4 INTRODUCTION & OBJECTIVES The International Convention on Oil Preparedness, Response and Co operation (OPRC) 1990 facilitates international co operation and mutual assistance in preparing for and responding to a major oil pollution incident and encourages States to develop and maintain an adequate capacity to deal with oil pollution emergencies. As required under the Convention, IMO has developed a comprehensive training program in the field of oil pollution preparedness and response, including holding workshops aimed at ensuring the availability of relevant technologies, such as the conduct of Ecological Risk Assessments (ERA) of a region, sub region, or sensitive area. An initial ERA workshop was conducted in Belize in May 2004 during which time a team of experts provided an overview of key oil spill response activities and the general approach for an ERA regarding response options for response. A Phase 2 workshop was planned to follow the 2004 workshop with the goal of further advancing oil spill readiness, planning, and understanding of response options for Belizean waters. 5 LOGISTICS The classroom sessions were held at the conference center of the Belize Biltmore Plaza Hotel, Mile 3, Northern Highway, Belize City, Belize, Tel: The response equipment demonstration was held at the Old Belize Marina, Belize City, Belize. The Belize Department of Environment provided excellent support during the workshop. This support included providing a conference room, refreshments at coffee breaks, lunch, hosting a reception for the participants, and providing transportation during a field trip. 6 ACTIVITIES Day 1 Training Day 1 of the session entailed presentations corresponding to the introductory OPRC course for oil spill response. Presentations by Elliott Taylor, Jeff Ramos, and Erik DeMicco throughout the day focused on the subject matter as listed in Annex I. Days 2-3 ERA Activities Days 2 and 3 were dedicated to four activities modified from the USCG Model Ecological Risk Assessment for Oil Spill Response (for unmodified ERA approach, see Aurand, D., L. Walko, R. Pond Developing Consensus Ecological Risk Assessments: Environmental Protection. In Oil Spill Response Planning: A Guidebook. United States Coast Guard. Washington, D.C. 148p). The four activities entailed specific aspects of response awareness and decision making using a plausible significant spill scenario for the point of discussion and assumptions. The scenario used was: Vessel Location: Oil Type: Spill Size: Weather: Date or Time of Year: 8 June 2009 Time of Discharge (and Tidal Stage): Nature of the Spill: Tank Vessel LUCY with total capacity of 63,000 barrels Monkey Shoal N; W Light Sweet Crude Oil (use Isthmus generic 32API) 6,000+ barrels (instantaneous within 2 hours) Winds: from West at knots with higher gust in vicinity of heavier showers and thundershowers. Rainy, with scattered thundershowers, small craft warning in effect. Current: Southwest at 0.5 knots Forecast for next 24 hours: Decreasing showers. Winds: Continued 25 kts from W through 1830 hours then decreasing to 10 knots from W into morning; Day 2 Winds from East at 25 knots for next 24 hours decreasing to 10 knots through 72 hrs. 6:30 am Crude oil barge, LUCY, departing Big Creek Port, Belize and heading south for the Gulf of Honduras, runs aground at Monkey Shoal. Barge ruptures one possibly two of its cargo tanks, which is loaded with Light Sweet Crude Oil. The four activities undertaken were (see Annex III for activities guides): 1. Estimation of Oil Trajectory and Fate 2. Defining Environmental and Human Resources at Risk 6

7 3. Defining Spill Response Options for Consideration 4. Defining the Tactics and Critical Success Factors for the Response Options The participants were split into four groups and a facilitator was assigned to work with each group. Each group comprised of a cross section of agencies and industry such that no single team would end up with only one agency or group. Each group selected a group leader for each activity. The group leader was responsible for providing a briefing to all participants of the activity outcomes for the group at the conclusion of each activity. An equipment hands on presentation and deployment provided the concluding activity for the 3 day workshop. Equipment from the Belize National Energy Co. was made available at the Old Belize Marina for display, discussion of components of equipment, and its uses and limitations. The Belize Coast Guard deployed approximately 30m of boom in the adjacent bay. Equipment provided included: 30 solid flotation curtain boom and ancillary items Vikoma Komara disk skimmer and ancillary items Sorbents kit In addition, participants conducted a shoreline assessment of the area, identifying the different risks and sensitivities on site and discussed shoreline protection and cleanup options, as if an actual oil spill was threatening the area and response operations were about to start. The workshop concluded with closing statements by the instructors/facilitators and from personnel from the Department of the Environment. Certificates were distributed to all participants. Outcomes Key findings and decisions noted during the activities are provided here. Activity 1 Oil Trajectory, Fate, and Surveillance A number of participants now have installed the ADIOS II software for modeling oil weathering Need to obtain MSDS and oil properties and weathering characteristics for Belize crude from BNE Contributing knowledge sources: National Meteorological Service, Coast Guard (currents), Belize Defence Force (overflights), Dept. of Environment, TIDE, GeoBelize, CZMAI, BATSub (British Service), Tom Rimshaw (EAI consultant modeling and satellite imagery), Port Authority, NEMO (National Emergency Management Organization), Fisheries Dept., Southern Environmental Alliance, ASTROM Helicopter, Land Information Centre (GIS) Activity 2 Resources at Risk Multiple sources of information are needed and available for the identification of resources at risk (RARs). Teams prepared lists of RARs, key ecological habitats and species (modified from Caribbean habitat matrices developed for Virgin Islands and St. Croix), and protection priorities. Information from 7

