4 1. MEMBERSHIP RESTRICTION Membership in the 613 RC (Army) CC is governed by the Canadian Forces/Army Cadet League policies. Refer to Central Region Cadet Orders and Cadet Administration and Training Orders for details. The Corps Commanding Officer is the authorizing authority for new membership in the Cadet Corps. 2. UNIT PARADE FACILITIES A. GENERAL 1) The 613 Royal Canadian Army Cadets hold parades at the Royal Canadian Legion Branch 613, 141 Regional Road 20 East, Fonthill Ontario. The corps offices are located in the lower hall of the Legion. Parades and Training are held in the same location. The corps rifle marksmanship program is conducted at the cadet hall as well as other optional training events. Other training events held in another location other than the cadet hall, will be announced to all members with all details. 2) Every Cadet MUST observe the following rule with respect to all premises: "Buildings and Property WILL be treated with care and respect; no willful damage environmental damage or littering will be tolerated. B. ROYAL CANADIAN LEGION BRANCH 613 1) The RCL Branch 613 is out of bounds to Cadets not participating in authorized training or legion events. This includes the legion grounds. 2) Entry to and from Branch 613 Legion is from the side doors off of RR 20 only. 3) All Branch 613 Legion facilities are considered to be out of bounds to cadets during regular training with the exception of: The upstairs hall (when training permits) The main door approach to the upstairs hall. The Lower Hall 4) The kitchen, and other rooms off of the upstairs hall (with the exception of washrooms) are out of bounds to cadets unless on official business 5) Any cadet found in an unauthorized area will be asked to leave that area and further action may be taken at the discretion of the Commanding Officer. 6) Cadets waiting for corps transportation are to remain outside in the area on the east side of the Legion building. Should weather conditions not facilitate this, cadets may be allowed to remain inside the doorway of the Legion building, however, cadets will at all times behave in a military manner while waiting for transportation. The senior cadet present will be responsible for the overall control of the group. Page 4 of 21

5 3. ATTENDANCE A. WEDNESDAY NIGHT TRAINING 1) Each cadet will be contacted by either phone, text or other social media means by a designated senior cadet, during the week immediately preceding a Parade, to pass on relevant information NO LATER THAN Tuesday evening. On a parade night the Cadet Platoon Commander and or Duty NCO shall turn in an attendance roll which indicates the status of cadets not in attendance. This attendance roll shall be passed on to the Administration Officer for processing. It is the responsibility of the Cadet Platoon Commander to maintain an accurate roll of all personnel attached to their platoon. 2) Any cadet who arrives after roll call will inform his/her Cadet Platoon Commander of his/her arrival. The Cadet Platoon Commander shall utilize the chain of command to advise the Administration Officer of the late arrival. 3) If unable to attend, the cadet MUST indicate a reason to the NCO who contacts them, or contact his/her Cadet Platoon Commander before the parade night. All such messages MUST be passed to the Administration Officer on the night of the Parade. Reasonable reasons will be granted an "EXCUSED" absents, and failure to give a satisfactory reason will result in "ABSENT" being noted on the cadet's record. Any cadet who is absent for more than three (3) consecutive parades shall be contacted by the Administration Officer or the Duty Officer, to determine his/her intentions. A CADET WILL BE SET AS INACTIVE IF HE/SHE MISSES MORE THAN FOUR CONSECUTIVE PARADES AND WILL NOT BE ELIGIBLE FOR PROMOTION FOR A PERIOD OF 6 MONTHS. A cadet who wishes to remain a member of the 613 Royal Canadian Army Cadet Corps, receive training, and take part in special activities, MUST have regular attendance! Some awards and activities will require a percentage of attendance for cadets to participate. 4) If for any reason you must leave cadets early on a parade night you must inform the Administration Officer. Senior Cadets and Staff must inform the Commanding Officer. 5) Absent cadets who have not notified their section or Cadet Platoon Commander of their intention to be absent will be contacted on the night of their absence by the Duty NCO or Duty Officer who will provide a list of absent cadets and their reason for absence to the Administration Officer. 6) Cadets who have decided to no longer parade with 613 will report to the Commanding Officer for a final meeting as to why you would like to relinquish your membership then to the Supply Officer during regular supply hours with their complete clothing issue and any other issue items for return. Until all issued items are returned, or written off, no cadet shall be struck off strength. If items are not returned in a timely fashion parents/guardians will be contacted. 7) A cadet leaving a training area during the lunch hour and planning to return after lunch shall be signed out by a designated staff member and shall sign back in upon return. The only way the cadet can do this, is with parent/guardian notification to a staff member. Cadets, who drive WILL NOT, drive other cadets without prior parent/guardian approval and staff notification. B. ATTENDANCE AND PROMOTION / ACTIVITY ATTENDANCE 1) In order to be eligible for promotion a cadet must attend 75% of the corps training program. 2) Failure to attend some activities will result in the cadet being denied optional training opportunities. The following limits to optional training shall be applied based on poor attendance without an excuse: 3) Failure to attend more than 75% of Wednesday Night Training over a previous two month period of time: Cadet will not be allowed to attend optional training until such a time as that attendance is above 75% over the previous two months. This includes trips, and other fun activities. Page 5 of 21

