4 Dear New State Association Leader: Congratulations on your selection as a leader in your state ACTE! ACTE looks forward to working with you over the course of your term to further the cause of career and technical education in your state. The state associations are an integral partner with ACTE. The goals, activities and successes of each state Association are critical to the overall achievement of ACTE s goals and objectives. As a state leader, you are a valuable participant in the journey toward the realization of our mission and core purpose. ACTE has developed this packet to help you understand the states relationship with ACTE and the resources available to the states through ACTE. Our hope is that the information, resources and tools included in the packet will lead to an effective organization that meets and enhances member value. As you advance in the development and progress of your state association you may encounter needs that are not addressed in this packet or on the ACTE Web site. You are encouraged to contact ACTE Headquarters, your Region vice president or the ACTE president in your quest for help. We also encourage you to utilize the State Association Management Handbook, available online by visiting: toguide.pdf The handbook features information on a variety of practical association management issues, including legal and tax issues, governance and structure, finance, membership, management, public policy, media relations, and programs and services. It is an excellent resource and I personally encourage you to take advantage of it! Association Management Tools State Leaders Resource Page: A state leader s resources Web site has been developed to compile all of the resource in one location for your convenience. Please visit State Association Management Handbook: ACTE staff and the State Association Task Force have developed a practical how to guide on state association management for the state leaders use! The Association Management Handbook is approximately 200 pages and features information on a variety of practical association management issues, including legal and tax issues, governance and structure, finance, membership, management, public policy, media relations, programs and services, frequently asked questions and an appendix. 7 On the last Tuesday of each month, ACTE hosts a one hour conference call for state leaders. ACTE staff provides leaders with a legislative update on news happening on Capitol Hill and any legislation that may impact CTE programs. Each month the staff focuses on a theme that presents information to help provide guidance to ACTE leaders on how to communicate and advocate about CTE. State Leaders Discussion Forum: The State Leaders Discussion Forum provides a place for state leaders to discuss ideas and share information. Please log in and visit the forum to join the conversation! Visit Peer Networking: States with specialization in a management area have graciously offered to assist other state leaders who need assistance. Areas of expertise include advocacy, marketing, membership, budget development, mentoring and strategic planning. Visit Speakers Bureau: Looking for a speaker for your state C=conference? Would you like to write a review for an excellent speaker? The ACTE Speakers Bureau is just the resource to assist in selecting speakers for conferences. Information Monthly Memos: ACTE sends a monthly memo to state leaders, highlighting important events and upcoming deadlines. Quarterly Leadership Newsletters: The quarterly newsletter, In the Lead, is distributed quarterly to all ACTE leadership. This newsletter focuses on upcoming events and features articles on leadership development. Leadership Development State Luncheon at the ACTE Annual Convention: The State Luncheon at the ACTE Annual Convention not only provides a time for the state leaders to gather corporately, but also serves as an opportunity to discuss issues affecting the state associations and recognize Quality State Associations. This event is held the Friday of the Annual Convention from 12:00 2:30 p.m. Leadership Workshops at the ACTE Annual Convention and National Policy Seminar: The Leadership Workshops at the ACTE Annual Convention and the National Policy Seminar are the primary forums for state association leadership development. In the past these workshops have focused on Leadership 101, Finance and Tax Issues, Social Media and the 7 Measures of Successful Associations. 7

9 MEMBERSHIP AND MARKETING RESOURCES Membership Modules In ACTE s effort to simplify state membership dues transmissions to ACTE, we have developed the following two modules. While these modules have differing functionalities, both provide the same goal towards database unification and easing transmittal processes on both the state and national levels. ACTE State Import Module (SIM) An internal routine that allows ACTE staff to directly import state data, properly formatted in Excel, into the ACTE database without any additional data entry. The advantages of the SIM are to eliminate the potential of any and all data entry errors as the database will be directly populated with the defined criteria as received by you and to use a single Excel file for transmission. ACTE State Customization Module (SCM) A module that allows authorized state representatives access to the ACTE membership database to make