2 History of Department of Marine Administration The Department of Marine Administration was established in 1930 and called Principle Port Officer - Office. Before the second world war, it was called Nautical Advisor & Principal Port Officer, Merchant Department. In 1956, it was renamed Mercantile Marine Department. Since 16 th May 1972, it is called the present name, the Department of Marine Administration.

3 Organizational Structure The Department of Marine Administration composes of nine sub-divisions, and are as follows : - 1. Legal & Technical Standards Division 2. Maritime Safety, Security and Environmental Protection Division 3. Nautical Division 4. Marine Engineering Division 5. Planning Division 6. Shipping Division 7. Seafarer Division 8. State & Region Offices Division( Upper Myanmar ) 9. State & Region Offices Division (Lower Myanmar ) 3

5 Policy The purposes of Maritime policy: - 1. To conform national ships standards, safe practices and standard of competence required of its marine personnel. 2. To promote development of human resources, manpower planning and optimum utilization of such man-power in the Maritime sector. 3. To improve the safety record of Myanmar registered vessels. 4. To improve specific obligation to save lives in distress at sea and protection of marine environment

6 Functions The most vital functions of the Department of Marine Administration are those intended to ensure the safety of Life at Sea, Safety of Navigation and protection of the Marine Environment. In this connection the Primary Functions are expected to take the form of 1. Maritime legislation in Myanmar. 2. Maritime Advisory to Government Organization. 3. Focal Department for IMO & ASEAN concerning Maritime Affairs 4. Conducting the Maritime Education & Training on behalf of the Ministry of Transport &Communications 5. Evaluation, Certification and Verification for COC, COP. 6. Ship Survey and Registration.

7 7. Marine Incident / Accident Investigation, Arbitration and Report to the Governmental bodies. 8. Conducting Maritime Safety and Environmental Protection in Myanmar. 9. Conducting Ship and Port Facility Security. 10. Conducting Port State, Flag State and Coastal State in Myanmar. 11. Focal Department for Coast Guard Agency. 12. Controlling Myanmar Seafarer Contract, Article and Disciplinary matters. 13. Controlling Myanmar Seafarer Recruitment and placement Services Companies 14. Myanmar Seafarer Registration 15. Conducting Myanmar Coastal & Inland Water Vessel Business Licensing. 16. Conducting Safety Training in Myanmar.

10 Inland Vessel Law (2015) Inland Vessel Law was entered into force in Myanmar on 5 th March Relevant Rules and Regulations under Inland Vessel Law are as follow: 1. Survey the ship and issuance of statutory Certificate. 2. Certificate of competency for Master, Engineer and Drivers. 3. Ship building 4. Carriage of passenger and Cargo. 5. Prevention of Marine Pollution 6. Accident of investigation. 7. Permission for Foreign Flag vessel. 8. Punishment.

11 Marine Police The Department of Marine Administration collaborates with Marine Police in maritime law enforcement. Marine Police wasestablishedon28 th June 2012 under Ministry of Home Affair. It was provided Safety Training by Department of Marine Administration. Strength is about 600.Stations are as follows: 1. Yangon 2. Mandalay (River) 3. Pathein 4. Myeik 5. Sittwe 6. Kawthaung 7. Mekong (River)

Training ensure to be conducted for human resource development in ship building sector of Inland Water Transport. 5. Initiative for implementation of SMS in Tourist Passenger Vessel. 6. Organization of Ship Owner Association to actively participate in development of River Transport.
