2 INTRODUCTION This module is intended to provide you with an understanding of the respective duties and responsibilities of Cadets and Divisional Offices. RATIONALE By understanding the role of Cadets and Divisional Officers and the responsibilities of those positions you will, when you are assigned a division, be more CONFIDENT and EAGER to assume said responsibilities. 3 THE PRIMARY DUTY OF ALL NAVY LEAGUE OFFICERS IS THE WELL BEING AND SAFETY OF THE CADETS IN THEIR CHARGE. THE DIVISIONAL SYSTEM Since the days of Lord Nelson and before, the Navy has prided itself on being just. Gradually, over the years and the centuries, a system has been worked out to allow sailors to exercise their rights and liberties. This system is called the "Divisional System". In the Navy League this Divisional System is also followed. In the Divisional System, cadets are divided into groups. Unlike the regular Navy, these cadets may not necessarily attend the same classes together but when assigned duties, each member of the division must share the work equally. To guide this group of cadets, or division, and sometimes but not always, to supervise its duties, there is a Divisional Petty Officer (DPO) and a Divisional Officer (DO). These people are the links between the cadets in the division and the other authorities in the Corps. If a member of the division has a problem or needs guidance or has a request, he first goes to the Divisional Petty Officer. However, certain requests or problems may be beyond the powers or knowledge of the Divisional Petty Officer. In these cases, the cadet is brought before his Divisional Officer. If the Divisional Officer cannot solve the problem or grant the cadet's request, he will take the cadet before the Executive Officer, who in turn brings the cadet before the Commanding Officer. It is easily seen that any cadet has the right to take a matter to the highest authority if it is necessary to solve the problem. All matters must start with the Divisional Petty Officer. DIVISIONAL OFFICERS The Corps Divisional Officers shall be responsible to the Commanding Officer through the Executive Officer for all assigned duties. Divisional Officers shall be responsible for: 1) Providing guidance, discipline and leadership through close supervision for the welfare and personal development of the cadets in their division; 2) Generating enthusiasm and pride in their divisions and corps by emphasizing the following: 3) a) general neatness in appearance and care of uniforms b) manners, marks of respect and response to orders c) smartness in drill d) participation in extra parades and corps activities e) discipline and understanding why it is important f) teamwork
4 3) Ensuring a thorough knowledge of Ship's routine with respect to the following: a) POOD's and Quarterdeck personnel b) OOD's duties and responsibilities c) Requestmen and Defaulters d) Ceremonial Division and Parades e) Fire regulations and fire drill procedures 4) Explaining general rules and regulations i.e.: out of bound areas, defacement of property, chewing gum, smoking prohibited, use of obscene language, etc. 5) Emphasizing the importance of maintaining regular attendance and keeping leaves to a minimum CADETS SHOULD BE INSTRUCTED TO PHONE FOR LEAVE 6) Ensuring that Divisional Attendance is completed correctly in accordance with administrative requirements specified within 7) Maintaining and amending a divisional list of names, addresses, phone numbers for at home use 8) Discussing with parents, problems that may be hampering the cadet's progress 9) Conducting a Divisional inspection from time to time checking for necessary replacement of kit 10) Stressing the importance and use of the Divisional Petty Officer and close supervision of the same 11) Assigning various responsibilities to the Divisional Petty Officer and supervising the same 12) Informing the Executive Officer and Divisional Petty Officer if s/he will not be on parade. GUARD OFFICER The Guard Officer shall be responsible to the Commanding Officer through the Executive Officer for all assigned duties. The Guard Officer shall be responsible for: 1) Adhering to and carrying out the duties and responsibilities of a Divisional Officer 2) Issuing, storing, accounting and repairing all Guard equipment. A record is to be kept of all equipment signed out to each Guard member
5 3) Advising and instructing Guard members in the proper wearing, care and upkeep of equipment, i.e.: gaiters, white gloves, etc,. 4) Ensuring that all Guard members are knowledgeable of all applicable rifle drill in accordance with CFP201 requirements and standards unless otherwise approved by Division 5) Preparing a schedule of training of the Guard for the approval of the Gunnery Instructor (when such exists) and the Training Officer 6) Carrying out periodic checks of equipment issued and stock verification for Branch and Annual Inspections or as requested 7) Assuming the duties and responsibilities of the Gunnery Instructor when none exists. CHIEF PETTY OFFICER The Corps Coxswain shall be responsible to the Commanding Officer through the Executive Officer, in carrying out all assigned duties. The Coxswain shall be responsible for: 1) Carrying out Ship's Routines, re: Markers and Assembly of the Ship's Company 2) Ensuring that parades start promptly and that Duty Hands are at their stations 3) Adhering to the daily and special routines and parade state formations 4) Supervising the NCO's in their assigned duties in regard to efficiency, smartness and correctness of orders 5) Enforcing tactfully, proper marks of respect within the ranks, to Officers and Instructors and between Cadets 6) Maintaining general discipline within the Corps 7) Setting a good example in appearance and performance of duties 8) Reporting directly to the Executive Officer, any problems, infractions and misconduct within the NCO ranks 9) Liaison between the cadets and the Officers as required