8 multiple sources is currently not collated or available through one entity, something that challenge coordination during an emergency response. Contributing knowledge sources: Dept. of Environment, TIDE (Celia Mahung), GeoBelize, CZMAI, Tom Rimshaw (EAI consultant satellite imagery), Fisheries Dept., Southern Environmental Alliance, Land Information Centre (GIS coastal zone habitat maps), Local communities and fishermen, Port (navigation maps), Belize Audubon Society (Ms. Ana Hoare), Rio Grande Coop, Nichole Auil Gomez (in Florida expert on manatees), SATTIM (Grgeory Chod Punta Gorda) Identified RARs Key RARs identified within the potentially oiled area, based on Activity 1 trajectories (to 72 hours) were: Snake Cayes Range, Punta Negra, Punta Gorda, Barranco, Port Honduras Marine Reserve, Sapodilla Cayes, Monkey Shoals, Cattle Landing Activity 3 Response Objectives and Strategies Setting response objectives and strategies are typically command level decisions. Teams were asked to identify those participants expected to comprise the decision making body of a response management team (command staff). Decision makers: NEMO, Dept. of Environment (technical advice), Fisheries Dept., Coast Guard, Ministry of Health, Port Authority, BNE (if their oil) Selected Objectives and Strategies: Key objectives listed were: Safety of responders and public Monitoring surveillance Source control (at vessel) Manage coordinated response Minimize impacts to sensitive areas Maintain public informed Establish waste handling procedures (and sites) Strategies that were considered appropriate for response to the scenario, applicable to specific locations, included: Surveillance from aircraft and trajectory forecasting Mechanical containment and recovery (at vessel and on water) Dispersant application (avoiding areas over shoals and nearshore) In situ burning (near source and under winds specified for scenario) Waste handling (temporary storage sites, on water shuttle system, vac trucks at shore) Activity 4 Response Tactics Upon completion of Activity 3, teams utilized the ICS Form 215 (Tactics Planning Worksheet) to list the resources (equipment and personnel) needed to perform a specific response countermeasure. Given the 8

9 time constraints of the workshop, each group was asked to prepare a tactics worksheet for one specific countermeasure. Each tactics sheet listed the team(s) that would be tasked to carry out a countermeasure and the resources required for the activity. A point of discussion following this activity was identifying the source of the required resources and delivery time, considering that there is very little equipment and few trained personnel in Belize. CONCLUSIONS AND RECOMMENDATIONS Participants gained a solid understanding of the decision making process typically required for a coordinated response. The benefits, limitations, and trade offs of response techniques were discussed and evaluated specific to the environmental setting unique to coastal areas of Belize. Specific outcomes that were listed prior to the workshop, and that were accomplished, were: 1. Definition of the local area objectives, response priorities, and logistics requirements. 2. Definition of an Oil spill response strategy for the most probable spill in the local area. 3. Stakeholder agreement regarding to elaborated oil spill strategy. 4. Development of local oil spill planning committee processes. 5. Development of local oil spill response strategies for other areas within the country, promoting integration of these local strategies into the national contingency plan. 6. Assessment of the need for: a. a sensitivity mapping workshop. b. development of a mobilization exercise based on the same scenario. c. assessment of training needs including an IMO model Train the Trainer course. d. additional IMO OPRC Model training courses. Areas for future enhancements, based on feedback from participants and on conclusions from workshop facilitators, include: 1. Continue to develop and polish the National Oil Spill Contingency Plan. a. Define pre approved policies for different response strategies (e.g. dispersant, in situ burning). b. Obtain and understand the oil properties of crude oil exported by BNE for potential countermeasures. c. Update the equipment inventories for OSR in Belize and explore mechanisms to expedite response to Tier 2 and Tier 3 incidents. 9

10 2. Consider more equipment deployment exercises, with industry and government cooperation. 3. Consider establishing agreement with surrounding countries to enhance the response process (Gulf of Honduras, CAOP). 4. Continue training and workshop programs, with focus on a longer training curriculum (i.e., OPRC Model Course II for On Scene Supervisors). 5. Consolidate data sources and information on coastal sensitivities and shoreline characteristics (e.g., ESIs) for GIS team. Consider sensitivity mapping workshop. 6. Undertake similar workshops using scenarios for other locations in Belize coastal waters. 7. Topics for potential future training and workshops to include oil spill response on land and response to spills of hazardous materials (hazardous and noxious substances). 10
