3 MESSAGE FROM NAST S INCOMING RESIDENT Friends and Colleagues, I am honored to represent the National Association of State Treasurers (NAST) as its 2018 resident. NAST has worked effectively over the decades using a collaborative and substantive approach, working together to tackle common goals that are in the best interest of our citizens and respective States. The current success and growth of NAST is the result of the tireless work of prior NAST residents, hardworking and effective NAST staff, and engaged and proactive NAST members, community members, and corporate partners. I am dedicated to building upon NAST s successful track record and welcome you in joining me as we continue to expand NAST s role as a leader for good government and effective management. I invite you to work with me in encouraging active participation in conferences and committee work for this successful and essential organization. The educational benefits, professional development, and policy work that NAST offers will be a central focus in my term as resident. 4 ABOUT NAST The National Association of State Treasurers was founded in 1976 to provide a forum for state treasurers to share information and learn from each other. NAST seeks to provide advocacy and support that enables member states to pursue and administer sound financial policies and programs benefiting the citizens of the nation. Membership is composed of all state treasurers or state finance officials with comparable responsibilities from the United States, its commonwealths, territories, and the District of Columbia. The private sector is represented through the Corporate Affiliate rogram that was established to build professional relationships and foster cooperation between the public and private sectors. The association serves its members through educational conferences and webinars, a variety of working groups, policy advocacy and publications that provide information about developments in public finance. COMMITTEES Executive Committee The association is governed by an Executive Committee (see committee members at right). ABLE Committee This committee tracks federal legislative and regulatory activity related to ABLE programs and provides members with advocacy positions and updates on these issues. Banking and Cash Management Committee This committee provides leadership on all banking related issues that impact State Treasuries and also coordinates the Banking & Cash Management Track at the Treasury Management Training Symposium. Financial Education and Empowerment Committee This committee tracks the financial literacy programs in all states and provides assistance to states on how to broaden and promote those programs. Legislative Committee This committee tracks any legislative issues in Congress and the Administration that is relevant to state treasury departments. They provide regular updates on these issues to the membership while also publishing advocacy documents for all to use as references. ension and Trust Investment Committee This committee provides guidance and education on pension related issues to members. rogram Committee Chaired by the NAST Senior Vice resident, the program committee works with the Corporate Affiliate Board to identify and develop plenary sessions and keynote addresses at NAST s conference offerings. Taxation Committee This committee tracks federal legislative activity related to changes in the tax code that would impact state treasury operations or state finances in general. The committee provides members with updates on these issues and develops advocacy positions and supporting materials in the event the membership need to take action. NAST NETWORKS College Savings lans Network (CSN) The College Savings lans Network is a network of officials who administer Section 529 qualified tuition programs and are dedicated to enhancing the communication, cooperation and effective administration among the plans. The Network seeks to influence the setting of national policy affecting the Section 529 qualified tuition plans and those saving for college, and to ensure that Section 529 qualified tuition plans remain a leading choice for families to save for college. National Association of Unclaimed roperty Administrators (NAUA) Formed in 1962, NAUA is the foremost authority on unclaimed property and the affirmed leader of the coalition of states, administrators, and holders working together to reunite rightful owners with their property. The purpose of the association is to promote and strengthen unclaimed property administration and interstate cooperation in order to enhance States return of unclaimed property to rightful owners and provide a forum for the open exchange of information and ideas. Members represent all states, the District of Columbia, the Commonwealth of uerto Rico, U.S. Virgin Islands, several Canadian provinces, and other governmental entities. State Debt Management Network (SDMN) The State Debt Management Network represents state officials and other persons involved in the issuance, management, and/ or oversight of public debt. SDMN provides assistance, shares information and promotes professional relationships in the large state debt community while providing educational and professional development opportunities for its membership. 2

Members have the opportunity to join monthly legislative update calls, weigh in on resolutions prepared by the organization and benefit from our partnership with Williams and Jensen on all advocacy issues. Listserve access. Members are included on our member listserves to be used as a way to communicate with other public sector members and share important information throughout the organization. Daily and weekly press clips. Members will receive NAST s daily and weekly clipping service alerting them to association events as well as news on treasury issues. Educational webinars. All webinars are available for members to participate. Members also have access to our webinar archive for a chance to review past webinars and resources. Scholarships. Upon receipt of their dues, Treasurers have access to a scholarship to be used for travel-related expenses to attend NAST conferences. State & Network Dues All memberships begin on July 1 of each year and expire on June 30 of the following year. LEVEL DESCRITION CONTACT State Dues There are three dues levels for states. States are assigned their dues level based on population. Associate memberships are also available for Treasury staff at $100 per member. NAST corporate affiliates are invited to attend all conference sessions, social events, dinners, and receptions in order to network in a relaxed, collegial setting. A key benefit of being a corporate affiliate is the ability to recommend topics and speakers at our meetings. It is our policy to give priority to our corporate affiliate community to provide the educational presentations at our conferences. NAST believes that our success is dependent upon a strong corporate affiliate program. To help maintain this strong public/private partnership, we have a corporate affiliate advisory board on which the NAST Senior Vice resident serves as liaison, the chair of the corporate affiliate board serves on the NAST Executive Committee, and a member of the corporate affiliate board serves on each NAST committee.