immediate changes/updates to records and notify ACTE of expected payment submissions by the state for selected individuals. The advantages of the SCM are to eliminate the need for states to submit spreadsheets with payments and let the module do the work for you, to grant states access directly into our database to see what information we have stored and to provide the states a mechanism to export the database into an Excel format. While both of these options are available to your state, it comes down to personal preference as to which method will work best for your specific dues transmittal needs. You may also find that a combination of the two modules is useful in different respects. Membership Services and Support Membership Renewal Activities: ACTE will send electronic reminders, invoices and non renewal surveys on your behalf at no cost. By unifying with ACTE, you will be able to save hundreds of dollar on in house paper stock, printing and postage fees. State Membership Processing by Check and Credit Card: Reduce your bank fees by allowing ACTE to process your membership payments. Membership ID Cards for New and Renewing Members: Eliminate costs for mailing and card stock while ensuring your members have a physical ID card that strengthens their connection to ACTE. Online Credit Card Processing Capability: You can link this capability to your Web site at no cost, eliminating your credit card merchant fees and providing your members with the opportunity to use all major credit cards (AMEX, VISA, MC and Discover) to pay for their transactions online. Membership Data Backups: ACTE offers piece of mind to state associations by securely backing up its membership data on ACTE servers on a nightly basis. So don t stress if your computer goes offline or crashes or your data becomes corrupted. ACTE will make sure your association keeps running. Member Service Support in the Event of a Crisis: In the event of a crisis, ACTE can fill in the gaps to ensure your association keeps running no matter what the situation, including phone calls, computer crashes, corrupt data or staff departure/turnover. Your members will always receive the attention they deserve and your Board will feel confident the organization will remain on course. 9

10 Electronic New Member Welcome Packet: The first impression counts the most! ACTE offers a special welcome packet to greet its new members. This packet is full of important information that will help acquaint members with the organization, its benefits and ways to get more involved to support CTE. Membership Data Reports: Do you need to know your membership numbers or trends? ACTE will provide you with reports whenever you need them. Simply fill out a membership report form request or send us an e mail, and we will provide the report you need within 48 business hours. Access to Your State Membership Data: Why have separate databases when you can use ACTE s State Customization Module, which provides you with real time updates? Avoid duplicating work. Let ACTE do it for you! Monthly Membership Processing: Allow ACTE to handle new memberships and membership renewals for you. We will send you a detailed report and a check each month at no cost to you. Marketing Support Membership Marketing Assistance: ACTE has a great marketing team that can help with your membership recruitment and retention, and with promotion for your professional development events. Direct mail and e marketing services are available for all unified states at no cost. Build a stronger membership by boosting your marketing team, or create a new one for your association by taking advantage of ACTE s professional membership marketing staff. Joint Membership Brochure Design and Printing, and Reduced Rates for Other Printing Services: Get joint membership brochures to assist with your state membership marketing efforts including stationary, business cards and much more. E mail Blast Services: Promote your special events and campaigns or send e newsletters to your members through ACTE e blast services. 10

11 Key Policy Issues ADVOCACY RESOURCE LIST There are numerous pieces of legislation and key issues affecting career and technical education at the federal level. Visit ACTE s legislative issues page to read recommendations and commentary on a broad range of topics, including federal funding, high school reform, data and accountability, postsecondary access and completion, serving special populations, and key pieces of legislation like the Perkins Act. State CTE Profiles Today s CTE systems are evolving to meet the needs of students and employers in the 21st century. These profiles are intended to provide clarity and context to the complex and diverse CTE systems that exist today, and highlight important initiatives and policy developments occurring in states across the country. ACTE Issue Briefs and Position Papers Here s a list of the issue briefs and position papers written by ACTE. To obtain a copy, please visit and CTEʹs Role in Worker Retraining, December 2010 This Issue Brief explores the essential role that CTE programs play in addressing many of the issues faced by unemployed and underemployed workers. These programs target the adult learner through short term and accelerated courses; utilize flexible learning approaches to account for students other responsibilities; include wraparound support