1 September 2009 UNIVERSITY POLICE CAMPUS WATCH REPORT Volume: 20, Issue 1 September 2009 LAPTOP THEFTS!! Did you know that the most common computer crime is the theft of laptop computers? During the month of August there were several laptops stolen that occurred in the Dental and Medical schools. ALL of these thefts could have been prevented. Every laptop was stolen from an unsecured office or lab. It only takes a minute for someone to walk in your office or lab and take your property. There are several locks that can be used to secure your laptop. Cable locks serve as a deterrent but they are only a deterrent. With the right knowledge and simple everyday tools they can be compromised. A cable lock that uses a key is better than the lock operated by a combination and flat keys are better than round keys. It is important to secure your laptop to a immovable object, and the cable should be secured to the bottom of your computer, not into an empty port where it can be yanked out. Make sure your laptop is engraved with UTHSCSA and your department name and phone number or if it is your personal laptop engrave your name or initials and your drivers license number on it. Never leave your laptop in your car. Several laptops have been stolen when an employees car is parked in their driveway or in a restaurant parking lot. If you have any questions please contact Sgt. Class 6 3 CHIEF BRATTEN RETIRES Chief Robert K. Bratten retired September 4th. He plans to spend more time with his wife and family travelling. Before Chief Bratten started his 50 year career in civilian law enforcement, he served 5 years in the United States Marine Corps on active duty and then retired from the reserves in 1993 after 39 years. That s why there was always a Marine Corps cake ceremony in the police department on November 10 (USMC Birthday) to celebrate all veterans service to our country. Semper Fi! Chief Bratten started his career in civilian law enforcement in 1959 by joining the El Paso Texas Police Department. He worked in all the divisions of the department including becoming one of the department's first full-time narcotics investigators.
2 PAGE 2 UNIVE RS IT Y P OLICE VOLUME: 20, ISSUE 1 Chief Bratten also assisted in organizing one of the first federally funded "Metro Narcotics Bureau consisting of city and county investigators working together as a unit. He received numerous outstanding job performances citations during his 13 years with the department. In 1972 Chief Bratten accepted a position as a Special Investigator with the Office of Director of Police, The University of Texas System, in Austin, Texas. He was one of two inspectors responsible for conducting staff inspections of the 15 police departments within the University of Texas System. There are now six inspectors with the UT System Police. He also served as an instructor in the U. T. System's Police Academy. In August 1978, Chief Bratten accepted the position of Chief of Police and Director of Public Safety at The University of Texas Health Science Center at San Antonio. He earned a Bachelor of Science degree in Criminal Justice and completed post graduate studies in Public Administration while working full time and encouraged others to do the same. Throughout his career he has served in a number of law enforcement organizations. He has been an active member of the International Association of College Law Enforcement Administrators, IACLEA, since 1973 and an institutional representative since He has also served as a Regional Director of IACLEA since He is an active Life Member of the International Association of Chiefs of Police, IACP. Has been an active member and past president of the Texas Association of College & University Police Administrators. Bob received that organization's Outstanding Police Administrator Award in He was also an active member of the Texas Police Association and the Bexar County Police Chiefs Association. He has volunteered his services on many committees of various organizations over the years and hosted and/or co-hosted several annual conferences in San Antonio. (Which his command staff knows very well) Is a member of numerous civic and fraternal organizations including the American Legion and United States Marine Corps Reserve Officers Association. We all wish him the best in his retirement. To all new students, faculty, and staff, as well as the returning members of the campus community, welcome to The University of Texas Health Science Center at San Antonio. Your University Police Department is a service oriented police department operating 24-hours a day, 7- days a week. It is comprised of non-commissioned personnel and duly sworn peace officers as authorized by Article of the Texas Education Code. This code states that the primary jurisdiction of our peace officers includes all counties in which property is owned, leased, rented, or otherwise under the control of the University of Texas System. Commissioned peace officers are vested with all the powers, privileges, and immunities of peace officers, may arrest without a warrant any person who violates a law of the state and may enforce all traffic laws on streets and highways. In addition, we enforce the Regents Rules and Regulations and applicable Health Science Center policies and procedures. What that means is that we are here to protect you, your property, and the property of the University. Our mission is to ensure a safe learning, teaching and working environment for all our students, faculty, and staff. If you should see or know of a criminal offense or traffic violation which occurs on University property, please report it to the University Police Department immediately. MESSAGE FROM THE T ACTING CHIEF OF POLICE Our emergency number on campus is 911. Keep in mind that if you are calling from a cell phone it will go to the San Antonio Police Department. You must call on your cell phone to reach UT Police. For nonemergency calls, dial on your cell and a police dispatcher will answer. Capt. Ron Davidson Acting Chief of Police Capt. Ron Davidson started with the Health Science Center in 1992 as a guard after honorably serving in the United States Air Force. He became a Police Officer after graduating form the UT System Police Academy in He has continued to move up the ranks in the department until he became a captain in He was instru-

