifying the community s top priorities in relation to the Grant Line Road alternatives. Feedback forms could be turned into the project team at the meeting, or sent in by post or . Publicity & Noticing Notification postcards were mailed to 500 residents in the town of Banta five weeks before the meeting date. Meeting information was posted to the County s website and notifications were sent to residents, businesses, and community. Flyers were posted at local spaces such as the, Banta Elementary School, The Banta Inn, and Banta Market. A week before the meeting, follow-up phone calls were made to community organizations. A week before and a day before the meeting, reminders were distributed.
2 Open House Meeting #2 March 5, :30-7:30PM 5555 W. Grant Line Road, Tracy CA Open House Format Over 50 community members attended the open house meeting. Project team members gave a brief presentation summarizing the first open house meeting, illustrating the project schedule, and explaining each alternative in addition to its cost and long-term effects on traffic. Hard copies of the presentation were available upon request. After the presentation, attendees were encouraged to study the alternate exhibits, participate in the What is Important to You exercise, and ask questions to the project team and representatives from the County. Five board exhibits were available for attendees to view, analyze, and ask questions about: The original project alternative: o Alternative #1 Three new southern alternative concepts: o Alternative #2 o Alternative #3 o Alternative #4

Grant Line Road, Tracy CA What is Important to You?, an interactive exhibit that provided 5 different considerations associated with the project alternatives and asked attendees to allocate 5 stickers to whichever categories they believed were the most important. They could put one sticker in each category, all of their stickers in one category, or distribute them throughout several. The considerations listed were: o Access o Safety o Environmental Impacts o Traffic Congestion o Cost Benefit Community Feedback The What is Important to You? board at the end of the meeting:

On Alternative 4 provide a frontage road for residents from Bird to 11th and send Grant Line north to 11th street. 4th Option - can you add a light at Stoneridge? 4th Option - can you add a frontage road from Bird to 11th street? What is the timing for this project? Two of the alternative routes, #1 and #4, do not help those of us who live on Grant Line east of Bird + Berry Road to the roundabout on 11th/Kasson Road. The roundabouts are great for traffic flow however do not provide a gap in timing as the signals or stop signs would in regards to our current situation with us not being able to exit our driveways at certain times throughout each day, creating a safety issue for all concerned in both lanes of traffic. The other two alternative routes #2 and #3 are only going to help divert traffic IF and only IF there are stop signs and signals placed down Grant Line at each intersection from Banta Road on all the way to the 11th Street/Kasson Road roundabout thereby deterring the majority from being encouraged to take Grant Line as a route. I do not agree with traffic numbers reported for Alternatives #2 and #3. There must be deterrents to keep traffic off Grant Line. I want alternative #2 or #3. Cost doesn't matter - it just needs to be done right. Defer traffic from using Grant Line road. Add speed bumps, signals and trucks need to be diverted to 11th Avenue via McArthur or Banta Road PERIOD. Grant Line must have traffic patrol 24/7.

Grant Line Road, Tracy CA ) Most of traffic is to/from #5N, and most of grant line traffic is from warehouse/amazon area - If this is true, why people did not take McArthur and #205N? - How much traffic really comes from warehouse/amazon? - Any statistic data to show the traffic volume Between McArthur and Banta Town? - How/When to solve #205/#5 congestion? 2) Bypass via 11st - How much traffic will be diverted to 11st? - Will drivers follow the bypass? - Will this be a new/separate project? (vs. Grant Line Road Widen Project) 3) Grant Line Road and Banta Town - What is the original county plan? - Your new proposals? - What are the differences? - What's Banta residents preference? 4) Traffic Banta Town, Just some suggestions: - School zone enforcement with police on duty during the school hours - Speed limit and warning sign - No heavy/huge truck enter Banta Town 5) Complete Planning - Please work with Tracy City and State to provide a total solution with incremental improvements. - Since Budget/Tax Money is limited, will patches work? I would like to tell you that the exhibit 3 that goes around Banta and connects to Bird rd@11th street is the one that addresses the best solution.one thing to add is that a "over crossing" at the UPRR would be ideal to keep traffic flowing around Banta. Without it, there will be huge backups because these trains are in Banta for repairs and stop and back up throughout the day, they do not continue through Tracy as of now. Thank you for your time. 1) Would it be possible to hold a public open forum meeting sometime before the third planned meeting? There are many residents who would like to express their views and present research in an organized and civil manner to the community that attends and to the consulting firm. 2) Would it be possible to hold future meetings starting at 6:30 pm or 7:00 pm so many of those who work can also attend? Sorry I was not able to make the meeting, however I had a chance to speak to one of my neighbors and wanted to share my thoughts. I think that alternative number three would be the best option even though it does not pull the traffic off of Grant Line in between S. Bird and 11th street. If you do not close of Grant Line at 11th or make it for emergency vehicles only, the project in my opinion will not succeed. Thank you for your time.
