1 CANADIAN COAST GUARD Standard Organization OVERVIEW A standard organizational structure is essential in the effective operation of any national institution. Over the past year, the Canadian Coast Guard Management Board has reviewed all areas of Coast Guard s organization and has developed standard headquarters and regional organizational models. The models reflect what is largely already in place and most employees will not see any significant change. The size of the workforce in the Coast Guard is not being cut or reduced. Indeed, some parts of the organization are expected to grow over the next few years, and that anticipated growth has been taken into account in developing the models. A few positions will be deleted while others may change their focus and some new positions will likely be created, so there will be adjustments that will impact some employees. The development and implementation of a Standard Organization represents a key commitment to satisfying the CCG s Business Plan priority, the Effective Management of Our Workforce and Workplace and in so doing, addresses findings in the 2007 Report of the Auditor General; the 2006 Coast Guard A-Base Review and the 2005 Public Service Employee Survey where employees flagged some concerns with organizational and classification issues. PURPOSE The purpose of the exercise is to: - Ensure that employees and resources are focused on the delivery of Coast Guard programs and services; - Establish consistent service delivery models across Coast Guard where it makes sense; - Validate the rationale for regional differences and, where appropriate, other factors such as geography that may affect how service delivery is organized; - Ensure an equitable allocation of resources; - Ensure that employees doing the same jobs across the country have the same classification and pay. 1

2 TRANSITION PERIOD Moving to the standard organization will take time, likely three years. Assistant Commissioners/Director Generals will be responsible for managing the transition in their respective region/directorate. An overall transition plan will be developed for each of the major areas of the organization: Maritime Services, Fleet, Integrated Technical Services and Integrated Business Management Services. It will include specific timeframes and accountabilities for implementation. The Major Crown Projects Office, while included in the package, is not impacted as it was recently created and has no regional entities. There will be further adjustments to the Standard Organization: - The Coast Guard role in Maritime Security is still evolving and the structure in this package is temporary. It is recognized that there may have to be a significant regional delivery component when the program is more mature. - In a few areas additional work is required before those aspects of the model are finalized. They are identified in the introduction to each section. In addition, some of the new structures that will be created, particularly some proposed Centres of Expertise, have not yet been developed fully. Once this work is completed, the model will be adjusted accordingly if required. In addition, the Deputy Minister approved 41 management directed decisions for positions that are key to implementing the Standard Organization (SO), to delivering on the fleet renewal or the stimulus package announced in the 2009 budget. The time period for these 41 management directed decisions varies between 3 years (i.e. dd-03) and 5 years (i.e. dd-05) as indicated in the Standard Organizational charts. Coast Guard will ensure that all management directed positions are formally reviewed and classified one year prior to the end of their duration. PRINCIPLES The following principles will guide the transition to the Standard Organization model: No indeterminate employee will lose employment. While a few jobs may be deleted and others may change, new ones will be created and the Coast Guard will have to hire a significant number of people over the next few years to replace those who will be retiring. Our challenge will be to find enough trained and experienced people to ensure that we can continue to deliver programs and services effectively and to operate and maintain the Fleet and our shore infrastructure. In this environment the Coast Guard is confident that a job will be available to every existing indeterminate employee. 2

3 There will be full transparency and everyone in positions that may change will be treated fairly across the organization. The Coast Guard will communicate openly with both employees and unions. A transition plan for employees in positions that may change will be developed with clear accountabilities and responsibilities for implementation, including any training that may be required. In a very few cases, employees may have to consider moving to a new location for a job in the organization. National Model Work Descriptions (NMWDs) will be used to the maximum extent possible, while recognizing that the organization also has unique jobs. Staffing will be undertaken using these new or existing NMWDs and approved unique models. Many employees have legitimate concerns about the slow pace to date in finalizing classification decisions and national models. That concern is most evident in Integrated Technical Services where the exercise has been underway for several years. The Commissioner of the Coast Guard and all Directors General have worked with the Organization and Classification Centre of Expertise (OCCOE) to put in place a new approach that should improve the situation. A small number of Coast Guard priorities are established every 6 to 8 weeks and are the focus of the OCCOE. The Commissioner and DGs meet with the OCCOE monthly to monitor progress on these projects and to address any impediments. So far this approach is producing results. RELATED ISSUES Moving to the standard organization is only one aspect of the Coast Guard s overall efforts to improve management of its workforce and workplace. The broader context is set out in detail in the 2008 Business Plan and includes four key strategies: - attract and retain a skilled workforce; - improve diversity; - focus on training, learning and career development; - improve national consistency in human resource management. We will address situations where employees have been in acting and term positions for long periods of time. There are too many situations where individuals have been in acting or term positions for several years. As part of moving to a standard organization, there will be a renewed focus on resolving these situations. The performance agreement for each Director General and Assistant Commissioner includes a key commitment to make significant progress in reducing the number of acting and term positions over long periods of time. Just as it will take time to put the standard organization in place, it will also take time to resolve all of these situations. 4 CANADIAN COAST GUARD S MANAGEMENT STRUCTURE The Cost Guard is a Special Operating Agency within the Department of Fisheries and Oceans. All Senior Managers report directly to the Commissioner including Assistant Commissioners who are in charge of regional operations, the Executive Director of the Cost Guard College and all functional Directors General at headquarters. The Deputy Commissioner act as the Commissioner s second in command. 1