6 4) Failure to attend the Commanding Officer's Parade: Cadet may not be allowed to attend optional training activities for the following two months, based on the outcome of an interview with the Commanding Officer. 5) Failure to attend / reach fitness levels in the Cadet Fitness Award Program: Some activities will require the cadet to be at a reasonable fitness level. Failure to participate in a minimum of 1 fitness test per year may result in cadets being unable to attend certain camps, not completing a star level, unable to participate in expedition training that training year. 6) Failure to attend 2/4 of a tag day with the following making up the fourths, ¼ Thursday Night, ¼ Friday Night, ¼ Saturday Morning, ¼ Saturday Afternoon: Cadet shall not be allowed to attend optional activities funded by the corps for four months or may not attend those activities if they pay a reasonable user fee and may only attend activities with a fee attached to them if the cadet pays the full fee. C. MANDATORY ATTENDANCE 1) Failure to attend a mandatory attendance activity without acceptable excuse shall be considered to indicate the cadet has no interest in being a member of the corps and the cadet will be interviewed by the Commanding Officer and possible be taken Off Strength. 2) WITHOUT FAIL - ALL personnel will take part in the following parades: Remembrance Day (Sunday before Nov 11 th ) Regimental Parades Annual Inspection of the Unit (usually last Saturday in May) Canada Day Parade (Jul 1 st every year) All other parades as directed by the Commanding Officer Mandatory Training Weekends 4. DUTY PERSONNEL Each parade night the following personnel will be appointed to perform specific duties: A. DUTY OFFICER The corps Duty Officer represents the interests of the Commanding Officer and is deemed to be operating with the blessing and authority of the Commanding Officer. The Duty NCO works directly for the Duty Officer and has specific duties as well as duties that are assigned by the Duty Officer. The Duty NCO is responsible for reporting to the Duty Officer during the opening parade on Wednesday Nights or at the start of Duty during weekend training. The name of the Duty Officer and Duty NCO for Wednesday Nights is posted in routine orders and on the Duty Schedule. Full Job Descriptions and Terms of Reference are provided to all Duty Staff in the Duty NCO and Duty Officer Binders. 1) At the beginning of training, either nightly or exercise, the Duty Officer will brief the Duty NCO on expectations and duties. 2) The Duty Officer will conduct visitors to the Commanding Officer or in his/her absence the Deputy Commanding Officer Page 6 of 21

7 3) The Duty Officer will inspect all facilities before and after their use, and will not release the Duty NCO until facilities have been inspected. 4) The Duty Officer will be responsible for monitoring the activities of cadets throughout their duty. 5) The Duty Officer will monitor all Duty NCO's to ensure taskings are completed correctly. 6) The Duty Officer will act as the staff contact for senior cadets and will deal with problems as they occur. 7) The Duty Officer will complete a Duty Officer's Report at the conclusion of each parade night and will turn in that log to the Commanding Officer. 8) The Duty NCO will perform a building check, ensure that all windows are locked, lights are out, doors are closed, the area is clean and tidy and that no personal possessions or corps equipment are forgotten. Forgotten possessions are to be turned in to the ADM O. 9) Duty Officer is responsible for final security of all equipment, protected files an all entrance s to all offices, rooms and the cadet hall and side door of the legion. 10) The Duty Officer will be the last person to leave the cadet hall and make sure all cadets have been picked up B. DUTY NCO 1) The Duty NCO will report to the Duty Officer for a briefing at the start of the training night and will report again to be released at the end of the night. 2) The Duty NCO will inform the Duty Officer of any unusual occurrences. 3) The Duty NCO will escort guests or visitors who may arrive, to the Duty Officer. 4) The Duty NCO will escort new recruits to the Administration Officer or in that officer's absence to the Commanding Officer. 5) The Duty NCO will give new cadets a tour of the facility and will introduce them to other cadets. 5. UNUSUAL INCIDENTS Any incident deemed to be of an unusual nature is to be reported to the Duty NCO or in that cadet's absence to the Duty Officer. A serious incident DOES NOT require the use of the chain of command and cadets can go straight to an officer. As well as a verbal report a written report must be made and shall be handed to the Duty Officer. A. FIRE 1) Upon discovery of a fire you will notify everyone immediately yelling FIRE, FIRE, FIRE, try to notify an officer or staff member immediately 2) Duty Officer will make sure all personel leave the building and close all doors if possible 3) The Admin O will lock all important documents in the Admin Office and make sure a nominal roll is completed and the CO is informed of attendance 4) Leave the building using the closest door and cadets will form up along the edge of the Regional Road 20 at the Cenotaph Park. 8 6. DRESS & DEPORTMENT A. GENERAL The standard of personal dress appearance and grooming shall be such as to reflect credit on the individual and on the Canadian Cadet Organizations. 