1 Defense Strategies Institute professional educational forum: 4 th Annual EOD/IED & Countermine Symposium Combating the Global & Homeland IED Threat through Joint Operations November 7-8, 2016 Mary M. Gates Learning Center, Alexandria, VA
2 Program Design & Goal: As Improvised Explosives remain a constant threat to both OCONUS Military and Homeland Security operations, there must be strategic policy development with a keen focus on leveling the playing field between U.S. / Coalition forces and asymmetric enemies. This goal is dependent upon the ability to coordinate an all-of-nation approach to managing the malicious use of explosive devices whether it be in the homeland or in an unconventional operating environment. As the U.S. continues to develop countermeasures for conducting IED operations, malevolent actors also work towards upgrading their explosive capabilities to undermine current United States defensive operations. It is imperative to provide global access to IED defeat technology, as well as develop advanced intelligence information sharing capabilities in order to identify, attack, and defeat the persistent global IED threat. The 2016 EOD/IED & Countermine Symposium brings together a whole-of-government approach with both military and civil offices, key leaders in industry with the sole objective of advancing the mission critical needs of each respective community in IED defeat. DSI s EOD/IED & Countermine Symposium fosters the dialogue to bridge the gaps, assess policies, plans, and programs for priorities between industry and the EOD/IED & Countermine community. Operating Guidelines: DSI s Symposium directly supports DoD & US Government priorities by providing a conduit for officials to efficiently reach audiences outside of their respective offices that directly impact their department's/ agency mission success, at no charge to the government, and in an efficient expenditure of time. DSI s Symposium will provide a forum to address and improve internal and external initiatives, meet with and hear from partner organizations, disseminate vital capability requirements to industry, increase visibility within the larger community, and generally support their mission. The Summit is open and complimentary to all DoD and Federal employees and is considered an educational and training forum. Summit is CLOSED TO PRESS / NO RECORDINGS General Target Audience: Specific topics to be discussed include: DSI s EOD/IED & Countermine Symposium will feature senior-level technicians, specialist and professionals involved in Explosive Ordnance Disposal (EOD), Vehicle Born Improvised Explosive Device (VBIED), Person-Borne Improvised Explosive Device (PBIED), Home Made Explosive (HME), Counter Remote Control Improvised Explosive Device (RCIED), Military Ordnance, and technology service providers from offices with the following job functions: Counter-Terrorism, Acquisition, Modeling and Simulation, Standoff Detection, Science & Technology, Jamming and Interference, Robotics - Coordinating Intergovernmental and Interagency Counter-IED Efforts - Next Generation Information Sharing and Reporting Methods for IED Incidents - Advancing EOD Initiatives to Support Render Safe Capabilities for the Warfighter - Defining Acquisition Priorities for Effective IED Countermeasures and Operations - Leveraging Private Sector Collaboration to Support Enhanced Counter-IED Operations - Near and Future R&D Efforts to Advance Detection and Neutralization Capabilities - Addressing EOD/IED Challenges in Asymmetrical Warfare Environments - Integrating Advanced Countermine Capabilities for Expeditionary Forces - Enhancing Threat Network Identification Capabilities - Methods to Mitigate Homemade Explosive Incidents for Greater Homeland Security Topics & Speaker Times Subject to Edits

The ability to support IED defeat in the Homeland relies heavily upon the ability for the United States Government to form partnerships with the private sector in order to enhance current detection, identification, and defeat capabilities for IED operations. Speakers joining us on this year s panel will share their unique perspectives on the current and prospective initiatives that their organization provides to support CONUS IED defeat.
