4 Details Mayor/Commissioner Cost Estimate JPR open by Hazen, states there is no need to filter the water as chlorine is discovered to be effective. Second part of the land is not needed. This part extended from Clinton HS and Tracey Towers (where the Gate Keepers house was) to Kingsbridge Armory. Metcalf & Eddy / Hazen & Sawyer prepare plans to filter the water in JPR Metcalf & Eddy / Hazen & Sawyer prepare plans to privatize the NYC water system. This created the Water Board (to pay for the bonds), the Water Finance Authority (to sell the bonds), and Metcalf & Eddy to audit the Facilities (water treatment plants, sewer treatment plants, etc.). M&E / H&S start work on Croton Lake Gate house, JPR and the Croton Aqueduct south of JPR into Manhattan. This is to prepare for the filter plant. In fact, the Demonstration Plant is built on the Harris Annex just north of the Lehman College Parking Lot. This is the test the use of Diatomaceous Earth as a filter medium in the new filter plant to be built in JPR. City issues its Long Term Control Plan in 1990 which explains that they did not have the political will to force Westchester and Putnam County to protect the twelve Croton Reservoirs, even with the buffer lands. Plans included building a filter plant in JPR, even though the water passed all the criteria Lindsey / McArdle $ 60,000, Koch / Harvey Schultz Koch / Schultz Dinkins / Appleton The basement auditorium was overflowing with concerned residents and elected officials. An expert was provided by DEP Assistant Commissioner Martha Holstein to explain that EMFs are safe to use at JPR. 5 Watershed MOU and Rules are adopted. Communities throughout the city and the state attend hearings to discuss the agreements. Dinkins / Appleton NYS DOH consent decree states the preferred site for the plant will be in JPR. Local Community objects and organizes. Dinkins / Appleton The JPR CAC met continuously every two weeks with the DEP and their consultants to help the community understand the proejct and the other technical concerns of the great engineering feat. After community organizes the 50,000 residents, 25,000 students and the teachers and administrators, their unions and others, the Mayor decided to halt the project. Six months later, it was through ULURP and CPC City Council Local Resolution 933 of 1999 identified $43 million mitigation, including the PEDESTRIAN BRIDGE. It also set forth the exact membership of the Fair Share Facilities Monitoring Committee. The highest court in the state returned the case stating that they have to alienate the land if they want to build on it, no matter if iti is underground (and 35 feet above ground is not underground), or if it is only temporary (at that time 5-7 years). Legislation included a Memorandum of Understanding between the leaders of the Senate and Assembly, the Governor and the Mayor. It also listed the $200 million mitigation package for parks in the Bronx. This was possible since the Mosholu site was the least expensive to build allowing the extra funds to be spent in the Bronx for parks. 6 DPR shall undertake a study and impact analysis (the study.) to determine whether or not a pedestrian footbridge, crossing the Major Deegan Expressway linking the heretofore and connected east and west portions of Van Cortlandt Park is technically, legally and financially feasible. Said study shall be completed by September 2002 and the results of such study shall be filed with the Speaker of the City Council and the Director of the Land Use Division of the City Council within the ten (10) days of completion. In the event that said study determines that the construction of such a pedestrian footbridge is technically, legally and financially feasible, a Budget Modification, transferring from DEP to DPR funds sufficient to design and build it shall be introduced in the Council by the Mayor within sixty (60) days of the completion of the study; Bloomberg / Strickland Page 6 / 8 Draft May 20, 2012 some dates need to be verified Karen Argenti