1) ALL personnel must wear the uniform of the day on all parade nights, special parades, corps outings, and other times as directed by the Commanding Officer. Combat clothing (FTU) is permitted to be worn, at the discretion of the Commanding Officer. It is the responsibility of all personnel to ensure that they are in possession of items that fit, and are in good repair. Should changes be necessary, cadets shall inform the Supply Officer and make arrangements for replacement. Any cadets requiring exchanges will bring their full uniform in, make the exchange, and change into their uniforms. Cadets that have made exchanges will not be penalized for sloppy uniform. NO CADET SHALL USE KIT EXCHANGE AS A REASON FOR BEING OUT OF UNIFORM. Officers shall visit the Supply Officer to make arrangements for replacement as required. The person to whom they are issued must replace items of kit that become lost due to negligence, or become damaged beyond normal wear and tear. Replacement costs are available from the Supply Officer. Badges shall be sewn on as indicated in the Cadet Dress Regulations found in the Cadet Administration and Training Orders (CATO). A copy of the cadet dress regulations can be viewed in the Administration or Training Office. 2) Cadets will be assessed on their uniform and are expected to maintain a rating of 5 / 10 or higher. Failing to wear a uniform when required is considered to be a 0 on the uniform inspection. Failure to correct uniform problems could result in disciplinary action. Failure to wear the cadet uniform for three consecutive required parades will result in disciplinary action being taken. Note that new uniform items are not to be marked for two weeks after receipt of the item provided it is identified as new when being inspected. 3) ALL ITEMS OF UNIFORM WILL BE CLEARLY MARKED WITH THE CADET'S NAME. B. FIELD TRAINING UNIFORM (FTU S) 1) FTU S/Combat clothing may be worn at the discretion of the Commanding Officer. Cadets wearing combat clothing will be clearly identified as cadets by wearing issued FTUs with cadet headdress. NO Canada flashes of CF Combat Flags will be worn on cadet's combat clothing, as cadets are not members of the Canadian Forces. C. MIXED DRESS 1) Items of uniform, whether issued or purchased, WILL NOT be worn as civilian dress. Mixed dress is NOT permitted, under any circumstances except when authorized by the commanding officer. D. CIVILIAN DRESS 1) From time to time the dress of the day will be civilian clothing. Civilian clothing when worn is required to positively reflect on the Cadet Corps and the Canadian Forces. Ripped clothing, tight or revealing clothing and unusually loud or sloppy clothing is not to be worn. Clothing involving symbolism or symbols of an offensive nature is not to be worn. Chains or other items are not to be dangling off of clothing. Common sense should easily provide the bench mark for the selection of civilian clothing. Remember you are not going to the mall or to school, while with cadets you are representing our organization and are being judged as such. Normal rules for the wearing of Jewelry, Makeup, and Haircuts still apply while in civilian Page 8 of 21

9 clothing. It is HIGHLY ENCOURAGED that cadets wear dress clothing if possible when in civilian clothing. Clothing such as dress pants and collared shirt. E. BERET 1) On Parade nights, your beret will be worn inside buildings, and during movements within and outside of buildings. It may be removed for classes at the discretion of the class instructor. The beret must be worn properly and formed properly. Cadet NCOs are to assist in ensuring all cadets have their headdress on properly. Only the approved cap brass /badges are to be worn. F. JEWELRY 1) Jewelry shall not be warn by cadets in uniform, except wrist watches, ID or Medic Alert bracelets, and rings which are not of a costume jewelry nature. (one ring on each hand only) Female cadets may wear plain gold stud earrings in pierced ears. The earring shall be spherical in shape, and not exceed one-quarter inch in diameter. No other type of earring shall be worn, except that sleepers may be worn while ears are healing after piercing. Only one pair of ear-rings/sleepers may be worn at one time. Male cadets WILL NOT wear earrings. G. MALE HAIRCUTS 1) HAIR - shall be: (See updated dress regulations if needed in regards to religion reasons where this might not be followed) neatly groomed; taper-trimmed at the back, at the sides, and above the ears to blend with the hair style (a straight cut at the nape of the neck is permissible when this tapered appearance is maintained); and styled in such a manner that it does not interfere with the proper wearing of any military headdress. 2) SIDEBURNS - shall: not extend below the point where the top of the ear lobe joins the face; be squared off in a horizontal line at the bottom edge; and be taper-trimmed to conform to the overall hair style and of even width. 3) MUSTACHES - Mustaches may be worn in accordance with conditions set out below; otherwise the face shall be clean-shaven. Mustaches shall: be kept neatly trimmed; must be grown in already and not in progress unless you are growing a mustache for a charity function (MUST BE DISCUSSED WITH COMMANDING OFFICER FIRST) not extend below the corners of the mouth, nor shall the unshaven portion of the face extend beyond the corners of the mouth; and the commanding officers shall establish uniformity of length of mustache 4) BEARDS - the wearing of a beard is not authorized for corps cadets unless for medical or religious reasons that must be approved through the chain of command. 