2 General Information When and Where: This three-day technical course will be held on Tuesday, Wednesday, and Thursday, November 13-15, 2012 at the Marriott Atlanta Gwinnett Place in Duluth, Georgia. Duluth is located in Gwinnett County, just about 25 miles northeast of metro Atlanta. Registration is limited to the fi rst 60 individuals who apply. Please send in your registration form (or register on-line) early to reserve a spot. Course Overview and Objectives: This seminar provides comprehensive instruction in inspection and evaluation techniques for dams. Although the content has been tailored to focus on NRCS dams emphasizing NRCS policies and requirements, the principles, concepts and procedures taught will be readily adaptable to any organization conducting dam inspections and evaluating their compliance with current design standards. The target audience is NRCS personnel and state dam safety offi cials, however, dam owners, engineers and personnel responsible for the operation and maintenance of dams will fi nd the course relevant. Participants will be familiarized with a variety of dam types and their appurtenances, instructed in the function of typical dam features, and become aware of common dam failure modes and the conditions that can lead to these failure modes. Actual dam failure cases will be presented so that participants will grasp the seriousness and responsibilities associated with performing dam inspections, and know what to look for and be able to identify potential defi ciencies at dams before they become a problem. Public safety, security, and liability will also be discussed along with approaches to responding to dam incidents. Acceptable standards for the condition and operation and maintenance of dams will be presented. The importance of reviewing pertinent records, conducting visual examinations, and monitoring instrumentation will be emphasized. Participants will be introduced to specialized inspection techniques, including confi ned space entry, conduit inspections using remotely operated vehicles (ROVs), and underwater diving inspection. The seminar includes a visit to two local dams to practice inspection techniques, observe a conduit inspection using an ROV, observe the proper operation of water control gates, and collect dam instrumentation readings. The importance of identifying hazard creep as part of the inspection process will also be discussed. There are no specifi c education or experience prerequisites for this course, although some knowledge/experience in dam safety would be benefi cial. Course Manual: Course materials will be produced on DVD. The Workshop DVD will include copies of the presentation slides, plus many helpful references some of which include: FEMA Technical Manual for Dam Owners Impacts of Animals on Earthen Dams FEMA Technical Manual for Dam Owners Impacts of Plants on Earthen Dams FEMA Technical Manual - Conduits Through Embankment Dams, Best Practices for Design, Construction, Problem Identifi cation and Evaluation, Inspection, Maintenance, Renovation, and Repair FEMA Technical Manual Filters for Embankment Dams FEMA P-919 Summary of Existing Guidelines for Hydrologic Safety of Dams Owner and dam safety references Internet URLs for sites where additional information can be found. Attendees interested in participating in the visit to local dams to practice inspection techniques should bring appropriate outdoor apparel. Continuing Education: This technical seminar contains 24 hours of classroom instruction. Forms for the documentation of PDH credits will be provided to all registered attendees. Registration Fees: $400 per attendee. A $25 late fee will be added for registrations received after the cut-off date. Registration fees include all course materials, daily continental breakfast, refreshment breaks, as well as lunch and transportation for the fi eld trip. 3 About the Instructors Paul G. Schweiger, PE, will be the lead instructor for this seminar. He is a vice president of Gannett Fleming, has over 26 years of consulting engineering experience and has worked on hundreds of dam projects providing the full range of dam engineering services. He has served as a project engineer or manager for the design of ten new dams, including four NRCS dams, and the design and technical review of many dam rehabilitation projects. He has inspected hundreds of dams across the U.S. and recently completed over 100 dam assessment reports for the NRCS. He was also responsible for conducting dam safety inspections and performing failure modes analysis for 16 high hazard dams on the Island of Oahu following the Ka Loko Dam failure, and providing dam safety training to Hawaii s state dam owners, regulators, and consulting engineers. Mr. Schweiger is a certifi ed Failure Modes Analysis facilitator and a regular ASDSO Dam Owner Workshop instructor. He has published over 40 technical papers and technical manuals, given many presentations on a wide range of dam engineering topics, and is a frequent speaker at national dam safety conferences and specialty technical seminars. He also developed and co-taught an NRCS SITES course for evaluating the stability and integrity of earth-cut auxiliary spillways. He has served on several dam safety committees and work groups including: the National Dam Safety Review Board, the NRCS Study Work Group to evaluate design tools for roller-compacted concrete stepped spillways and embankment armoring, the FEMA work group for establishing guidelines for the hydraulic safety of dams, and the FEMA workgroup for developing guidelines for the revised analysis and mapping procedures for non-accredited levees. He is currently serving as an expert hydrology and hydraulics engineer on an Independent External Peer Review panel for several United States Army Corps of Engineers DSAC I dam projects. Dean B. Durkee, Ph.D., P.E. is a Vice President and West Regional Director of Earth Science and Hydraulics for Gannett Fleming. He has over twenty years of engineering experience as a geotechnical and dam safety engineer, working primarily on dam and fl ood control projects, applying his expertise to assessment, planning, design, and construction phase services for rehabilitation and modifi cation of earth embankment dams, fl ood control dams, and levees. Dean is a member of ASDSO and USSD and serves on the USSD Board of Directors and is Vice Chair of the Tailings Dam Committee. He serves on the ASDSO Peer Review Committee and is an Instructor for ASDSO s Dam Owner Training Program. Dean has provided dam safety training in the states of Washington and Nebraska, and served as a coinstructor, with Mr. Schweiger for dam safety, assessment, operation, and maintenance seminars in Hawaii and Texas. Gene Peters is the President of Performance Plus is a frequent speaker and demonstrator at NRCS watershed operation and maintenance workshops, and has been participating in NRCS workshops since He was a Conservation Director for 10 years overseeing fl ood control dams. Mr. Peters specializes in repairing NRCS riser structures including gate operators, gate stems and gate replacement. He also performs underwater inspections and repairs, ROV conduit inspections, and conduit slip lining and concrete repairs. Performance Plus has received awards for their specialized equipment and repair facilities. Seminar Agenda Day One: All workshop participants will spend the fi rst day in a Safety Evaluations 101 format with learning goals relevant to both engineers and dam owner/operators. The primary goal of the fi rst day is to familiarize participants with a variety of dam types, understand the function of typical dam features, and become aware of common dam failure modes and the conditions that can led to these failure modes. Actual dam failure cases will be presented so that participants will grasp the seriousness and responsibilities associated with performing dam inspections, and know what to look for and be able to identify potential defi ciencies at dams before they become a problem. Public safety, security, and liability will also be discussed along with approaches to responding to dam incidents. Day Two: Participants will focus on the more technical learning goals; on acceptable standards for the condition of dams, and on performing dam inspections. Day two includes techniques for inspecting embankment dams, outlet conduits, drains, relief wells, spillways, instrumentations and concrete dams. The importance of identifying hazard creep as part of the inspection process will also be discussed. Day Three: All participants will attend a fi eld exercise to practice inspection techniques they have learned in the classroom. The exercise will include a video inspection of a conduit, reading instruments, identifying common problems and repairs to gates, valves, conduits and deteriorated concrete, and discussions on methods of addressing animal damage and uncontrolled vegetation.
