2 III. Public Communications A member of the public (speaker) may address the Board during the Public Communications section of the BOE Agenda. Comments by public speakers made during the Public Communications will be limited to items on the BOE Agenda or items within the jurisdiction of the Board. The number of speakers who speak during Public Communications will not exceed ten. A speaker, in lieu of speaking during Public Communications, may speak during an agenda item. Comments during an agenda item will be limited to the topic of the agenda item. Speakers may register to speak by calling the Clerk of the Board at by noon on the day of the BOE meeting, or they may register at the location of the BOE meeting until 10 minutes before the meeting begins. When registering to speak, a speaker will identify the topic the speaker wishes to address. A speaker's comments at a meeting will not exceed 3 minutes, will be limited to the registered topic, and will not include personnel matters concerning district employees and/or matters that would violate the privacy of students. Resolution : Magnet Schools Assistance Program Grant Appendix 4 Application Contact(s): John Alison, Alicia Thompson, Kim Burkhalter Funding Source: N/A Purpose: The Wichita Public Schools is currently working on the Magnet Schools Assistance Program (MSAP) grant available to school districts every three years. The maximum award for this grant totals $12 million over 3 years not to exceed $4 million per year. The overall purpose of the grant is to reduce and/or eliminate minority group isolation. The district was awarded this grant in 2010 Project DREAM, 2013 Project DISCOVER, and is now requesting to apply for the 2016 MSAP grant, which will be identified as Project EXPLORE. After studying federal criteria and district magnet schools demographics, location, and enrollment that meet the federal criteria, the following schools were identified as applicants for this grant. The magnet themes for the 2016 MSAP grant application will be as follows: Enders STEM and Leadership Magnet; Hyde Leadership and International Explorations Magnet; Woodland STEM Magnet (Leaders in Health and Wellness); Gordon Parks Leadership and College Preparatory Magnet (IB World Magnet); and Southeast College and Career Preparatory Magnet (Leaders, Scholars, Citizens). Recommendation: It is recommended the Board approve the new magnet themes for the five schools listed above and approve Resolution , which endorses and authorizes the district s 2016 Magnet Schools of America grant application. Math Science Partnership Grant Contracts Contact(s): Denise Seguine, Susanne Smith Funding Source: Math Science Partnership Grant Budget and Budget Purpose: The district has been awarded year two of a three-year Math Science Partnership (MSP) grant from the State of Kansas in the amount of $145,960 per year. Forty 4 th and 5 th grade teachers from around the district will receive training and on-going support to implement science lessons in their classrooms. The district will contract with the following entities to support implementation of the grant. Entity HR/Business Solutions LLC Ft. Hays State University Earl Legleiter, Legleiter Science Consulting Exploration Place Contracted Services Workshop instructional support, ongoing coaching and feedback to teachers Workshop materials, instructional support, external evaluation. Primary workshop instructor, follow-up sessions and support Workshop location, resources, use of museum for OER videos Maximum Amount of Contract $25,000 $22,000 $20,000 $5,135 Recommendation: It is recommended that the Board approve the contracts with the aforementioned entities in the amounts as indicated during the Math Science Partnership (MSP) grant period May 10, 2016-March 31, Southwestern College Builder Bound Reading and Math Summer Camps: Truesdell Middle School and Jardine Technology Magnet Contact(s): Bill Faflick, TerrelI Davis, Lura Jo Atherly Funding Source: Title I grant funding for Truesdell and Jardine trips Purpose: The purpose of this item is to fund two Builder Bound Summer Camps at Southwestern College in Winfield. The reading and math program camps include college experience, lectures, tours, and team-building activities. Tonight's item requests approval of a Truesdell Middle and Jardine Technology Magnet camp where approximately 130 students, chaperones from the college, and teachers will also participate. The amount for both camps is $85,000. Recommendation: It is recommended that the Board approve $85,000 for TruesdelI Middle School and Jardine Technology Magnet to attend the Builder Bound Reading and Math Camps at Southwestern College in Winfield, KS. MTSS Adopted Curricular Resources Contact(s): Denise Seguine, Susanne Smith, Jim Means Funding Source: Textbook Funds Budget Purpose: The purpose of this agenda item is to provide common and equitable resources for district students and to maintain updated resources to support the Multi-Tier System of Supports (MTSS). This purchase is for the following adopted resources: Tier Content Area Resource Publisher Tier 1 CTE - Introduction to Agriculture Exploring Agriscience Delmar-Cengage Learning Tier 1 CTE - Agriscience Agriscience Fundamentals Cengage Learning and Applications Tier 1 CTE - Animal Science Exploring Animal Science Delmar-Cengage Learning Tier 1 World History all 9 th graders Modern World History: Patterns of Interaction Houghton Mifflin Harcourt Tier 1 Connected Math Modules Prime Time 6 th grade Pearson Stretching and Shrinking 7 th grade Looking for Pythagoras 8 th grade Tier 2 Numeracy Intervention - elementary Dreambox Dreambox Tier 3 Literacy Intervention elementary Reading Mastery McGraw-Hill Recommendation: It is recommended that the Board approve the purchase of the identified resources by a cancelable purchase order for amounts that do not exceed funds available in the textbook rental fund at the time of payment of the purchase order. 3. HVAC Materials and Labor Contact(s): Kenny Hinkle, Luke Newman Funding Source: Capital Outlay # , 1617 Funds Budget and Budget Purpose: All sites throughout the district have HVAC equipment that is purchased and installed by Knipp Services (Trane), Johnson Controls (York), and Dakin/Heaven Engineering (McQuay). These are all sole source vendors for the respective equipment. At times, immediate replacement or repair is necessary in order to keep learning environments safe and comfortable. Recommendation: It is recommended the Board approve a maximum amount of $500,000 for HVAC related labor, equipment, and material to be purchased from Knipp Services, Johnson Controls, and Dakin/Heaven Engineering on an as-needed basis, with a contract term ending June 30, Wichita BOE Meeting May 9, 2016 Page 5 of 7

Report on Potential School District Shutdown Contact(s): John Allison Purpose: On February 11, 2016, the Kansas Supreme Court ruled the Legislature s 2015 Senate Bill 7, a block grant funding system, to be unconstitutional. The Court gave the Legislature until June 30, 2016 to enact a constitutionally equitable finance system for schools. The Court s decision stated: Without a constitutionally equitable school finance system, the schools in Kansas will be unable to operate beyond June 30. During the 2016 session, the Legislature passed Senate Substitute for House Bill In this bill, the Legislature attempted to address the Court s finding that the block grant funding system was inequitable and thus unconstitutional. On May 10 th, the Supreme Court will hear oral arguments on the question of whether or not Senate Substitute for House Bill 2655 provides a constitutionally equitable finance system for schools. The district cannot predict the outcome of the Supreme Court s decision or how the Legislature will respond if the Court finds Senate Substitute for House Bill 2655 to be unconstitutional. The purpose of this agenda item is to inform the Board of the effects that a court-ordered shutdown would have on district schools. Recommendation: Tonight s report is for informational purposes only. B. Third Review: Board of Education Meeting Calendar Appendix 6 Contact(s): John Allison, Mike Willome Funding Source: NA Purpose: The Board of Education will adopt a resolution stating its meeting dates, times, and locations at the first meeting in July 2016 at the North High Lecture Hall. The Appendix includes an overview and draft calendar for the Board and Administration s review. In the draft calendar, the organizational meeting is tentatively scheduled for July 18 th, which follows the meeting calendar. The Board reviewed the draft calendar on February 22 nd and April 25 th. Based on Board members comments during the second review, three options for the BOE 99% Awards are provided in Appendix 6.