10 H. FEMALE HAIR & MAKE UP See up to date dress regulations for complete details 1) Hair shall be kept neat and well groomed and shall not extend below the lower edge of the jacket collar. A growing out period may be granted by the senior female officer of the unit with the CO approval. Varying hairstyles, straight or curled, are permitted within these limits, but exaggerated or bizarre styles, including those with excessive fullness or extreme heights are not authorized. In no case shall the bulk of the hair interfere with the proper wearing or military headdress. Hair ornaments shall not be worn. Bobby pins, hairpins, and similar items used to secure the hair shall not be visible. (No colored elastics etc ) 2) When wearing the uniform, make-up shall be applied conservatively. This precludes the use of false eyelashes, heavy eyeliner, brightly colored eye shadow, colored nail polish, and excessive facial make-up. Makeup must be natural looking. Failure to do so may result in removing the makeup or being sent home and being marked absent. I. WHEN TRAVELING: 1) When traveling, to and from camps or courses, cadets shall wear their cadet uniform unless told otherwise. J. CADETS SHALL WEAR UNIFORM WHEN; 1) attending training or proceeding to or from place of training; and 2) Attending ceremonies or functions at which the wearing of uniform is appropriate and authorized. K. DRESS REGULATIONS 1) It is the responsibility of every cadet to be familiar with the cadet dress regulations and to be able to recognize the various forms of dress by their order of dress as outlined in the cadet dress regulations. 2) Ascots are authorized for wear by Senior Cadets only. Ascots once issued are to be worn as a substitute for a tie when authorized to do so. 3) Mess Dinner dress for Senior Cadets shall be white shirt and bow tie with the normal cadet uniform or the normal cadet uniform. 4) The use of a pace stick is authorized for the Cadet RSM. The use of a drill cane is authorized for the Corps Sergeant Major and the Cadet Cadet Platoon Warrants/ Cadet Platoon Commanders as ordered by the Training Officer. 5) No drill canes or pace sticks shall be used by any appointment below that of Platoon Warrant Officer/Pl Commanders unless during scheduled drill periods of instruction. L. DEPORTMENT 1) The Chain of Command will be used at all times. 2) Cadets are expected to conduct themselves as model Canadian Citizens at all times so as to reflect credit on the individual and on the Canadian Cadet Organizations. 3) Foul language, abuse, fighting, insolence, and rudeness will not be tolerated. 4) NCO's are responsible for the deportment of those under their command. 11 5) Proper manners will be demonstrated at all times to those of superior rank, subordinate rank, acquaintances, and to strangers alike, by ALL personnel. 6) Cadets shall not touch the property of others without permission. 7) Cadets will ensure that they have all of their belongings with them before leaving the building. 8) All personnel will follow the posted timetable. Exceptions may only be granted at the discretion of the Training or Commanding Officer. 9) Senior and Junior NCO's will at all times maintain an exemplary deportment - AT NO TIME will excessive shouting, threatening, or ridicule be acceptable. 10) Discipline problems of a serious nature, or on-going discipline problems will be reported to the Training Officer, utilizing the Chain-of-Command. 11) Fraternization between personnel of the opposite sex or same sex is not allowed at any time during Unit activities. The "Arms-Length-Plus-One-Inch" rule will be strictly and rigidly enforced. 12) All movements from place to place will be conducted as a group and at the quick march. All military courtesies will be paid at all times. 13) Chewing gum, slouching, sauntering, hands in pockets, smoking, walking arm in arm, and similar deportment which detracts from a military appearance in the eyes of the public is unacceptable for cadets in uniform. 14) Cadet Discipline will be IAW CATO Procedural Fairness will be followed as per the CATO. The cadet will adhere to the Cadet Code of Conduct. Violation of the code may result in disciplinary or administrative actions. 7. DRUGS AND ALCOHOL A. SMOKING 1) No smoking is permitted at all. Any cadet who is caught smoking will only be given 1 written warning if caught a second will result in a meeting with the CO and appropriate action taken at the discretion of the CO. 2) Staff members who choose to smoke may do so provided it is out of sight of cadets in designated smoking areas. Such smoking does not leave cadets unsupervised and smoking must only occur on scheduled approved breaks. B. ALCOHOLIC BEVERAGES 1) Alcoholic beverages are NOT permitted at any cadet activity. It is illegal for anyone of cadet age to consume alcoholic beverages. To do so means that the cadet is breaking the laws of the Province of Ontario, and contravening a direct order of the Commanding Officer. No cadet shall be found in licensed premises for any reason, when that cadet is in uniform. Any cadet found to be in possession of alcohol or to have been drinking alcohol shall be removed from the corps immediately. 2) No staff member will provide alcoholic beverages to a cadet during cadet time or outside of cadets. Doing so is an offence under Ontario Law and any reported incident shall be passed on to Provincial authorities. Staff will not be permitted to be in possession of or to be under the influence of alcohol in the presence of cadets at cadet functions. Page 11 of 21

