3 FY 2006 PROGRAM SUMMARY Launched in July 1994, the Higher Education Multicultural Scholars Program is a competitive grants program enabling colleges and universities to award scholarships to outstanding students from groups traditionally underrepresented in the food and agricultural sciences and to encourage these students to pursue and complete their education at the postsecondary level. The expectation is that the racial and ethnic diversity of the food and agricultural scientific and professional workforce will increase, the educational achievement of minority Americans will advance, and the goals for workforce diversity within the Federal government will be achieved, particularly the U.S. Department of Agriculture. For the FY 2006 program, proposals could be submitted by any U.S. college or university offering baccalaureate degree programs in at least one discipline of the food and agricultural sciences, or offering a Doctor of Veterinary Medicine (D.V.M.) degree. Scholarship grants were not made directly to students; rather, scholarship recipients are to be selected by the colleges and universities receiving grant awards. Where an articulation or bridging agreement exists with an eligible four year institution, students attending two year institutions also may be able to participate in the program. Scholarship recipients must be citizens or nationals of the United States or citizens of the Federated States of Micronesia, the Republic of the Marshall Islands, or the Republic of Palau and newly recruited to a course of study leading to a baccalaureate degree in the food and agricultural sciences or to a D.V.M. degree. For the FY 2006 program, $988,020 was appropriated for FY 2006 and $283,980 was carried over from previous years. Of that amount, $1,207,425 was available for project grant awards after subtracting administrative costs (see page 14 for breakdown). These funds were used to support multicultural scholarships grants in the following categories: Environment and Natural Resources (1); Doctor of Veterinary Medicine (1); Family and Consumer Sciences (1); General Food and Agricultural Sciences (2); Agroecology and Urban Landscapes (1); Natural Resource Management, Environmental Resource Engineering (1); Agricultural Marketing and Management (l). A total of 14 proposals, requesting $1,713,468 million were received for funding consideration. In August 2006, the grant applications were evaluated by a 6 member peer review panel. Based on the FY 2006 deliberations of the panel, eight (8) awards, for a total of $1,041,000 supporting 54 undergraduate scholarships, were made. The FY 2006 grant recipients list was comprised of 8 different institutions. The following charts present information on the grants awarded under the FY 2006 Higher Education Multicultural Scholars Program. 3
