2 ALBEMARLE COUNTY FIRE/EMS BOARD FEMS BOARD MEETING COUNTY OFFICE BUILDING, MCINTIRE ROAD ROOM 241 WEDNESDAY, AUGUST 22, HOURS A meeting of the Albemarle County Fire/EMS Board was held on Wednesday, August 22, 2018, at 1800 hours in Room 241 of the County Office Building, Stagecoach Road, Charlottesville, Virginia. The following members were in attendance: Noah Hillstrom, Charlottesville Albemarle Rescue Squad Mitch Fitzgerald, Crozet Volunteer Fire Department Todd Richardson, Earlysville Volunteer Fire Company Danny Vanderploeg, East Rivanna Volunteer Fire Company Chuck Pugh, North Garden Volunteer Fire Company Mike Grandstaff, Scottsville Volunteer Fire Department Brian Cropp, Scottsville Rescue Squad Brian Kester, Seminole Trail Volunteer Fire Department Kostas Alibertis, Western Albemarle Rescue Squad Others in Attendance: Kim Brown, Albemarle County Fire & Rescue Howard Lagomarsino, Albemarle County Fire & Rescue Patrick Maranuk, Albemarle County Fire & Rescue Alyssa Mezzoni, Albemarle County Fire & Rescue David Puckett, Albemarle County Fire & Rescue I. Call to Order Chief Alibertis recalled the meeting to order at 1925 hrs. and asked for a motion to approve the Consent Agenda. A. Moment of Silence B. Work Session Strategic Planning Final Review This was a closed (unrecorded) work session. III. Approval of Consent Agenda

3 A. Minutes of the July 2018 FEMS Board meeting MOTION: Chief Cropp moved to approve the Consent Agenda as presented. Chief Pugh seconded the motion, which passed unanimously (10-0). IV. Committee Updates A. Executive Committee Chief Alibertis reported that there was no Executive Committee, although several members showed up. B. Training Committee Chief Alibertis stated that the Training Committee report was in the board packets. C. Operations Committee There was no report as the committee had not met. D. Recruitment & Retention Committee There was no report, but Chief Alibertis indicated that there was a handout related to the fall recruitment and retention initiative, which would be held the first weekend in October--and he commented that it would be good if stations would send representatives. E. Quartermaster Committee There was no report. F. Apparatus Committee Chief Alibertis stated that the Apparatus Committee report was in the board packets. V. Unfinished Business A. ACFR Volunteers Recruitment and Retention Plan update B. Dynamic Staffing Chief Puckett stated that he did not have anything to add beyond what had been reported on last month. C. Volunteer CIP Task Force Chief Alibertis stated that Chief Oprandy had just walked out, but no report on the task force was given. E. Miscellaneous Chief Pugh reported that North Garden was hosting a 9/11 commemorative service at 10:30 a.m. on September 9, 2018, and there would be a guest speaker from the Army and the Honor Guard from the ROTC at UVA would be providing music. He stated that lunch would be provided after the event.

4 Chief Alibertis asked if he would send out the announcement. Chief Pugh responded that he would try, but he did not have a copy of the flyer. He mentioned that there was one at ACFR on the bulletin board. Mrs. Brown stated that she had sent it out and would resend. VI. New Business A. Volunteer CIP Task Force Chief Oprandy stated that Chief LaBelle had asked him to report that the group had first met and had held their first meeting, and they had more information to consider and another meeting to set up. He said they would also be back before the FEMS Board in September with additional information. VII. Adjournment MOTION: Chief Grandstaff moved to adjourn the meeting. Chief Cropp seconded the motion, which passed unanimously (10-0). The FEMS Board adjourned their meeting at 1930 hrs.

8 ALBEMARLE COUNTY FIRE EMS BOARD, Recruitment Committee Date: Tuesday, September 04, 2018 Time: 1800 hours Location: County Office Building - 5th St, ACFR Conference Room I Call to order Attendees present ;#ACFR;#Station 05;#Station 08;#Rescue 01;#Rescue 05;#Patrick Maranuk;# II Description SP Updates SP- Onboarding Update Unfinished Business Time 10 min Chief LaBelle reviewed the different sections of SP and discussed current assignments pertaining to SP 1 Patrick has individualized onboarding packets to make the process relate more the "community" instead of all forms relating to Albemarle County FIre Rescue- they have Station Logos and local addresses. These will be proof read as some addresses were incorrect and require change. The hope is to have 5-8 packets per station readily available at all times for new volunteers. Consideration was noted in regard to placing documents digitally into a sharepoint. Youtube video discussion occured on how to complete paperwork if a specific station member is not present to complete the process. SP- Relationship Building SP- Advertising SP- Youth Programs Chief LaBelle mentioned having meetings with Leanne Knix to discuss winter event. Ongoing committment Patrick will be working on Youth Programming. Committee needs to be formed to establish goals and expected outcomes Recruitment and Retention: Onboarding end goal Chairwoman brought in [Mr. ] to discuss the expected end goal of onboarding process. To establish gaps in the process and how to reach the end goal of an onboarded and full operational volunteer more quickly. A project map was created to identify strengths and weakness and how to improve upon this process min III Description New Business Introductuction of New Volunteer Services Office Associate Time Patrick has experience in organization of groups, particularly young adults. He ll be picking up the responsibilities that Christina has been managing with regards to the onboarding of new members and supporting the Division s efforts.

12 ALBEMARLE COUNTY FIRE EMS BOARD, Training Committee Date: Wednesday, September 05, 2018 Time: 1830 hours Location: County Office Building - 5th St, ACFR Conference Room I Call to order Attendees present II Description Course Updates Resource requests Unfinished Business Time EMT courses were discussed. The COB 5th course had 21 attendees with regular attendance so far. It was noted that there were some initial problems with the out of class work but they seem to be caught up now. The WARS course was brought up but not much information is known at this point. Firefighter 2 is running with 9 students. The students were warned that the basic skills learned in firefighter 1 will not be covered again in this class. Training officers were asked to keep their personnel up to date on the basics so they come to FF 2 prepared. EVOC and HMO pass rates are forthcoming and will be passed along when they are available. The DPO class was cancelled due to low enrollment. Crozet had floated the idea of holding their own and Chief Lambert asked them to keep him abreast so that we could send interested students their way. Requests were discussed. Details will be sent out by Captain Knick. III Description New Business Fall registration update Time 10 min The Fire Academy is three weeks out and already full. Alternatives were discussed but the most likely scenario is that there will be a waitlist and some people will be turned away. Regional school planning Regional school was an area of focus. The discussion was started on what classes should be offered. Chief Lambert asked the training officers to brainstorm and bring ideas to the next meeting. EMT course - utilization of course competencies versus psychomotor testing. Training center update 10 min The goal of making EMT testing simpler was discussed. We are working on moving away from our current partnership and beta testing a new system where students would be more or less tested throughout the course. The long term goal is to possibly become BLS accredited but that process is difficult. In the meantime, many ideas are being considered. 10 min CIP has denied funds to rebuild the training center. Given that, renovation of the existing site is the second course. Monies are available to do the renovations that need to be done. The decision to do the bare minimum in hopes that a full rebuild will happen in the near future has not been made. The funds present could fund all of the desired projects but may not be a benefit long term as it may put the goal of a new center father down on the list. Training officers were told that as updates are available, they will be shared.

13 Planning for spring semester 10 min Not much information is available yet for the spring semester. The regular EMT and CPR courses are a given as well as Regional School. Outside of that, training officers were asked for feedback as to what courses might be needed and useful.