7 CANADIAN COAST GUARD NATIONAL HEADQUARTERS ORGANIZATION Coast Guard has been working on incremental organizational changes for the past five years. However, during the past year significant effort and resources were placed on completing and approving this Standard Organization. Members of the Coast Guard Executive as well as members of Management Board have been involved in all aspects of this work and fully support the Standard Organization. The following pages present the National Headquarters Organization component of the Standard Organization which includes: (A) Commissioner s Office (B) Integrated Business Management Services (C) Integrated Technical Services (D) Maritime Services (E) Fleet (F) Major Crown Projects (G) Maritime Security (A) Commissioner s Office Staff in the Commissioner s Office (CO) provide strategic advice as well administrative and logistical support to the Commissioner and the Deputy Commissioner. The CO also acts as liaison with offices of Directors General, Assistant Commissioners, the Minister s and Deputy Minister s Offices as well as with Central Agencies and other government departments. The CO has responsibility for Ministerial correspondence, Access to Information coordination and the processing and approval of documentation. The CCG Corporate Secretariat, housed within the Commissioner s Office, has a mandate to provide administrative and logistical support to the CCG Management Board; to plan the CCG Senior Managers Conference as well as union consultation meetings. (B) Integrated Business Management Services Integrated Business Management Services (IBMS) provide the necessary leadership to support the Commissioner and the Coast Guard Management Board in managing the long-term strategic direction of the CCG. IBMS has the mandate to integrate, facilitate, coordinate 1

8 and provide advice, services and results in business management strategies, approaches and processes. The main lines of business integration that IBMS is concerned with are: resource management and CCG-wide financial allocations, integrated human resources and business planning and reporting, workforce development, strategies for information management (including the internet and intranet), public affairs and coordination of international CCG activities. (C) Integrated Technical Services Integrated Technical Services (ITS) is CCG s national Technical Authority providing a single focus for the life cycle materiel management of physical assets to its clients that is, Fleet and Maritime Services, other Directorates within the Department of Fisheries and Oceans as well as other federal government organizations (i.e.: RCMP). It is accountable to deliver Life Cycle Asset Management Services to its clients in order to ensure all their technical requirements, generally defined in terms of asset capability, reliability, availability and value, are satisfied at minimum life cycle cost. Specifically, ITS manages the design, acquisition, installation, in-service support, and disposal of CCG s physical assets (ships, systems and equipment, including information technologies for CCG operational systems and for administrative systems in ships) through a common national Life Cycle Management System (LCMS). The LCMS entails the preparation, implementation and monitoring of the technical policies, standards, specifications, processes and procedures necessary to ensure the safe and effective operation, maintenance and repair, and disposal of CCG s physical assets. To deliver its services, ITS draws on the competencies of a national team of professionals of trades people, technicians, technologists, engineers, managers and support staff. (D) Maritime Services Maritime Services, under the Director General reporting to the Commissioner, ensures the development and facilitates the implementation of operational policies and programs for the use of marine navigation and transportation interests in order to contribute to the safe, efficient and economic conduct of marine activities and to contribute to the protection of the quality of the marine environment in waters under the jurisdiction of the Government of Canada. Maritime Services directs the development and implementation of the business plans, resource allocations and performance measures for the six program components of the CCG Aids to Navigation, Icebreaking, Waterways Management, Maritime Search and Rescue, Marine Communications and Traffic Services, and Environmental Response. Services are managed nationally and delivered regionally. The services provided are those specifically mandated to the CCG. 2

