1 OFFICE OF THE COMMANDANT THE CITADEL CHARLESTON, SOUTH CAROLINA GENERAL ORDER 1 July 2012 NO. 1 CADET INTERIOR GUARD 1. GENERAL. The Cadet Regimental Interior Guard (Cadet Interior Guard) is detailed to assist the chain of command, and public safety, in the protection of property and the enforcement of specific cadet regulations. The Regimental Commander is responsible to the Commandant of Cadets for the overall operation of the Cadet Interior Guard. Battalion Commanders are responsible for the interior guard within their own areas. Company Commanders of the units furnishing personnel for guard duty are responsible to ensure their cadets are qualified for duty. On a rotating basis within each Battalion, each company (except Band Company) is responsible for Cadet Interior Guard requirements. Members of the assigned Guard Company in each Battalion fill those guard positions for their respective 48/72-hour period of responsibility. Officer of the Day (OD/Junior Officer of the Day (JOD) and Campus Gate Guards, are detailed separately, but fill the same 48/72-hour period of responsibility as Battalion Guards. Company guard duty responsibilities commence with Guard Mount and terminate when properly relieved. Guard Duty and Guard Mount take precedence over all regularly scheduled duties except scheduled tests and examinations. General Instructions and Specific Responsibilities for the conduct of cadet guard are detailed within the annexes and appendixes in this SOP. 2. PURPOSE. To prescribe the regulations and policies of The Citadel Regimental Interior Guard. 3. MISSION OF THE GUARD. A guard of cadets will be maintained at each barracks at all times when the Corps of Cadets is present. The mission of the guard is to: provide security; help maintain a continuous state of area cleanliness within and around each barracks; enforce cadet and college regulations; report violations; and carry out all orders of duly constituted authority. United States Army regulations regarding interior guard duty, as modified by the Commandant, shall govern. 4. COMPOSITION OF THE GUARD. The following constitutes the guard to be mounted daily unless otherwise instructed by the Commandant or Command Sergeant Major: (listed cadet ranks are the minimum required) Number Position Tour of Duty Cadet Rank 1 Regt. Cadets will fill positions on guard in accordance with their rank/academic class. b. 4 th Class Cadets will not be assigned to guard until second semester. c. All members of the Regimental Band, except an assigned bugler, are excused from guard duty. The Bugler of the Guard will attend all classes. d. Rosters: (1) Daily Guard Rosters will be reported on CC Form 12 (2) The Regimental Adjutant will detail the Staff Duty Officer. (3) The Regimental Band First Sergeant will detail the Bugler of the Guard. (4) The Battalion Adjutant will detail the units for Guard within each Battalion. Guards will come from the company assigned guard duty and will be detailed by the Company XO and First Sergeant. (5) The Regimental Provost Marshal will publish the rotation of companies responsible for performing OD/JOD and Gate Guard duty. e. Tours of Duty: The normal guard tour of duty begins with guard mount, and terminates at guard mount the following day. Formal guard mount is held on Monday and Wednesday (at 1610) and Friday (at 1510). Informal guard mount is held on Tuesday and Thursday (at 1610) and on Saturday and Sunday (at 1200). 2
3 5. GENERAL INSTRUCTIONS AND RESPONSIBILITIES. a. Regimental Commander. Exercises direct command and control of the Corps of Cadets, and has overall responsibility to the Commandant for the appearance, discipline, and training of the Corps. Has a 24-Hour cadet guard to assist in executing specified functions. b. Regimental Provost Marshal. Responsible to the Regimental Commander for the proper execution and function of the cadet guard. Ensures all resources are present and functional in order for the guard to perform its mission and for the overall maintenance of the guardrooms in coordination with the Regimental Supply Officer. Conducts a daily inspection of the all guards to ensure guard is being performed to standard. Regimental Executive Officer and/or Provost Marshal will conduct the transition briefing of ODs/JODs prior to their being posted, and certify they are prepared. Battalion Provost Marshals are responsible for the transition briefs of the cadet guard within their battalions. The Regimental Provost Marshal and Battalion Provost Marshals conduct daily inspections of barracks guardrooms. The Regimental Provost Marshal also is responsible for the daily inspection of all campus entrance guard shacks. c. Regimental Adjutant. Responsible for the preparation of all regimental guard rosters, and administrative assistance to