Purpose and Charge of the Task Force: Keith Lawing (11:35) The charge of the Demand Occupations Task Force is to evaluate the current demand occupations list and make recommendations for additions or changes to the WIA Oversight Committee. The recommendation of the Task Force will make be forwarded to the Executive Committee and the LWIB for adoption. 3. Background and LMI Data: Kelly Bergeron (Noon) (pp. 2-4) Staff will review the current Demand Occupations list, Training Report, and Labor Market Information (LMI). 4. Review of Staff Recommendations for PY 14 Demand Occupations List: Kelly Bergeron (12:20) (pp. 5-7) Staff will propose updates to the PY 14 Demand Occupations List. 5. Committee Discussion and Recommendations for Modifications to the Demand Occupations List for Program Year 2014 (12:35) Staff will present the recommended list to the Executive Committee on June 18, 2014 for approval. The list will then be forwarded to the LWIB for adoption on July 17, Adjourn (1:00)
2 Demand Occupations Task Force Item # 3 Item Background and LMI Data Background In 2013, the Local Workforce Investment Board (LWIB) directed staff and the 2013 Demand Occupations Task Force to narrow the Approved Training List to the top five industries in Local Area IV, as well as review the Individual Training Account (ITA) limits, due to the limited financial resources from the federal government and Workforce Investment Act (WIA) funding. In 2014 the LWIB requested that the list be reviewed and updated as needed, but that the focus remain on the top five industries in Local Area IV, as well as maintaining a line item that will allow for Youth to participate in the K-12 CTE Initiative, funded through Senate Bill 155. The list of SB 155 certifications and credentials is established and updated each year by the Kansas Board of Regents, in cooperation with the Kansas Department of Labor. In order for an industry/occupation to be on or added to the list, it must meet the self-sustaining wage requirement of $12.02 per hour as a minimum, starting. This does not apply to the SB 155 programs or to the Apprenticeships, which lead to high demand occupations and higher wages at the completion of the program. WIA Participant Information At the close of first quarter (March 31, 2014), there were 773 active participants in the Adult program, and 561 in the Dislocated Worker Program. The WIA Youth Program currently has 316 active participants. The number of individuals in in these programs is reported on the following page; however, the number of participants in is a small number of those participating in the program. 3 Demand Occupations Task Force Item # 3 In the Adult and Dislocated Worker programs, there are currently 198 active participants in. This number is relatively low compared to historical numbers, however, it is attributed to the limited WIA funding created by sequestration and federal budget cuts. Adult program enrollments were discontinued due to lack of funds in early Adult enrollments were re-opened in February 2014 as additional funding was received. Staff is actively recruiting participants to enroll in. These occupations are mostly entry level, low wage, with limited benefits, and turn over quickly. These demonstrate the need for WIA dollars in the region, to move customers from low-wage jobs into those that drive the regional economy. 3

5 Demand Occupations Task Force Item # 4 Item Review of Staff Recommendations for PY 14 Demand Occupations List Background For Program Year 2014 (PY 14), staff recommends one addition of the Demand Occupations List, also known as the Approved Training List. WA has received requests from employers seeking Diesel Mechanics. Staff requests that this occupation be added under the Advanced Manufacturing category. According to the U.S. Department of Labor, Diesel Mechanics are paid $19.30 an hour on average in Kansas, and is projected to grow at an 11% rate over the next 10 years, which is an average growth rate for an occupation in the state. Staff recommends retaining all the current occupations on the list.
