6 Notes on the Contributors George Baer is the Alfred Thayer Mahan Professor of Maritime Strategy and Chairman of the Strategy and Policy Department at the US Naval War College, Newport, Rhode Island. A graduate of Stanford (AB), Oxford (BA, MA) and Harvard (PhD) universities, he previously held posts at Dartmouth College and the University of California. His distinguished array of books includes: The Coming of the Italian Ethiopian War (1967); Test Case: Italy, Ethiopia, and the League of Nations (1976); International Organizations, , comp. and ed. (1981; revised edition 1991) and A Question of Trust the Origins of U.S. Soviet Diplomatic Relations. The Memoirs of Loy W. Henderson, ed. with Introduction (1986). Professor Baer s highly acclaimed One Hundred Years of Sea Power: The U.S. Navy (1994) was the winner of the 1994 Theodore and Franklin D. Roosevelt Naval History Prize, the 1995 Bonnot Award for Naval and Maritime History and the 1996 Distinguished Book Award of the Society for Military History. Tim Benbow is a DPhil student at St Antony s College, Oxford. His thesis is on the Royal Navy and the impact of air power since During he was Research Associate on the MacArthur Programme on Regional Security in the Global Context at the Department of War Studies, King s College, London, working on naval power after the Cold War. Michael Clarke is Professor of Defence Studies and Executive Director of the Centre for Defence Studies, King s College, London. Previously he has held posts and fellowships at the University of Manchester, the University of Newcastle, the Royal Institute of International Affairs and the Brookings Institution, Washington, DC. Professor Clarke s books include: British External Policy-making in the 1990s (1992); The Alternative Defence Debate: Non-Nuclear Defence Policies for Europe (1985) and Simulation in the Study of International Relations (1978). In addition, he has edited numerous volumes including New Perspectives on Security (1992), British Defence Choices for the 21st Century (1993), European Defence Cooperation: America, Britain and NATO (1990) and Brassey s Defence Yearbook between 1993 and In addition to a range of consultancies that have included Membership of the High Level Group of Experts on CFSP matters advising Commissioner Hans van den Broek vii

7 viii Notes on the Contributors and Special Adviser to the House of Commons Foreign Affairs Committee and the Defence Committee, Professor Clarke makes regular television appearances commenting on defence and security-related issues. Andrew M. Dorman is a Senior Lecturer in the Defence Studies Department, Joint Services Command and Staff College, and a Research Assistant at the Security Studies Research Programme, University of Birmingham. He was formerly Senior Lecturer in the Department of History and International Affairs at the Royal Naval College, Greenwich, and Lecturer in the Department of Political Science and International Studies at the University of Birmingham. He completed an undergraduate degree at Sunderland Polytechnic in 1987, a masters degree at Birmingham in 1992 and has recently submitted his doctorate. In between time he trained and qualified as a chartered accountant with KPMG Peat Marwick. Mr Dorman is a specialist in British defence policy, European security and the use of force. His publications include a co-authored book European Security: An Introduction to Security Issues in Post-Cold War Europe (1995) and the co-edited Military Intervention: From Gunboat Diplomacy to Humanitarian Intervention, (1995). He is currently working on a co-authored book entitled British Defence Policy since Christina Goulter is a Senior Lecturer in Defence Studies at the Joint Services Command and Staff College. Between 1994 and 1997, she was Associate Professor of Strategy at the US Naval War College, Rhode Island. Her last book, entitled A Forgotten Offensive: Royal Air Force Coastal Command s Anti-Shipping Campaign, , was published in Her other publications include articles and co-authored works on strategic bombing, economic warfare and British intelligence during the Second World War, including a recent study of the Special Operations Executive in occupied Greece in Knowing Your Friends: Intelligence Inside Alliances and Coalitions from 1914 to the Cold War (1998). She is currently writing a book on the Ministry of Economic Warfare and British air strategy between 1939 and Eric Grove is Senior Lecturer in Politics and Deputy Director of the Centre for Security Studies at the University of Hull. He was Deputy Head of Strategic Studies at the Britannia Royal Naval College, Dartmouth, and has held visiting posts at the United States Naval Academy, Annapolis, Cambridge University, the Royal Naval College, Greenwich, and the University of Wollongong. His many books include: Vanguard to Trident, British Naval Policy since 1945 (1987) and The Future of Sea Power (1990),