the Commandant s Sergeant Major for the guard. Publishes a roster of OD/JOD unit dates at the beginning of the semester. d. Battalion Commanders. Responsible for the performance of the cadet guard assigned to their battalions. Ensure a complete battalion guard is mounted and all members on guard are thoroughly familiar with their assigned duties. Battalion Adjutant has responsibility of detailing units within the Battalion for Guard. Battalion Provost Marshal has staff responsibility for the Battalion Guard Mount, supervision of cadet guard and daily inspection of guard rooms. e. Cadets detailed for guard will familiarize themselves with their duties as prescribed in all official instructions relating to guard and particularly the guard orders. Members of the guard will report all violations that come to their knowledge. Cadets on guard will conform to all regulations. One cadet rank holder (OG, SG, and/or CG) must be present at all times, in the sallyport, to ensure cadets departing/entering are in the proper uniform and only authorized personnel are entering the barracks. The OG, SG, or CG will be in the main sallyport any time the gate is unlocked. The OG is responsible for ensuring a high and constant state of cleanliness is maintained in and around the barracks, especially the guardroom and main sallyport. The PG (second semester) is the orderly and will assist upperclass members of the guard in performance of guard duties. f. The guard on duty in the sallyport will inspect all suitcases/packages of cadets entering and departing the barracks during periods of General Leave for weapons, alcohol, and/or other contraband. 3
4 g. The guard on duty in the sallyport will challenge individual cadets attempting to remove a Citadel rifle from the barracks. The guard will call the Commandant s Sergeant Major s office for approval and annotate the Officer of the Guard s journal with the cadet s name, time, rifle number, and destination. No weapons will be removed by individual cadets after duty hours. h. Cadets will not exchange guard duty or portions of guard duty without written Chain of Command approval. Approval will be annotated in the OG log. 6. PERSONAL MESSAGES AND PARCELS HANDLED BY THE GUARD. a. Special Delivery letters and express parcels which require receipt for delivery, and which arrive when post office employees are not available, may be signed for by the guard and their arrival noted on the Officer of the Guard s journal. Items shall be delivered by the guard to the addressee and his receipt obtained in writing. b. When express packages or other parcels not requiring receipt for delivery are delivered to barracks, they shall be placed in the guardroom and the addressee notified promptly by the guard of their arrival. The addressee shall obtain the parcels without delay. The guard shall use care to insure prompt and accurate delivery, but delivery in such cases is at the addressee s risk. 7. OFFICIAL MESSAGES DELIVERED BY THE GUARD. Official messages from the guard to cadets shall be placed on the door of the appropriate cadet. Cadets returning to their room shall react to official messages without delay and in an appropriate manner. 8. GUARDROOM TELEPHONES. The guardroom telephones will be used for official business only. When a private call comes over the official telephone, the name and phone number of the calling party will be taken by the guard and the cadet will be notified so he/she may return the call. If the caller is attempting to contact an upperclassman, or secondsemester freshman, the guard may provide the appropriate phone number to the caller. 9. ABSENCE FROM CLASS. a. All members of the guard are directed to attend classes when their guard schedule permits and under no circumstance miss more than four classes per semester due to guard duty. b. Members of the guard will not be absent from scheduled tests or labs. c. A minimum of one upper class member of the guard will always be present at the main Sallyport. 4
5 d. Fourth Class cadets have priority regarding class attendance, once they begin pulling guard in second semester. 10. SECURITY. a. Barracks security is everyone s responsibility in order to safeguard military weapons, college, and personal property. It is the primary responsibility of the barracks guard and chain of command to ensure that proper security is maintained at all times. The Functions and Procedures Manual addresses security procedures. b. Cadets will challenge any and all visitors in barracks who are not under cadet escort or wearing proper identification badges, and any person who is acting in a suspicious manner. c. Loss or theft of items will be reported immediately through the Chain of Command to the Battalion Provost Marshal (if available), who will notify the Regimental Provost Marshall, who is responsible for notifying Public Safety. If the Chain of Command is not available, notify the Officer in Charge, who will notify Public Safety. 