12 C. DRUGS 8. DISCIPLINE Reference: CRCO ) Possession or use of illegal drugs will not be tolerated. Should a situation involving cadets develop where it is suspected that drugs are involved CRCO 1526 shall be referred to as soon as possible the following action, based on CRCO 1526, will be taken by corps staff: 2) An investigation will be started where names of individual(s) concerned will be obtained and any "evidence" will be secured. Police and Parent/Guardian will be notified, and police will conduct the investigation. Military Police will be contacted if on DND property. 3) The Region Cadet Detachment London will be advised at the first opportunity. Significant Incident Report may be issued by detachment if deemed necessary and the chain of command informed by detachment. 4) Any possible media attention must be directed to the Public Affairs Officer for the Detachment or Region. Cadets or staff is not to answer media questions but politely refer them to the PAO. Social Media shall be monitored by staff and the PAO. Cadets and Staff are asked not to post about significant incidents on social media. 5) The cadet will be suspended from training until the outcome of the investigation is determined. 6) The parent/guardians will be advised of the incident by the Commanding Officer in accordance with the reference. 7) In the event of a police investigation at the corps the Commanding Officer will be present at all questioning of individuals under the age of 16 along with the parent/guardian of the cadet or the parent/guardian approved designate. A. GENERAL 1) Due to the relationship the Army Cadet movement has with the Department of National Defence a high standard of discipline will be maintained at all times by all cadets. Cadets who fail to meet this standard may be required to perform necessary tasking in lieu of other more favorable activities. Cadets will carry out these tasking when ordered to do so by a superior. Cadets who fail to carry out such tasking, or are acting in a manner not in accordance with the implied conditions of membership in an Army Cadet Corps. These cadets will be required to meet with a staff member and explain their actions and will be counseled on how to improve their level of discipline. Cadets who will not take guidance will be struck off strength. 2) Appeal of unfair treatment by a superior cadet may be reported to the Unit Cadet Conflict Management Advisor (UCCMA) for further action. 3) CATO will be followed for disciplinary measures and procedural fairness. B. PERFORMANCE EVALUATION SYSTEM 1) The corps CHIT System is designed to provide a written record of specific incidents to allow staff to determine what cadets are deserving of promotions and appointments at the cadet corps. CHIT s record the following: Discipline problems Page 12 of 21

13 Exceptional performance / initiative Task performance 2) There are three types of chits: Adverse Chits (Red): are issued by Sergeants and above to record discipline problems. Effective Chits (Blue): are issued by Master Corporals and above to record exceptional performance / initiative shown by a cadet. Leadership Tasking Chits (Black): are used to record performance during leadership taskings and use both sides of the Chit Form. 3) All chits are to be handed in to the Senior Cadet on site at the training location who will determine if the chit is valid and will forward valid chits directly to the Training Officer, DCO or CO. 4) Documentation for discipline under CATO will be used by the Commanding Officer if he/she feels the situation requires this documentation. If this documentation is used, parent guardian notification and detachment notification must happen immediately. Interview Forms, Cautionary can be issued by Officers Only, Written Warnings will be issued and used by the Commanding Officer ONLY and forwarded to the detachment. These forms stay on the cadet files at detachment and RCSU Central. RCSU and Detachment will determine suspension or other disciplinary and administrative actions. (such as withholding promotions, withholding summer camp, or even suspension/expel from the corps or the cadet program) C. VERBAL & WRITTEN WARNINGS 1) A copy of the verbal and written warnings will be forwarded to the parents or guardians of the cadet involved. 2) At the discretion of the CO, DCO or the Training Officer a Verbal Warning will be issued to cadet who have received three chits for the same type of discipline. (Verbal warnings are considered Interview form, or cautionary notice) In the case of Senior Cadets a Verbal Warning may be issued for less than three chits. Verbal Warnings shall be recorded using the Interview Form or Cautionary Notice form found in CATO 15-22, which shall be placed in the cadets permanent record with a copy mailed to the cadets guardian and to detachment ACO and Det Commander. 3) Following the issue of a Verbal Warning (Interview Sheet/Cautionary Notice) the CO, DCO or the Training Officer shall monitor the cadet to ensure corrective action is being taken. If the cadet does not wish to correct inappropriate behavior a Written Warning shall be issued by the Commanding Officer ONLY. Written Warnings shall be recorded using the Written Warning Form found in CATO 15-22, which shall be place in the cadets permanent record with a copy mailed to the cadets guardian and detachment. Detachment will inform the CO of possible disciplinary and administrative actions. 4) Senior NCM's (Sgt+) who receive a chit for failure to perform their duties will be counseled by the CO, DCO or Training Officer. Any Senior NCM who receives three chits for failure to perform their duties will receive an automatic six-month delay in their next promotion and may be removed from their appointed position. Further disciplinary action may be taken if deemed necessary. (ie: cautionary or written warnings) D. DISCIPLINE VS ABUSE 1) Senior cadets must be aware of their responsibility to provide moral guidance as well as to discipline cadets in an appropriate manner. Abusive leaders have a mistaken understanding of discipline. They confuse discipline with control and may become abusive when a cadet is disobedient or fails to meet Page 13 of 21