He has edited Sir Julian Corbett s Some Principles of Maritime Strategy and is an international authority on maritime strategy and modern naval history. Dr Grove has served as consultant to both the Ministry of Defence and the Royal Navy. He was a co-author of BR1806, The Fundamentals of British Maritime Doctrine. Andrew Lambert is a Senior Lecturer in the Department of War Studies, King s College, London. He is also Secretary of the Navy Records Society, Chairman of the Publications Committee of the Society for Nautical Research, Vice President of the British Commission for Maritime History and Fellow of the Royal Historical Society. His books include The Crimean War: British Grand Strategy against Russia (1990) and The Last Sailing Battlefleet: Maintaining Naval Mastery (1991). Recent articles include: The Naval War, in John Pimlott and Stephen Badsey (eds), The Gulf War Assessed (1992); Seapower : Churchill and the Strategic Origins of the Battle of the Atlantic, Journal of Strategic Studies, 1994; The Royal Navy : Deterrence and the Strategy of World Power, in K. Neilson and J. Errington (eds), Navies and Global Defence: Theories and Strategies (1995); and Seizing the Initiative: the Arctic Convoys , in N. A. M. Rodger (ed.), Naval Power in the Twentieth Century (1966). At present he is completing a biography of Professor Sir John Knox Laughton entitled The Foundations of Naval History: John Knox Laughton, the Royal Navy and the Historical Progression. Colin McInnes is a Reader in the Department of International Politics, University of Wales, Aberystwyth. He was formerly a lecturer in the Department of War Studies, the Royal Military Academy Sandhurst, and Visiting Research Fellow at the Centre for Defence Studies, King s College, London. He has published widely on the British independent deterrent, NATO strategy, conventional war-fighting doctrine and the British army. His most recent book is Hot War, Cold War: the British Army s Way in Warfare, Malcolm H. Murfett is an Associate Professor in the Department of History at the National University of Singapore. He is the author of Fool-Proof Relations: the Search for Anglo-American Naval Cooperation during the Chamberlain Years, (1984), Hostage on the Yangtze: Britain, China and the Amethyst Crisis of 1949 (1991), In Jeopardy: the Royal Navy and British Far Eastern Defence Policy, (1995) and

9 x Notes on the Contributors the editor of The Limitations of Military Power (1990) and The First Sea Lords: from Fisher to Mountbatten (1995). Dr Murfett is also a Fellow of the Royal Historical Society. Norman Polmar is an analyst, historian and author specializing in naval and strategic issues. He has served as a consultant to three Secretaries of the Navy, three members of the US Senate, one member of the House of Representatives and the Director of the Los Alamos National Laboratory as well as to the Deputy Counsellor of President Reagan. He also served from 1982 to 1986 as a member of the Secretary of the Navy s Research Advisory Committee (NRAC). Mr Polmar has written or co-authored more than thirty books. These include co-authoring with Thomas B. Allen the best-selling biography, Rickover: Controversy and Genius (1982) and the controversial Codename Downfall: the Secret Plan to Invade Japan and Why Truman Used the Bomb (1995). He is also co-author of two Random House encyclopaedias, the author of the Naval Institute reference books The Ships and Aircraft of the U.S. Fleet and Guide to the Soviet Navy, a regular columnist for the Naval Institute Proceedings, and a former editor of the US and several other sections of the annual Jane s Fighting Ships. He is currently writing a history of submarine design during the Cold War era with Academician I. D. Spassky, Head of the RUBIN submarine design bureau. Michael Pugh is Reader in International Relations, Department of Politics, University of Plymouth. He is the Director of the new International Studies Centre at the University of Plymouth and is also directing a research project on peacebuilding in Bosnia and Croatia. He is the editor of the quarterly journal International Peacekeeping. He has written many articles on maritime security issues and is the editor of the book Maritime Security and Peacekeeping (1994). Mike Lawrence Smith is Lecturer in the Department of War Studies, King s College, London. Formerly he was Senior Lecturer in the Department of History and International Affairs at the Royal Naval College, Greenwich. Between 1992 and 1995 he was Lecturer in the Department of History at the National University of Singapore. Geoffrey Till is the Dean of Academic Studies at the Joint Services Command and Staff College, Bracknell, and is the Head of the Defence Studies Department. He is also Visiting Professor in Maritime Studies in the Department of War Studies at King s College, London, and before

10 Notes on the Contributors xi that was in the Department of Management and Systems at the City University. In addition to many articles and chapters on various aspects of defence, he is the author of a number of books including Air Power and the Royal Navy (1979); Maritime Strategy and the Nuclear Age, 2nd edn (1984); Modern Sea Power (1987); and, with Bryan Ranft, The Sea in Soviet Strategy, 2nd edn (1989). More recently he has edited Coastal Forces (1994) and Sea-Power: Theory and Practice (1994). Professor Till s work has been translated into eight languages and he lectures regularly at defence and academic institutions around the world. Matthew Uttley is Senior Lecturer in the Defence Studies Department, Joint Services Command and Staff College (JSCSC), and Director of the JSCSC Defence Technology Research Group. He was formerly Senior Lecturer in the Department of History and International Affairs at the Royal Naval College, Greenwich, and has been a Research Fellow at the Centre for Defence Economics at the University of York and the Centre for Defence and International Security Studies, Lancaster University. During 1987 he was the Ford Foundation Scholar in Science, Technology and International Affairs at Lancaster University, and was elected Fellow of the Royal Society of Arts in Dr Uttley has published widely on defence procurement, technology transfer and West European defence integration. In addition, he is co-editor with Richard Coopey and Graham Spinardi of Defence Science and Technology: Adjusting to Change (1993).