11. AREAS OF SPECIAL INTEREST. a. Tours of Duty: The normal guard tour of duty for a cadet company in each Battalion is 48 hours for weekdays and 72 hours for weekends. b. Uniform and Appearance: The guard will present an exemplary appearance at all times and their conduct will evidence the highest sense of duty, honor and efficiency. The guard team will be in the uniform designated by the Training Schedule or announcement. (1) Members of the cadet guard will routinely dress in the designated uniform of the day. (a) DUTY UNIFORM: Duty uniform with name tag, white gloves, white waist belt, and white garrison cover. OD, JOD, and OGs wear sword belt and sword. (b) ACU/BDU: ACU/BDU with white gloves, white waist belt and appropriate cover for the uniform. OD, JOD, and OGs wear sword belt and sword. (c) SUMMER LEAVE UNIFORM: Summer Leave with name tag, white gloves, white waist belt, and white garrison cover. OD, JOD, and OGs wear sword belt and sword. (d) DRESS UNIFORM: Dress uniform with white gloves, white waist belt, and white garrison cover. OD, JOD, and OGs wear sword belt and sword. Cadets authorized to wear sashes will wear same. (e) DRESS WHITE UNIFORM: Dress White uniform with white gloves, white waist belt, and white garrison cover. OD, JOD, and OGs wear sword belt and sword. Cadets authorized to wear sashes wear same. (f) FULL DRESS UNIFORM: Full dress uniform with white gloves, white waist belt, and white garrison cover. OD, JOD, and OGs wear sword sling and sword. Cadets authorized to wear sashes will wear same. 5
6 (2) Members of the cadet guard serving at designated entrance gates to the campus will wear reflective vests during periods of reduced visibility. c. Arm Brassard: (1) Colors for brassards are: orange for SDO; purple for the Battalion Staff Duty Officer; red for OD; green for JOD. (2) Brassards will be worn neatly on the upper left arm around the sleeve of the shirt or blouse. Each designated member of the guard listed above will pass on the arm brassard to their respective relief. d. Inspections: (1) All cadets on guard will maintain their rooms prepared for inspection at all required times. (2) For Friday Afternoon and/or Saturday Morning Inspections, guards will form in front of their respective guardrooms and will be inspected by the Battalion TAC or designated representative. (3) Sallyports/Guardrooms will be kept clean and orderly at all times. All personnel on guard will come to attention and the senior member of the guard will report when an officer enters the area. Battalion Provost Marshals are responsible for monitoring the state of police. e. Meals: The SDO, OD and JOD will eat all meals at the Regimental mess. Other guard members will eat at their regular messes at times designated by their OG. f. Noise: The guard will be responsible to ensure radio/tv and stereo noise levels cannot be heard outside a cadet s room. There will be no radios/tvs/dvds or other music devices in or around the sallyport/guardroom. g. Entrance to Barracks: No civilians, including Physical Plant workers, will enter barracks without first checking with the OG, SG, or CG on duty. Civilians, including day students, graduates, parents, alumni, etc. will not enter the barracks without permission of the President or Commandant s Office. Physical Plant and contract cleaning personnel will display badges and notify OG, SG, or CG on duty of the location where they will be working. 12. GUARD ORDERS. All cadets are required to memorize, understand and comply with the following general orders: a. General Orders: (1) I will guard everything within the limits of my post and quit my post only when properly relieved. (2) I will obey my special orders and perform all my duties in a military manner. 6
7 (3) I will report violations of my special orders, emergencies, and anything not covered in my instructions, to the commander of the relief. b. Special Orders: Special Orders cover specific duties of each member of the guard. See Annexes for details. c. When an inspecting officer asks a member of the guard, What are your orders? the proper answer is: Sir, my orders are of two classes, general and special. My general orders are, number one: I will guard everything within the limits of my post and quit my post only when properly relieved. Number two and the cadet continues to recite the general orders until he/she is stopped by the officer or until he/she has recited all of the general orders. d. Members of the guard should be able to answer any question(s) pertaining to the special orders for their post. BY ORDER OF THE COMMANDANT: Command Sergeant Major Annex: A.