6 REGULATING PETTY OFFICER The Regulating Petty Officer shall be responsible to the Commanding Officer, through the Executive Officer and the Administration Officer, in carrying out all assigned duties. The Regulating Petty Officer shall be responsible for: 1) Assisting with general procedures in the Ship's Office as delegated which may include: a) entering attendance on the Master attendance record b) general filing c) phoning absentees and entering on leave register (reason for absence) d) assisting the Officers upon request with prior approval of the Administration Officer e) answering the phone f) other duties as assigned 2) Assisting the OOD in administering Requestmen and Defaulters routine when required 3) Administrating and maintaining, through the Executive Officer, a Chiefs and Petty Officer's Mess, when such exists DIVISIONAL PETTY OFFICER Divisional Petty Officers shall be responsible to the Commanding Officer, through the Executive Officer, for carrying out all assigned duties. The Divisional Petty Officer shall be responsible for: 1) Maintaining discipline and order within the ranks of his/her division 2) Channelling all requests directly to the Divisional Officer 3) Setting a good example in appearance, attendance and conduct for the cadets in his/her division 4) Assuming responsibility in the absence of the Divisional Officer 5) Placing on defaulters, when necessary and in accordance with policy, any cadet who commits a breach of conduct
7 DUTY PETTY OFFICER OF THE DAY (POOD) The Duty Petty Officer shall be responsible to the Commanding Officer through the Officer of the Day (OOD) for carrying out all assigned duties. The POOD shall be responsible for: 1) Supervising the Duty Division/Watch in the absence of the OOD 2) Instructing Duty Personnel as to duties and responsibilities 3) Supervising Duty Stations and ensuring cleanliness in all 4) Supervising, during Stand Easy, in areas of cadet activity and reporting to the OOD any problem 5) Performing any other duties that may be assigned by the OOD QUARTERMASTER (QM) The Quartermaster shall be responsible to the Commanding Officer, through the OOD for carrying out all assigned duties. The Quartermaster shall be responsible for: 1) Supervising Quarterdeck Personnel in all aspects of duties and responsibilities with regard to Quarterdeck procedures 2) Paying proper marks of respect to all Officers, Branch Executive members and visitors (as required) 3) Ensuring that all pipes, ship's bells and bugle calls (if applicable) are punctual and correct, according to the Ship's routines 4) Ensuring safe custody of the Ship's Log 5) Reporting the names of cadets who are late, to the Ship's office 6) Returning all equipment, gear, i.e.: flags, quarterdeck stand, Ship's Log, Ship's bell, etc., to the Ship's office or stores 7) Ensuring that all visitors sign the Ship's Log and/or Control Register. All Officers and Instructors are to sign the Ship's Log IN PENCIL 8) Ensuring that the following material and equipment is located at the Quarterdeck, unless otherwise directed:
8 a) Ship's Log and Control Register b) Flags c) Ship's bell, Crest, Kisby ring, etc d) Copy of Ship's routine and duty roster e) Corps Standing Orders f) Boatswain's Call g) Pencils SIGNALMAN (SIGS) The Signalman shall be responsible to the OOD for all assigned duties. The Signalman shall be responsible for: 1) Drawing flags as required for Colours and Sunset and special signals (i.e. Prep pennant, boat recall flag, etc) flags at Colours and Sunset must be raised and lowered in time to music played, and must never touch the deck. The Prep pennant and Church pennant are to be struck smartly and raised and lowered smartly, with no delay 2) Ensuring that all flags are correctly folded/rolled and secured in the quarterdeck or flag locker 3) The messenger and a second signalman may be utilized for the Prep at Colours and Sunset. NOTE: The use of the National Flag, Navy League of Canada and Corps Flag Shall Be in Accordance with the Requirements as Laid down in Navy League Administration Orders, Nl(21) and Navy League Cadet Regulations, Nl(8) MESSENGER (MSGR) The Messenger shall be responsible to the OOD for all assigned duties. The Messenger shall be responsible for: 1) Carrying messages as directed by the OOD (i.e. Executive Officer at Colours and Evening Quarters). Correct reporting and bearing is essential.
9 DUTY BUGLER The Duty Bugler shall be responsible to the OOD for all assigned duties. The Duty Bugler shall be responsible for: 1)Sounding all calls posted or as directed by the OOD
10 SELF- HELP TEST COMPLETE THIS BEFORE ATTENDING THE OFFICER RANK QUALIFICATION COURSE AND BE PREPARED TO HAND IT IN. 1) Summarize the Divisional System. 2) Explain the duties of the Divisional Officer. 3) What are the roles of the Chief Petty Officer? 4) Summarize the duties of a Divisional Petty Officers.