He has served as shift commander on patrol, Operations Division Commander, Support Division Commander, and Service Division Commander. He has also served as Chief Bratten s Aide-de-camp for several years. While working here at the HSC Capt. Davidson received his bachelors and masters degrees while working full time and is a graduate of the Bill Blackwood Law Enforcement Management Institute Leadership and Command College. As an International Association of College Law Enforcement Administrators (IACLEA) instructor of the Incident Command System, he travels the country teaching university law enforcement officers and administrators and is an instructor at the UT System Police Academy. PREPARE NOW TO PREVENT CAMPUS EMERGENCIES Rosanne Fohn be prepared should an emergency arise. In response to violent incidents on other college and university campuses, The University of Texas Health Science Center at San Antonio has put into place three campus safety initiatives: CARE ( ), a telephone number to report unusual behavior by others or concerns about personal safety on the Health Science Center campus 2. Training on the portal to help prepare for or react to a campus emergency 3. HSC Alert, a campus emergency response system that sends notifications by text message or in case of emergencies or campus closures We are fortunate that we have not had a major violent act on our campus, but we want to be prepared and give our faculty, staff and students the tools they need to prevent or react to campus violence, President William L. Henrich, M.D., MACP, said. We want our campus to be safe. 567-CARE If you call 911 from a Health Science Center desk phone, or 567-CARE ( ) will be answered by the UT Health Science Center Police Department. Dispatchers will assess calls to ensure they are handled appropriately, whether it is an emergency, a call for advice or a need for counseling. Students will be transferred to the Student Counseling Service or sent to University Hospital for after-hours emergencies that require counseling or health concerns. Faculty and staff members will be transferred to the new UT Advantage Faculty & Staff Assistance Program ( ), where they can talk to counselors and receive additional information through the program s many online resources. Training on the portal Information about how to prevent or react to a dangerous situation on campus is available on the passwordprotected area of the portal. Faculty, staff and students are encouraged to view these materials now in order to To access the training materials: 1. Visit the Health Science Center portal, inside.uthscsa.edu. 2. Sign in with your User ID and Password. 3. Look for the red bar labeled In case of emergency There you will find a video and handout on how to survive a shooting on campus, an emergency preparedness references chart outlining what to do in a variety of emergency situations and a link to the Campus Status Web page, which will have information in case of an actual emergency. HSC Alert A test of the system will take place Oct. 9, so now is the time to enroll and designate the addresses and electronic devices you wish to receive the messages about campus emergencies or closures. Those who have already signed up are encouraged to double-check designations to make sure they are current. To enroll or check designations, follow the same procedure as accessing the training materials, but on the third step, look for the red bar labeled HSC Alert and follow the instructions. If you have difficulty signing up or making changes, call Triage at (210) and press option 2. Your safety is our utmost concern and we encourage all faculty, staff and students to become familiar with the options above, said UT Health Science Center Capt. Ronald Davidson. Your decision to call regarding a behavior concern may help avoid a campus incident or assist someone who needs help.
4 PAGE 4 UNIVE RS IT Y P OLICE VOLUME: 20, ISSUE 1 ENTRY CONTROL STATIONS All entry control stations on UTHSCSA campuses are operated by the University Police Department. The primary purpose of these stations is to provide assistance and information to faculty, staff, students, patients, and visitors. The stations also serve as a crime prevention measure to prevent unauthorized traffic onto and through the campus. The locations and hours of operation are listed below. ENTRY CONTROL STATIONS (EXIT ANY TIME) LONG CAMPUS Floyd Curl: ECS#1 24 hours per day, 7 days a week Louis Pasteur: ECS #2 7:00 am to 7:00 pm each week day. Gate #16 Card Reader entry Merton Minter: ECS #4 24 hours per day, 7 days a week Gate #11 Card Reader entry GREEHEY CAMPUS Medical Drive: ECS #5 6:00 am to 6:00 pm each week day. Floyd Curl: Gate # 17 Card Reader entry CTRC CAMPUS Wurzbach Rd: ECS#6 Manned 7:00 am to 6:00 pm Floyd Curl: ECS#7 Manned 7:00 am to 6:00 pm HARLINGEN AND LAREDO CAMPUSES Both campuses are open except for a card reader gate at Gate #15 in Harlingen off of Haine Drive. Additionally, there are automated exit-only gates located at Perimeter Drive, Campus Drive. and at the south end of lot 11 and Park Drive. If you are unable to find appropriate parking, please contact the nearest officer for assistance. EMERGENCY INTERCOMS Emergency intercoms are strategically located in the parking lots on campus they annunciate in the University