1 FY16 Annual Report PROVIDING FUNDS TO IMPROVE MOBILITY, SUSTAIN DEVELOPMENT AND ENHANCE COMMUNITIES THROUGHOUT GEORGIA WHAT IS GTIB? The Georgia Transportation Infrastructure Bank (GTIB) provides financial assistance for transportation projects that improve mobility, sustain development and enhance communities throughout the state. Funding Resource We are a loan and grant funding resource available to government units in order to initiate and complete transportation projects. Infrastructure & Growth We provide resources for bridge and highway (road) projects that are close to the start of, at, or under construction. WHO ADMINSTERS GTIB? The State Road and Tollway Authority (SRTA) is responsible for innovative financing of transportation projects in Georgia and operating toll facilities in the state of Georgia. WHO IS ELIGIBLE? All Georgia counties, cities, Community Improvement Districts (CIDs), and transit agencies are eligible and encouraged to apply for motor fuel eligible projects. The application process is outlined at GeorgiaTolls.com/GTIB. Supporting Economic Vitality GTIB contibutes financially to road infrastructure projects that enable local communities and businesses to thrive. Building Partnerships GTIB has provided the means to jumpstart or complete dozens of projects that demonstrate the powerful impact of public-private collaborations and projects. Summary of GTIB Funding Through FY16 GTIB Program Total Funding 83,056, Loan Program Awarded To-Date 20,008, Grant Program Awarded To-Date 61,913, Remaining Funding 1,134,350.78

4 PROJECT SPOTLIGHT Peach County Project will construct a new two-lane extension for Russell Parkway from the endpoint of Housers Mill Road to Lakeview Road. The Russell Parkway extension will create a direct route between Peach County s areas of residential growth and Robins Air Force Base. Awarded: 1,395,395 Gwinnett County Project seeks to add four new ramps to create a full access diamond interchange on SR 324/Gravel Springs Road over I-85 (between SR 20/Buford Drive Exit 115 and Hamilton Mill Road Exit 120). Dedicated right turn lanes will be provided onto SR 324/Gravel Springs Road eastbound and I-85 northbound. Traffic signals will be placed at both of these intersections. Awarded: 2,000,000 Bulloch County Project will make operational and intersection improvements along 2,800 linear feet of US 301 (just south of the I-16 Interchange at Exit 116). Interstate Gateway Corridor-Phase I will effectively attract prospects to the new industrial park and adjacent commercial parcels and also ensure safe and efficient traffic flow. Awarded: 1,502,000

6 Georgia Transportation Infrastructure Bank (GTIB) Overview Pursuant to the Georgia Transportation Infrastructure Bank Act, Bank Act, O.C.G.A et seq, the State Road and Tollway Authority has been authorized to create and operate the GTIB program. Modeled after programs used in 32 other states, the GTIB was developed as a revolving infrastructure fund to provide grants and low-interest loans for local government transportation projects. The GTIB was originally capitalized with a total of approximately 43,100,000 of funds from state motor fuel sources that were appropriated in the State of Georgia budgets in fiscal years ending June 30, 2009 and 2010, respectively. The GTIB received an additional 13,733,736 of funds from state motor fuel sources that were appropriated in the State of Georgia budget in fiscal year ending June 30, 2014 and the amended budget for fiscal year ending June 30, The GTIB received an additional 12,999,055 of funds from state motor fuel sources that were appropriated in the State of Georgia budget in each fiscal year ending June 30, 2015 and 2016, respectively. The GTIB may provide loans and grants to government entities for transportation projects that demonstrate strong transportation merit, engineering merit, economic merit, project feasibility, innovative concepts and financial commitment. Eligible projects for the GTIB include highways, bridges, air transport and airport facilities, rails, or transit and bicycle facility projects which provide public benefits by enhancing mobility and safety, promoting economic development, or increasing the quality of life and general welfare of the public. Project eligibility may be further limited to comply with any special considerations associated with the GTIB s funding sources. Eligible costs are those related to preliminary engineering, traffic and revenue studies, environmental studies, right of way acquisition, legal and financial services associated with the development of the qualified project, construction, construction management, facilities, and other costs necessary for the qualified project. Commitments and Contingencies In accordance with applicable pronouncements, the Authority has restricted 64,487,915 of the GTIB fund balance. These awards will be disbursed in future periods as the awardees request reimbursement for the approved projects. The Authority met the legislative requirement to fund projects in Tier I and Tier II counties with at least 25% of the fiscal year 2016 GTIB funding allotment.