services to increase student success; and concentrate on high demand career areas to ensure students are prepared for jobs that exist in local economies. CTEʹs Role in Adolescent Literacy, November 2009 This Issue Brief explores the key role CTE programs can play in increasing adolescent literacy engagement and achievement. High quality CTE programs expose students to rigorous and relevant information rich content that motivates them to develop their literacy skills. CTE teachers integrate content area reading and writing strategies to aid students learning, and courses provide numerous enrichment activities to help students apply higher level literacy skills to their interests and future goals. CTEʹs Role in Science, Technology, Engineering and Math, June 2009 The Issue Brief delves into the integral role CTE programs and initiatives play in addressing the STEM challenge and securing America s leadership in innovation. CTE programs offer students a deeper understanding of STEM career pathways, build interest in STEM related careers by making math and science content more relevant and tangible to students and help grow the STEM workforce pipeline by encouraging more students from under represented populations to enter these career fields. The Role of Career Academies in School Improvement, March 2009 This Issue Brief explores the central role career academies can play in school improvement efforts. Career academies engage a cohort group of students and staff in smaller learning communities built on foundations of rigorous college prep academics and career and technical education. These programs integrate relevant career themes 11

12 across the curriculum, engage business and industry. CTEʹs Role in Career Guidance, December 2008 This Issue Brief looks at the leading role that career and technical education plays in the field of career guidance and in improving student success through career development services. CTE supports a comprehensive counseling and guidance system, provides a curriculum framework for career exploration, and engages students through personalized and applied learning. CTEʹs Role in Energy and Environmental Sustainability, October 2008 This issue brief focuses on the growing role that career and technical education programs play in efforts to increase energy and environmental sustainability. CTE offers early exposure to students regarding sustainable energy career options through curriculum integration, provides the cutting edge training necessary to ensure future employees meet workforce pipeline needs, and sets an example through state of the art green buildings that become part of the curriculum. CTEʹs Role in Workforce Readiness Credentials, March 2008 This issue brief explores the important role that career and technical education plays in the continued expansion and value of workforce readiness credentials. CTE programs contribute to the growth of these credentials by helping students apply academic and employability skills, providing opportunities for preparation and assessment, and connecting with business and industry to increase employer support. CTEʹs Role in Secondary Postsecondary Transitions, August 2007 This issue brief looks at the significant role that career and technical education programs play in aiding students successful transition from secondary to postsecondary education. Through initiatives such as CTE Programs of Study, Dual Enrollment, Tech Prep, and Early and Middle College High Schools, CTE programs are on the front lines of ensuring that all students have opportunities to gain the skills and credentials necessary for success in the 21st century economy. CTEʹs Role in Dropout Prevention and Recovery, June 2007 This issue brief examines the critical role that career and technical education plays in dropout prevention and recovery. High quality career and technical education can help more students persist in and complete high school by preparing them for the postsecondary education and training that will be critical to future economic successes; by increasing student engagement; by building positive relationships; and by providing innovative delivery methods. CTEʹs Role in American Competitiveness, October 2006 This issue brief examines the dynamic role that career and technical education plays in economic competitiveness. High quality career and technical education can ensure America s future in the global economy through increased student engagement; the innovative integration of math, science and literacy skills; and by meeting the needs of both employers and the economy as a whole. 12