9 The Headquarters element provides national leadership for planning, developing and implementing strategic program direction, including the development of policies, standards, guidelines, and monitoring and reporting, for program activities at the national and international level as well as national level priority setting, planning, and budgeting. It requires the development/establishment of nationally consistent strategies and approaches that support effective decision making and support an integrated client centered approach with well managed approaches to client liaison. The Headquarters structure reflects the balance between national program management and oversight, and a focus on national program integration and strategies development. (E) Fleet (Note: Fleet now replaces Operational Services organizations in the regions) Fleet provides for the operation, management and leadership of the Canadian Coast Guard air and marine Fleet. The Fleet, which is comprised of 114 major vessels and 22 helicopters is operated by approximately 2,500 marine professionals across Canada. The Fleet is also supported by a further 260 professionals on the shore side in Regional Operations Centres, at the National Coordination Centre, as well as in Regional and National HQ offices. The Regional Fleet Management Organizations (RFMOs) are fully aligned to the HQ Fleet Directorate, operating in four main functional streams: safety and security; operational business and planning; marine personnel management, and operations. The regions are very heavily focused on operations and program delivery, with safety as an ever-present priority. Regional Fleet Management strives to balance the diverse needs of multiple program clients with very finite resources (ships, aircraft, time, finances and people) in a dynamic, changing and externally regulated operating environment. HQ Fleet s focus is on national management of Canada s civilian fleet building on all of the regional components but in addition supports the Fleet through Fleet Renewal and recapitalization, operating and capital financial management, oversight and leadership of the Fleet Safety and Security Management System and seagoing personnel development. 3

10 (F) Major Crown Projects The Major Crown Projects Directorate was established in June 2006 with the mandate to implement and manage the acquisition of new vessels for the CCG, as laid out in the 25 year Fleet Renewal Plan. This Plan is an investment strategy to achieve an orderly and affordable replacement of vessel capability, to ensure that CCG will have a strong, modern, multi-mission fleet, capable of delivering a cost effective and reliable service to Canadians well into the future. The projects currently being managed by the Major Crown Projects Directorate include the acquisition of: an Air Cushion Vehicle, 12 Mid-Shore Patrol Vessels, 3 Offshore Fisheries Science Vessels, 1 Oceanographic Science Vessel and 1 Polar Class Icebreaker. The Directorate comprises 32 core positions to carry out project engineering support, project planning and control and administrative activities. In addition, dedicated project management staff are responsible for delivering specific acquisition projects. (G) Maritime Security The CCG Maritime Security Group provides leadership in the development of the department s direction, frameworks, initiatives and messaging for the national security portfolio. As such, it undertakes ongoing analysis and assessment of departmental capabilities and maintains consultative interdepartmental, international and external stakeholder networks to enhance DFO s contribution to national security. From an operational perspective, the Group manages CCG and DFO Conservation and Protection participation in the DND-led Marine Security Operations Centres (MSOCs) initiatives on the east and west coasts. Also the group manages CCG participation in the RCMPled St. Lawrence Seaway Great Lakes MSOC. Both the Coastal and Great Lakes MSOCs initiatives are in the project phase that is characterized by interim operational capacities. Part of the Maritime Security Group s MSOC mandate is to develop a MSOC regionalization strategy as these initiatives mature. The Maritime Security function and organization report to the Deputy Commissioner; this is a temporary arrangement as the program is still in its start up phase. Reporting relationships will be finalized before 2010 when the program that has been approved is fully operational. 4

53 CANADIAN COAST GUARD STANDARD REGIONAL ORGANIZATION The following pages present the basic affordable standardized baseline organization to which CCG will migrate over the coming years. It provides the organizational blueprint for CCG and responds to the need to address efficiency, consistency and interoperability while taking advantage of best practices to enhance the level of service delivery to Canadians in the regions. More than 90% of the organization is standard across all Regions and is depicted from pages 53 to 71. The remaining 10% may depart to a minimal extent from the standard. In general, this reflects the fact that regions differ in a number of ways: type of services offered (differing client base); Regional geographic make-up (size, and location); asset base composition; weather conditions (e.g. no need for icebreaking services in Pacific Region); and marine traffic volume, etc. The variations are clarified and explained in each of the individual regional organizational charts presented under tab 4. The future will require further changes to meet the evolving needs of our work. These will be undertaken in a studied, structured way resulting in approved amendments. At present there are a number of key areas to be studied and changes may ensue to the regional standards as a result. o For Maritime Services, the Regional Marine Information Centre in Pacific Region will be reviewed. As well, the Waterways Management Program is being reviewed to provide a more standard approach to the organizational structure and may result in changes to the currently varying classifications for the s. In addition, as part of the Strategic Program Framework development for Icebreaking, the program mandate and expectations for the Icebreaking Program will be reviewed and from there, Key Activities and work descriptions will be developed. o In Fleet, there will be changes stemming from work on the recommendations of Vessel Maintenance Management Review (VMMR). Boxes have been created on the AC level organizational charts representing these positions. o In Integrated Technical Services, there will be changes stemming from: work on the recommendations of the Vessel Maintenance Management Report (boxes have been created on the AC level organizational charts representing these positions); workload analysis at the working level; work on defining the need and use of capital FTEs; work on the further definition of the Integrated Logistics Support functions; and a structured review of anomalies present in each Region, such as the Loran-C organization in Newfoundland and Labrador and Pacific Regions will be reviewed. o The benefits of co-locating the icebreaking/regional Operations Centre and MRSCs also need to be reassessed; and o Finally, Small Craft Training is currently under examination. 1
