7 , 28 February CS UPDATES--A S~~Y Since the end of the 977 wildland fire season, a number of CS developments have occurred. Some of these are organizational, and s~e are further developments--all are based on comments received from training exercises and actual use during 977. ORGANZATONAL CHANGES Planning Sectio~ - Technical Advisory Unit - Three one-person planning units have been combined into a Technical Advisory Unit. A Training Advisor is now also included in this Unit., Personnel required to fill these rositions will be designated as necessary by ncident Commander and Plans Chief. - RESTAT - The Resource Status Keeping Unit will now privide statns ~eeping for the personnel pool and support and transportation vehicles. These functions will continue to be adreinistratively Dlder the Ground Unit of the Logistics Section. Suppression and Rescue Section - Air Operations - The Air Division Supervisor position has been changed to Air Operations, and may be established at either Branch or Division level. (This chfu,ge was done to accommodate different agency needs.) - Helicopter Unit - The Air Unit of Logistics Section has been moved to Suppression and Rescue under Air Operations and renamed Helicopter Unit. (This was done because many of the activities of this unit are tactical in nature and should be under direct control of S&R.)
8 Logistics Section - Communications Unit - The Communications Unit of the Planning Section has been combined with the COmffiunications Unit of the Logistics Section and designated Communications Unit. A principal function of this unit will be planning, and it is anticipated that a unit leader will normally be headquartered at the Command Post. (This was done to consolidate all communications activities under one head, and was brought about by the lack of a reliable communications link between the two previous unit leaders.) FURTHER rcs DEVELOPMENTS Publications - All rcs publications and the rcs organizational chart have been revised to reflect changes Document Control - Procedures have been approved for a Document Control System for FlRESCOPE publications. This system will go into 0peration on 5 March 978. At that time an index will be available describing current documentation. Orientation Program - A major revision has been made to the original slide tape orientation program, reflecting updates in program developments. The slide ta?e orientation will be available through the Document Control 5ys~em. Operations Manuals - A number of positional operations lr_anuals are being updated to reflect operational and procedural changes. The General Staff, Command Staff and Branch, Division, and Strike Team manuals are being updated this year. Fifteen unit level manuals were expanded in 977 to reflect intra unit personnel requirements and organization, and expansion of duties and responsibilities
9 - 3 - Lesson Plans Lesson plans are being prepared for use within agencies for training purposes. A Training Committee is at work on these and has completed 0 of the unit lesson plans in draft form. Additional lesson plans for the rest of the CS positions will be published over the next several mon ths. Exercises and Training - Three separate incidents are being developed to be used as the basis for preparation of exercise materials to support agency unit level training and 978 Command Team training. Command Team training sessions will be conducted in the April time period. n addition. in the spring. an exercise will be designed to train the OCC staff in procedures. Forms - Based on a number of recommendations. nearly all of the CS forms are being revised, and several combined. A new forms manual will be produced and available through the Document Control System