13 Expanding Career Readiness Through Online Learning, November 2010 This paper explores how online learning is being employed to ensure students have access to high quality CTE programs and the necessary academic, technical and employability skills to be successful in 21st century careers. What Is ʺCareer Readyʺ?, April 2010 ACTE released this paper to broaden the national discussion around the term ʺcareer readinessʺ and increase the recognition of the broad range of skills students need to succeed in 21st century careers. The paper outlines three broad sets of skills students need to be career ready core academic skills, employability skills and technical skills. Joining Forces for Student Success: The Emergence of State and Local Policies to Support the Recognition of Academic Credit for CTE Coursework, February 2009 This paper highlights findings from the state survey, describes innovative ways states and localities are employing this strategy and offers recommendations on how to effectively implement and systemize course development. Expanding Opportunities: Postsecondary CTE and Preparing Tomorrowʹs Workforce, April 2007 In this position paper, ACTE focuses on improving postsecondary success through the experiences and resources of CTE. Throughout this paper, ACTE stresses the need to create a system that enables people to access and complete postsecondary education and training throughout their lives that will enable them to secure high skill, high wage or high demand jobs in current or emerging career fields. Reinventing the American High School for the 21st Century, January 2006 This position statement on high school reform outlines the organization s vision on what high schools should be and how CTE can contribute to reform and redesign efforts. ACTE advocates for clearly focusing American high schools on the new purpose of preparing every student for full participation in a spectrum of postsecondary education opportunities, meaningful work, career advancement and active citizenship. 14 SOCIAL NETWORKING FOR STATE ASSOCIATIONS On the national level, ACTE has numerous social networks on which we build and maintain a community of ACTE members and other CTE advocates, including alumni, institutions, businesses and more. We encourage you to join these outlets to receive and share information on the national level about ACTE and CTE. And during our Annual Convention, member bloggers describe their experiences at the premier professional development event of the year for CTE professionals. 14

15 ACTE EVENTS Annual Convention The ACTE Annual Convention is the premier event for educators to participate in some of the most relevant and engaging sessions available in career and technical education. The Annual Convention joins together thousands of individuals with the common goal of advancing their professional skills and the field of CTE, and provides a variety of networking opportunities. Sessions are tailored to suit the needs of each Division, and provide opportunities to learn and share. The expo hall provides an opportunity for attendees to explore new products and services that can serve as great resources for both you and your students. ACTE promises to provide a memorable experience for all who attend. CTE Month In February of each year, ACTE celebrates the important role CTE plays in educating our students CTE Month theme is CTE: Learning Today, Earning Tomorrow. In the fall, ACTE provides ideas on activities, tips on publicity, sample CTE proclamation and other information on ACTE s Web site. This month long celebration kicks off with National Job Shadow Day and concludes with National Entrepreneurship Week USA. ACTE also highlights how other CTE programs have celebrated CTE Month and promoted the value of CTE! National Policy Seminar CTE programs play critical roles in developing a qualified workforce and are an essential part of our education system. Do your Members of Congress realize that CTE is helping students learn the knowledge and skills needed to compete for the high wage, high demand jobs of today and tomorrow? Do they know that CTE retrains adults to help them re enter the workforce? CTE is vital to turning around this economy and ensuring that every student has the education and expertise to succeed in the workforce. Make sure your CTE voice is heard on Capitol Hill, by attending the 2012 National Policy Seminar on March 5 7. 16 ACTE NEWSLETTERS ACTE News ACTE News is a free newsletter for ACTE members. It s an electronic newsletter sent monthly (except in July and August) with information about what s going on inside ACTE and its affiliates. It brings members up todate on ACTE news events, programs and resources. ACTE Legislative Update Every other week, and as breaking news develops, ACTE s Public Policy Department sends an electronic Legislative Update to all members and interested non members. These updates include details on the latest happenings in Washington that are affecting CTE, including congressional activity and legislation, administrative and regulatory efforts, recent research and policy reports, and other national events. Career Tech Update Free newsletter sent daily to members that provides them with a daily source of news and information about career and technical education programs. 20 ACTE ACTIVITIES Ambassadors Network The ACTE Media Ambassador Network is a group of ACTE members who are willing to commit time and expertise and help ACTE respond to media inquiries. ACTE is working to improve the image of CTE and promote and share great CTE programs across the country. On occasion, ACTE will call upon the network to bring to light issues of importance to the profession and the Association. The network has secured placements in the Chicago Tribune, LA Times, MSN.com, AOL.com, MSNBC, Inside Higher Education and many more. CTE Foundation The point of focus for the work of the CTE Foundation it to support the efforts of ACTE to provide leadership in preparing an educated, prepared, adaptable and competitive workforce. The CTE Foundation works in close association with ACTE to develop partnerships that will help to transform the ACTE purpose into reality by providing financial and technical resources to support students, teachers and administrators in career and technical education. The CTE Foundation s goals are to: 1. Foster support for all students to access quality career and technical education programs that result in a productive and successful career of their choosing. 