14 demands. The punishment is to make the youth "shape up". Below a comparative chart reviews the principles of discipline as set out in the Positive Social Relations in Youth (PSRY) Program. UNIT CADET CONFLICT MANAGEMENT ADVISOR 1) Every Cadet Corps has an appointed Unit Cadet Conflict Management Advisor (UCCMA) who has been trained by the Canadian Forces on how to deal with Harassment and Conflict Management. These staff members are available for consultation regarding any issues of harassment or abuse inside or outside of the cadet corps. The name of the UCCMA Officer is published in Routine Orders. 613 tries to keep one male officer and one female officer appointed in this role in order to ensure cadets are more comfortable approaching an officer of either sex. 2) Any cadet may talk to the UCCMA at any time without going through the chain of command. F. PROCUDURES FOR DISCIPLINING 1) Proper procedures for disciplining a cadet are important. Refer to Annex A of CATO for recommendations on how to discipline cadets. 2) Determine if the incident was serious enough to be dealt with at a higher level or if you can deal with the incident. Decide if you need to discipline the cadet or if the cadet did not understand their responsibilities and you simply need to deal with the cadet by educating the cadet. 3) In all but minor cases of discipline problems a staff member should be consulted to ensure that proper discipline is being administered. Where a staff member cannot be consulted prior to the discipline session you should bring the completed chit to the staff member following the discipline session and outline what the incident was and what action you took. The staff member will report the discipline to the CO. 4) Ensure you clearly identify to the cadet what the cadet did wrong and why it was wrong. 5) Outline the action you are taking and clearly relate it to the original disciple problem. 15 For example, if the cadet is disruptive during classes, have the cadet clean the classroom following the class. If the cadet does not want to participate in an activity then assign extra duties during the activity. If the cadet talks on parade and disrupts a drill period then give the cadet extra drill during break. Do not discipline a cadet in some way unrelated to the problem. If a cadet is out of uniform for the third time it is not acceptable to make them do push ups. Also do not over discipline. Before you discipline the cadet consider how you would want to be dealt with if you had made the same mistake as the cadet you are disciplining. Outline what action is required in the future to correct the cadet's disciplinary problem and avoid disciplining. Directly supervise all discipline you administer. Following the discipline debrief the cadet, compliment them on doing a good job and ensure they understand that the incident is closed and will go no further. Document the incident on a chit form and include the disciplinary action you took. Where repeated problems are occurring, pass the situation up the chain of command. 9. PROMOTION A. GENERAL This corps operates on the MERIT SYSTEM. Cadets will advance only when they deserve it, provided that a suitable vacancy exists. Corps staff and corps cadets, through the Chain of Command, may recommend promotions. Cadets may be promoted outside of the regularly scheduled promotion periods should the Commanding Officer deem it necessary. It is important that cadets and staff document issues (positive or negative) regarding cadets, so that when it comes time to review cadets for promotion, we have adequate documentation to support the promotion or not. B. CRITERIA In considering a cadet for promotion the following attributes will be considered: 1) Leadership ability. 2) Lead by setting a good personal example for others to follow. 3) Get to know the cadets in their charge and look after their welfare. 4) Develop the leadership potential from among the cadets in their charge. 5) Make sound and timely decisions. 6) Train the cadets in their charge to work together as a team to complete a task 7) Communicate ideas and thoughts clearly 8) Keep the cadets in their charge informed of all activities and developments as they happen. 9) Recognize personal strengths and weaknesses and tries to improve the weaknesses. 10) Treats the cadet as they would like to be treated. 16 11) Personal drill and quality of dress 12) Performance during LHQ and Summer Camp Training 13) Reliability and Initiative 14) A demonstrated interest in the Cadet Corps 15) Consistency of performance 16) 75 % Attendance over the past 4 months C. CORPS PROMOTION SELECTION 1) Cadets shall be considered for promotion twice over the course of the training year. These times are: Following summer camps once summer camp course reports have been received. Prior to the Annual Inspection following completion of the corps LHQ Star Training Level. 2) The staff shall review the promotion criteria prior to discussions of promotion. Each cadet will then be reviewed against the promotion criteria to determine suitability for promotion. 3) Promotions for MWO and CWO- a promotion board will be formed and interviews will be conducted as per the national promotion criteria D. MOVEMENTS 1) INDIVIDUALS - all personnel who find it necessary to move from one instructional area to another, will do so by marching smartly, in double file, as space permits. 2) PLATOONS OR SECTIONS - Platoons or sections while being moved from one area to another will be marched in proper formation, observing all aspects of proper movement. Movements of Platoons or Sections on a public road will require the use of pointers and pointer vests. These vests are available from the Supply Office. E. COURTESY 1) All cadets will address all Commissioned Officers and Staff as "SIR or MA AM". 