Police Communication Center. The red boxes are mounted on light poles and are equipped with signs and blue lights for ease in locating. The intercom in lot 6 is located on a light green pole. The intercoms on Greehey Campus are blue and red poles. They are green at the Harlingen and Laredo campuses. Should an emergency or any situation requiring UT POLICE SERVICES police services arise, go to the intercom, push the button down and release it and then follow the instructions on the call box. It will be answered by the police communications officer or police officer in Harlingen and Laredo. There are also emergency intercoms in all campus and garage elevators are also equipped with emergency intercoms. Open the compartment door located on the front panel, push the button and it will be answered by the police communication officer or police officer. The intercoms are not only for emergencies. If you need a service provided by UT Police or report at suspicious activity you may use the intercoms. LATE HOUR ENTRY DOORS and CARD ACCESS SYSTEM The University Police Department is responsible for security of the Health Science Center buildings at all times. After normal business hours, on weekends, and on holidays all outside doors are locked to protect both personnel and property. The Card Access system provides security and an account of entries/exits into buildings and security sensitive areas. At all times, while on campus Faculty, staff and Students must display their ID/access card, picture side forward. No one is authorized to loan or borrow an access card. Personnel in a security sensitive area who do not display their ID/access card will be escorted out of the area by University Police and their card confiscated. Do not allow others to follow you through a door you have accessed. Certain doors have been identified as late hour entry doors. They are equipped with cameras, intercoms, and a card reader. This means that if you do not have your ID card with you, you will not be able to get into the building. If you experience a problem with your card, please go to the Parking Service Office during normal working hours to have your card checked for proper access. If it is after hours, contact UT Police to assist you. If you have proper clearance, we will open the door for you. Remember it is a HOP policy that all faculty, staff, and students must wear their UTHSC photo ID badges in a visible place, either on a pocket, a lapel or around the neck, at all times while on campus.
5 VOLUME: 20, ISSUE 1 UNIVE RS IT Y P OLICE PAGE 5 PATROL-BYS If you are working or studying late, you can call and request an officer periodically conduct a security check of your surrounding area. SAFE WALK PROGRAM When walking on campus during evening hours, you are encouraged to walk with another person along welltraveled routes. Our safe walk program is provided seven days a week, 24 hours a day. The program is provided as a service to the community and may be obtained by calling You may also use any intercom located throughout campus to request this service. An early notification to the police communication officer may be beneficial, as the district officer may be on assignment, causing a slight delay. MOTORIST ASSISTANCE Motorist assistance is available on campus, free of charge, to help with such problems as keys locked in the vehicle, dead batteries, flat tires, or lack of fuel. To obtain this service, call or use one of the emergency intercoms located throughout campus. Our officers will not change flat tires, but they can assist you. They also have air tanks to refill your tire if you feel safe driving it to a service station. If your car has to be jump started, drive for a minimum of 20 minutes before turning your engine off, in order to adequately recharge your battery. FINGERPRINTS If you need to be fingerprinted for any non-criminal reason, the University Police will take your prints for a charge of $10.00 per complete set of fingerprints, or $1.00 for a single finger. The person being fingerprinted must supply their own card. Child fingerprinting is free of charge through the Crime Prevention office at KEYS Keys are issued by the police department to authorized personnel only upon receipt of a key request signed by the appropriate department chair. Keys will be returned to the police department when the individual is no longer associated or has no further need. The loss or theft of a key must be immediately reported to the University Police. Contact the numbers below for non-emergency services at: San Antonio Harlingen Laredo Edinburg UNIVERSITY 911 PROCEDURES The words Emergency and the number 911 have become synonymous. Whether it is in our homes or at work we all know that 911 is our telephone link to emergency services. Here at UTHSCSA, all 911 calls dialed on a campus phone will be received in the Police Communications Center. Even if you dial to contact Metro 911, it rings in our Police Communications center. If it is a situation that needs emergency response from another agency, such as Emergency Medical Services, or the Fire Department, UT Police officers respond leading emergency personnel to proper location. They also provide crowd and traffic control. When you call the Communications Center Operators will gather some necessary information from you, and they will notify Metro 911. They may transfer you direct to Metro 911 if it is more appropriate if you a calling to report an off campus emergency. If you are call from a cell phone and want to speak to the University 911 Operators, dial and the call will ring on the University 911 line. Plan ahead and enter that number into your contacts or speed dial. The numbers below do not ring on the 911 line. The numbers below are non emergency numbers that go directly to UT Police Officer on duty or UT Pan Am Police Dept.