2. Create an engaged and knowledgeable cadre of highly qualified educators who have the professional development and tools necessary to meet the changing needs of the students and workplace. 3. Create and support partnerships with business, industry and labor to ensure career and technical education programs are reflective of the needs of the 21st century global workplace. For more information about the CTE Foundation and its activities, please visit CTE Support Fund The CTE Support Fund promotes the advancement of CTE through a broad array of activities, including developing research based materials focusing on the value of CTE; building and sustaining a national coalition of CTE leaders, administrators, organizations and businesses that support CTE awareness, and organizing public awareness campaigns to support CTE. These efforts are critical to supporting and advancing the cause of CTE, and donations to this purpose are tax deductible. Your contributions to the CTE Support Fund enable ACTE to carry out vital work on your behalf. The CTE Support Fund Committee has set an ambitious goal of $50,000 for 2010! Visit the Institute s Web site for additional information Washington Contacts Network ACTE is initiating a new activity to strengthen its Washington, DC advocacy presence. We understand that you are the most important link to policymakers and that your relationships and contacts with Congress have the best potential of getting results because Members of Congress represent you and depend on your vote for reelection. We are seeking ACTE member volunteers to be part of the Washington Contacts Network. This network will be used to get fast, direct access to Members of Congress on critical issues, either through the full activation of the network or through a more targeted approach. Following are a few examples of the types of individuals we believe would be an asset to this important team: You attended postsecondary school with a Member of Congress and have stayed close or in communication since graduating. You are viewed as a community leader and your Member of Congress comes to you on a regular basis for advice concerning his or her education agenda. You see a Member of Congress often in your community at activities like Little League games, community organization meetings, religious services or even the grocery store, and he or she knows and recognizes you as a friend or colleague. This team will not take the place of any legislative grassroots efforts we already have underway. We envision it as an additional activity that will help us gather information and amplify the CTE ʺvoiceʺ in Washington. Follow are the ways we anticipate using this network: ACTE will contact you during times when a critical vote is needed from your Member of Congress to ask that you contact him or her immediately to ask for his or her vote on an issue. ACTE will ask your help in getting a meeting with the Member of Congress or his or her staff if we are unable to get access ourselves. ACTE will seek your help in getting your Member of Congress to co sponsor a specific piece of legislation important to the CTE field. This new network is strictly voluntary. 22 ACTE AWARDS PROGRAMS National Awards The ACTE Excellence Awards seek to promote excellence in career and technical education by recognizing individuals who have made extraordinary contributions to the field, programs that exemplify the highest standards, and organizations that have conducted activities to promote and expand career and technical education programs. ACTE Excellence Awards Application Forms State and Regional Competitions ACTE Excellence Awards Rubric There are three categories of the ACTE Excellence Awards: 1. Nominated Awards These awards are submitted by a nominator who is an ACTE member in good standing. They include the following: ACTE Image Award Lifetime Achievement Award Award of Merit Carl Perkins Outstanding Service Award Policymaker of the Year Award 2. ACTE Member Awards These awards are limited to individuals who have won at both the state and Regional level prior to competition at the national level (see State and Regional Competitions Web page for details). Quality Association Standards Award The purpose of the Quality Association Standards (QAS) is to provide benchmarks for state associations to determine levels of performance and satisfactory service to their members and prospective members. QAS should be useful to states in evaluating their basic organization and whether their leadership is providing minimum, average, or superior programs for the membership. It is not intended to be a competition between states and/or to establish a class system of state associations, nor is it a system for rating the performance of a state s executive director or volunteer leaders. It is hoped that the QAS will prompt states to challenge themselves to improve and to maintain the very best possible organization and leadership for their members, within the association s means.