2) Compliments (Salute) is required when wearing headdress and encountering an Officer. 3) Cadets entering any Office will come to attention and ask permission to enter before entering any office. 4) Senior NCO's and Civilian Instructors are NOT saluted, but rather are addressed in a courteous manner. 5) Cadets are to be current with regulations regarding when to engage in military courtesies. 6) Cadet ranks are to be addressed in the same way as militia and Regular Force Members of the same rank. 17 F. CELL PHONES, IPADS, IPODS AND OTHER ELECTRONIC ITEMS and SOCIAL MEDIA 10. FEES 1) Cell phones, IPADS, IPODS and other electronic devices and music players present problems with communication and are inappropriate during most cadet activities and as a result are prohibited except to be used for note taking/announcements. During bus travel and while waiting for relays in the holding area at the corps indoor range the use of electronic music players are permitted for use with approval from the most senior officer present. 2) Cadets are reminded to not post inappropriate images or texts on social media. Cyber-bullying, and inappropriate messaging/texting will not be tolerated, cadets will be disciplined accordingly. Cadets are reminded that what you post on social media it is in the public eye. Be smart about what you post. 3) Cadets are to be reminded that CF members/staff will not be befriend you on social media (i.e. Facebook) so please do not send them facebook friend requests. Cadets are also reminded that the use of Facebook in general or the use of the Cadet Corps Facebook page is not to be used as a way to communicate with your chain of command. Please contact your platoon commander/chain of command via phone calls, texts or if required. 4) The cadet corps assumes NO responsibility for lost or damaged electronic music players and reserves the right to ask cadets to stop using such items any time corps staff or senior cadets feel that the item distracts from the duties at hand, or are providing a disturbance to others, or at any other such time as corps staff or senior cadets feel that the use of such a item is unacceptable. 5) Any cadet with learning disabilities or communication difficulties will have special permission to use electronic devises on a case by case basis with parent/guardian and CO approval. A. TRAINING FEES 1) Over the past decade the requirement for fees to be charged to the cadet for cadet activities has been avoided. This may change in the near future but for now Army Cadets have been able to avoid annual fees. The reality of the funding available to cadet corps requires that some optional activities involve the charging of a fee to cover some of the cost of the activity. 2) The following activities will be available to cadets at no cost: Detachment Supported Training The corps LHQ program as set out by NDHQ The use of the corps range Community support activities and parades The corps Mess Dinner NCO Leadership Training Weekends Unfunded corps exercises where the subject matter directly relates to the mandatory cadet program First aid training Annual review parade preparation and the Annual Review Parade. 18 3) The support committee will allocate some training activities as being activities to be partially funded by the cadets during the setting of the corps annual budget. Cadets shall normally be expected to pay roughly ½ of the cost of partially cadet funded activities. This amount, however, is simply a guideline and will be determined by the Commanding Officer. 4) Where a cadet is unable to attend an activity due to financial hardship that cadet or a staff member may request that the fee be waived. The Commanding Officer shall be the only approving authority for such a request. 5) Some optional training and trips may cost money. The cadet corps will do its best to provide low cost options, and or fundraising opportunity to assist with funding. This is why cadets are encouraged to partake in events such as tag days and chocolate bar sales because that money helps offset the cost of a lot of optional training. B. UNIFORM ISSUE FEES 1) The unit will purchase your first nametag. There will be a small fee to go towards the purchase of a new nametag. Approximately $7.50 each. 11. INDOOR RANGE USE A. During corps use of indoor range facilities the following rules apply: 1) Cadets not being utilized during a relay will remain outside the range and will be supervised by the senior cadet present. 2) Personal are reminded that ranges have some lead concentrations and should ensure they practice diligent hygiene practices including the use of dedicated clothing while on the range which should be washed before it's next use. 3) No food or drink is permitted on the range. 4) All garbage is to be removed from the range and all lights and fans are to be turned off following the range practice. 5) Please refer to range standing orders for further details. 6) A range will only be conducted with a qualified Range Safety Officer (RSO) present on the range. 