2 Position Title - Provincial Primary Health Service Officer PACTAM2 Partner Organisation: The Ministry of Health & Medical Services (MHMS) Address: Honiara, Solomon Islands Background to the role: PACTAM2 is an Australian Government initiative funded through its official aid agency, the Department of Foreign Affairs and Trade (DFAT), and managed by Scope Global. It places highly skilled Technical Advisers in Partner Government organisations across 12 Pacific Island countries. Background Under Australia s Aid Investment Plan: Solomon Islands 2015/ /18, priority is given to support the health sector to improve maternal and child health, reduce the disease burden and strengthen the Solomon Islands health system to deliver essential medicines and better health services to communities. Under this plan, Australia is also supporting rural water and sanitation to build a foundation for a healthier population. Since 2008 the Solomon Islands MHMS, with the support of development partners, has led a Sector-Wide approach (SWAp) to the delivery of health services in Solomon Islands. Australia is the lead donor in the health sector providing approximately AUD$18million pa to the MHMS. Australia and 15 other SWAp partners have aligned their support to the objectives of the Solomon Islands National Health Strategic Plan Other development partners in the health sector are: World Health Organisation (WHO), World Bank, Secretariat of the Pacific Community (SPC), United Nations Children s Fund (UNICEF), United Nations Population Fund (UNFPA), Government of Japan, Delegation of European Union,, Korean International Cooperation Agency (KOICA), Government of the Republic of China (Taiwan), Fred Hollows Foundation New Zealand, World Vision Solomon Islands, Red Cross Solomon Islands, Save the Children Solomon Islands, New Zealand Government and Kaohsiung Medical University. Under the Health Sector Support Program Direct Funding Agreement, SIG s contribution to supporting the objectives of technical assistance is to allocate appropriately qualified staff to relevant areas to ensure sustainability over time through the transfer of knowledge and skills and the building of individual and institutional capacity. This position has been created to help strengthen primary health care planning and financial management at the provincial level. Together with various local counterparts, the Provincial Primary Health Service Officer will work to support provinces with primary health service planning and the implementation of financial controls, and pilot the Ministry s devolution policy, which will see more resources flowing to the provinces where the majority of Solomon Islanders live. It is expected the Officer will work as part of an integrated team including the MHMS Finance Unit, Internal Audit Unit, Human Resources and Procurement Unit, local
3 counterparts and the World Bank PFM Team to implement PFM reforms and ensure better compliance of financial procedures. The position will be based in Honiara and will provide support to the Guadalcanal Province and Honiara City Council Health Divisions for annual operational planning, financial management, budget and reporting activities. Assignment Objective(s) The position will be based in Honiara and will provide support to the Guadalcanal Province and Honiara City Council Health Divisions for annual operational planning, financial management, budget and reporting activities. The key objectives of this assignment are to:
4 Strengthen financial management in the Province: Provide support to the provincial health director and their operational teams, to comply with recently revised Solomon Islands Government (SIG) Financial Instructions and General Orders, MHMS Financial Procedures Manual, and SIG Procurement Manual, and to use them to good effect in procuring local goods and services most in need, according to value for money principles. Provide ex ante financial controls for DFAT funds. Provide support with budget preparation, execution and monitoring. Improve primary health service program planning and implementation: Assist provincial operational planning for primary health care, supervision and outreach activities, in line with MHMS Strategic Plan and Role Delineation Policy. Support executive management with the implementation and monitoring of the plans. Length of assignment: Reports to: Remuneration Develop Capacity: Build capacity in the team and thereby support the province to begin implementing the role delineation policy, which sees an increase of resources flowing to the provinces and provincial teams empowered to drive efficiency savings from what have been traditionally quite separate centrally-managed programs. This assignment is expected to commence in April 2017 for a period of 12 months. Shortlisted candidates will be invited to attend an in country interview the week of March 20 th. Pre-departure briefing and mobilisation are both expected to occur in midlate April The Adviser will be accountable to and managed by Provincial Health Directors, Guadalcanal Province and Honiara City Council. Primary counterparts will vary but will include the administration and corporate services teams, heads of departments and program officers in these Provinces. PACTAM2 is funded by the Australian Department of Foreign Affairs and Trade (DFAT). The Adviser Remuneration Framework (ARF) is a set of market-based, long and short term remuneration rates applying to aid-funded advisers that are commercially contracted by DFAT directly, or through a managing contractor such as Scope Global. All PACTAM advisers are eligible for the mobility allowance which compensates longterm advisers for personal impacts and cost of living differences associated with leaving their permanent country of residence. The Mobility Allowance is calculated as a percentage of the monthly remuneration and varies depending on the job level and whether the adviser is accompanied. The ARF calculator provides the maximum rate. Following consultation with country programs, DFAT have instructed Scope Global to apply a 50 percent Mobility Allowance to all Advisers participating in the PACTAM2 program. ARF Professional Discipline Category: B ARF Job Level: 2 Benefits Mobility allowances ARF Monthly Rate Band: $8,061 to $10,076 AUD Reimbursement of rental accommodation costs to DFAT approved rates
5 Pre-departure briefing for Advisers In-country orientation Flights, medicals, and insurance Counselling and mental health services Ongoing assignment monitoring and support Work hours/days Official work hours are 8am to 4.30pm (Monday to Friday) Additional information Under the ARF terms and conditions the allocation of paid time off forms part of the remuneration package. The annual allocation is 20 days recreation leave and 10 days personal leave, which can be taken as sick leave, carer s leave or travel days to access recreation leave In addition to a number of public holidays per annum The selection process also involves a medical screening process to ensure that shortlisted candidates are medically fit to take up this position in the Solomon Islands. In addition to communications via letter, , telephone, skype and/or fax, the PACTAM2 Scope Global staff will meet with the Adviser in country at least once, annually. Deployment is subject to: Formal approval from DFAT and the Partner Government Procurement of visa and work permits Satisfactory medical examination for the applicant and accompanying dependants/partner (if applicable) Satisfactory police check Participation in the pre-departure briefing PACTAM2 places Technical Advisers in countries were specialist skills are not locally available. As such long term residents employed under local contract are not eligible to apply for this program.
