3 1. INTRODUCTION The General Directorate of Civil Defense was established in One of the main units of the Ministry of Interior. The Civil Defense Organization is to minimize loss of life and other types of losses during warfare, any natural or man-made disaster.

6 2. THE DUTIES OF THE UNITS IN DISASTERS Search and rescue activities, first aid, social aid. Detection, rescue and decontamination services of NBC. Coordinate operations of local and foreign aid organizations. Training and exercise.
7 3. SEARCH AND RESCUE CAPABILITIES Civil Defense Search and Rescue Units consisting of 120 professional search and rescue technicians in 11 provinces, each with a regional area of responsibility. Civil Defense Search and Rescue Teams 10 to 30 personnel in the rest of the 70 provinces.
8 4. THE SELECTION OF SEARCH AND RESCUE TECHNICIANS Search and rescue technicians require a high level of physical, psychological. Technical skills for carrying out their duties under difficult conditions.
9 5. THE TRAINING OF SEARCH AND RESCUE TECHNICIANS Basic civil defense training: 6 months. Branches training :mountaineering, valanches, searching with dogs, Rescue from the debris, Driving, NBC issues. Benefiting from experts: Universities, the military service, NGOs, other institutions.
10 6. PERSONNEL, VEHICLES, TRANSPORTATION, EQUIPMENT AND COMMUNICATION We have suffered from the lack of them in the Marmara Earthquake in We ensured and improved about response capabilities in light of lessons learned from the Marmara earthquake.

12 7. VOLUNTEER PROCEDURES Many of the deaths caused lack of knowledge. How to protect oneself during disasters. The increasing of willingness of the public to participate. Civil defence organizations was reviewed in Protocol between the civil defence and NGOs Training: Rescue techniques, communication, coordination, social aid etc.
13 8. TRAINING AND EXERCISES a. Training at the Civil Defence College It was established by the General Directors to educate and train. Subjects: Search and rescue, fires, NGOs, NBC events, disasters risk, protection methods an planning. We send our personnel abroad for the training Other countries sent to us to educate and training. So far, totally personnel, 1624 firemen, civil defense personnel
14 b. Training by the search and rescue units and teams. Search and rescue teams, NGOs and the public and private sectors are trained by the professional personnel of the Civil Defense Search and Rescue Units of the Province and District Directorates.
15 c. Training at the provincial and district level. The governmental personnel, private sector, the province rescue and relief team, the public volunteers and NGOs members. Seminars and conferences at the schools. In the cooperation with universities and UNICEF, - Civil defense obligators and volunteers in the local bases, - Disable persons, - Women and children.
16 d. Exercises: The plan and field exercises are carried out after all training. Thank you for your attention