20 ANNEX A - YEARLY TRAINING DIRECTION 1. Annually the commanding officer will issue direction to the Training Officer to indicate the overall plan for LHQ training in the following year. This will normally be undertaken by April 1 of the previous year thus giving the training staff time to evaluate the plan and make suggestions for amendments prior to executing it. 2. The following are Standard Operating Procedures for the corps and are designed to provide direction to the training staff while providing consistency from year to year. a. This corps will participate in all area activities and will prioritize participation in these activities over activities planned by this corps provided corps bookings are flexible enough to be changed. b. This corps will hold two tagging weekends. These dates will be set by the Commanding Officer. The Training Officer is the OPI for all Tag Days, although all staff is expected to attend. c. This corps will hold an Annual Review Parade with a date to be selected NLT September. On the Annual Review Parade a minimum of three demonstrations will be conducted. An additional static display area will be set up and manned following the parade. d. The corps will hold physical fitness activities. The corps Training Officer will set out the scope and objective of these sports activities. All cadets will be tested a minimum of once a year in the Cadet Fitness Award Program. e. This corps will continue the practice of supplying members for militia training provided these training opportunities are available to this corps. Cadets will be accompanied by a member of the training staff for all exercises and will not attend an exercise unless the Commanding Officer has been provided with an operations order, or equivalent, outlining that activity a minimum of two weeks prior to the activity. f. Optional training will be integrated into the LHQ training program throughout the year and will be designed to stimulate an interest in our Affiliated Unit. This training should be conducted one training night a month if possible. g. Citizenship activities will be undertaken from time to time and will be the responsibility of the Administrative Office. The exception to this policy will be Citizenship activities undertaken to fulfill the requirements of the LHQ training program. h. Guest speakers and videos will be utilized whenever possible to provide more interest in the program. i. A member of the Training Staff will be appointed by the Training Officer to act as Drill Officer and will be responsible for all aspects of corps drill and will ensure that it adheres to CFP 201 wherever practical. j. This corps will participate in all Legion activities, Remembrance Day, Poppy Drives; the corps will supply a flag part for all Legion general meetings, etc... Activities as available. k. Corps weekend and one day exercises will be undertaken by the corps in support of the LHQ training program and Optional training. An OPI for all training exercises will be assigned by the Training Officer. A minimum of four and a maximum of six weekend exercises will be conducted. l. The last corps exercise for the training year will normally be held on the weekend following the annual inspection and will be an Optional Training Exercise. An operations order will be distributed a minimum of three weeks prior to every corps exercise. A briefing for corps exercises will take place a minimum of two weeks prior to all corps exercises. 21 ANNEX A - YEARLY TRAINING DIRECTION (CONT ) m. A yearly training calendar for the corps will be set up by the Training Officer during a meeting with all Training Staff and other corps staff who wishes to attend. The results of this meeting will be made available to all staff no later than 30 May and shall include specific objectives for all training activities/exercises and a draft budget for corps exercises. Once completed that calendar will be forwarded to RCSU London in the form of the CUTP NLT the deadline sent out by detachment. n. All corps facility bookings will be the responsibility of the Training Officer with carbon copy forwarded to the Administration Officer for filing. All corps transport bookings will be tasked to a Transportation Officer to be appointed from the Training Staff by the Training Officer. All transport requests will be kept on file in the Training Office. o. The Supply Officer prior to submission shall approve all requests for Equipment. All requests for militia manpower support will be submitted through the Commanding Officer. p. The corps Training Officer will be responsible for setting up a proposed budget to be submitted to the Commanding Officer in May of the year prior. All requests for funding will be forwarded to the Commanding Officer in advance of requirement. q. Dress for cadet activities will be in accordance with corps SOP's. Changes to dress will be approved by the Commanding Officer and all corps staff will be advised prior to the activity. r. Training Staff are encouraged to attend a land MOC course (RSO, Abseil, Etc...) during the training year. Officer training is prioritized over corps training. ANNEX B - ORDER OF DRESS DURING TRAINING The following policy shall act as a guideline for the dress of cadets and staff while under training. Dress may take three forms, summer dress, winter dress and FTU (combats). The changing between these three forms of dress shall follow the dress regulations. Instructions are received from RCSU London as to when winter and summer dress switches over. It is usually in conjunction with the time change in the spring and fall. Civilian instructors are to wear a similar form of dress to the military dress worn, i.e. Dress pants and collared shirt or ACL golf shirt and look professional. 1. Dress for the Commanding Officers Parade and other formal parades shall be full dress uniform. 2. Dress for an administration event shall be combats (FTU) or appropriate civilians. 3. Dress for a classroom training activity shall be the dress of the day for staff and cadets. 4. Dress for a practical or field period of instruction shall be combats (FTU). 5. Dress for a field training exercise and range use shall be combats (FTU). 6. Dress for a sports activity shall be sports gear. It is the responsibility of the corps Training Officer to monitor and amend training dress and to ensure all staff is advised of training dress. Page 21 of 21
