4 ALTERNATIVE ENERGY EMERGENCY RESPONSE TRAINING PROGRAM April Office of the State Fire Commissioner (OSFC), PA State Fire Academy (PSFA), Marcellus Shale Coalition (MSC) and PA Independent Oil and Gas (PIOGA) met and started the training relationship for training first responders

5 Wellsite Emergency First Responder (WEFR) class EKT contracted by MSC to develop training class on unconventional drilling 4-hour class for first responders, elected officials, and other interested persons MSC paid for development, delivery of instructor training classes, and all class deliveries until Act 13 was passed PIOGA supported these classes with two concurrent $25, grants to the OSFC

6 Wellsite Emergency First Responder (WEFR) class Original 4-hour class Topics included 1. Site selection 2. Well construction 3. Completions 4. Productions 5. Role as first responders 2-hours additional material WPPE class More information including 1. Gathering lines 2. Compressor stations 3. Dryers, separators, glycol units 4. Review of emergency incidents

7 Wellsite Production Phase Emergencies (WPPE) class Developed to provide production phase information not in WEFR class Curriculum work by industry experts and PSFA staff Started in August 2013 Available as stand-alone 2-hour class also

8 Alternative Energy Instructor Qualifications Must already be a PSFA Local-Level Instructor 1. 8 years experience as firefighter 2. Attend Educational Methodology class teaches how to prepare for, and how to teach adult learners - teaching degree obviously accepted 3. Must pass at least 3, probably more, national certification tests

9 Additional Instructor Qualifications for Alternative Energy Adjunct Instructors 1. Resident of Pennsylvania 2. Interview at Lewistown, PA and be hired as a part-time Commonwealth of PA employee 3. Attend Instructor Training classes (Train-the-Trainer) for specific classes/subject areas

14 AEER Class Funding First class delivered in September 2010, MSC and PIOGA funds Act 13 of 2012 Impact Fee: we receive $750 K annually Hazardous Materials Emergency Preparedness (HMEP) Funds from PEMA Emergency Responders attend all classes FREE

15 Need for Training? Most well pads, compressor stations, other facilities are located in rural areas These areas are often several miles from first responders stations Most areas are protected by volunteer fire departments

16 Volunteer fire service harsh reality Average station is not manned during daylight or nighttime hours Most stations have less than sufficient persons available at any given time Turn over of people is constant Training is often difficult for numerous reasons

19 ALTERNATIVE ENERGY EMERGENCY RESPONSE TRAINING PROGRAM Available in numerous counties, several classes available in all 67 counties Free to emergency responders and most others attending Easily scheduled by contacting PSFA AEER personnel Flexible arrangements for dates and locations

20 AEER Training Goals 1. Several of our classes explain the various types of incidents that occur on gas/well pads, at related facilities such as compressor stations, along pipelines, and those involving industry related vehicles. 2. Our instructors explain the way the industry reacts, and the methods of reaction and response that should occur by the emergency response agencies. 3. We also take extra steps to describe the emphasis the gas industry places on safety.

21 ACT 13 Funding Grant Legislation requires training and grant for emergency services First grant period spring of 2017 Information should be available after January 1, 2017 Competitive program, applicants can apply for professional certification, training or equipment

23 Act 13 Grant Program Equipment grants include a mandatory training program Training will be conducted prior to equipment being placed into service Training will be provided as part of their grant at no charge to the organization Equipment must be made available to bordering agencies

24 AEER Program Staff Attend industry sponsored events to meet and discuss issues Continued training on alternative energy issues and incidents Working with first responders and industry representatives when requested to provide, find, or develop new training classes

25 Future of AEER Program Several additional classes being considered or developed Searching for additional funding sources for other alternative energy related topics
