1 Plano Fire-Rescue Division: Emergency Services Issued: 03/13/06 Reviewed: 10/23/08; 04/2009; 11/2012; 06/2015 Level: 3 Class Specification: Deputy Fire Chief Emergency Operations Section I. Purpose The purpose of this procedure is to outline the duties and requirements for the position of Deputy Chief of Emergency Operations Section for Plano Fire-Rescue. II. Policy The Deputy Chief of Emergency Operations shall apply the required knowledge and skills to successfully carry out the duties outlined in this procedure. The Deputy Chief of Emergency Operations will also attain the required minimum experience and training and is encouraged to achieves the desired level of training outlined in this procedure. III. Definitions None IV. General Duties of the Class Under the general direction of an Assistant Chief and possessing formal authority over all subordinate ranks of Battalion Chief and below, the Deputy Chief of Emergency Operations shall perform duties as directed while in command of his/her assigned Section. The Deputy Chief of Emergency Operations shall be appointed by the Fire Chief in accordance with the provisions of Chapter 143, Texas Local Government Code. The Deputy Chief of Emergency Operations shall be responsible for the administrative and operational functions of his/her assigned Section in accordance with the Department s goals and the day-to-day operation of the Division. The Emergency Operations Deputy Chief shall be responsible for emergency and non-emergency activities of his/her assigned Section and shall be governed by the City of Plano Charter, Codes, and Ordinances, and City and Plano Fire-Rescue Standard Operating Procedures. The Deputy Chief of Emergency Operations is a non-exempt staff assignment. The Deputy Chief of Emergency Operations shall serve as Duty Chief on a rotating basis and remains available for immediate recall to the City. In the absence of an Assistant Fire Chief, a Deputy Chief shall serve as Acting Assistant Fire Chief for the Division of assignment. V. Distinguishing Features of the Class The Deputy Chief of Emergency Operations shall exhibit the ability to effectively communicate and present both verbal and written Division reports. The Deputy Chief of Emergency Operations shall exhibit an ability to positively represent Plano Fire-Rescue and City in the community-at-large; serve as an innovator for new service programs, and/or improvements within the Department. The Deputy Chief of Emergency Operations is considered both an administrative and command officer in Plano Fire-Rescue, and shall exhibit the ability to plan, organize, coordinate, supervise, control, and evaluate the performance of subordinates in both routine and emergency situations and or conditions. The Deputy Chief of Emergency Operations exhibits knowledge of the National Incident Management

2 System (NIMS), modern fire suppression and fire protection principles, fire inspection, fire investigation activities, emergency medical operations and methods, as well as comprehensive organizational management and leadership comprehension and application. VI. Representative Duties The Deputy Chief of Emergency Operation Section directs the overall activities of his/her assigned Section. Specifically, the Deputy Chief shall: A. Function in assigned administrative and executive roles as required or directed. B. Direct the preparation and submittal of the assigned Section budget to the Assistant Fire Chief, and allocate resources in accordance with policy and need to ensure maximum performance. C. Serve as a Department liaison to various city, state, and federal government agencies, as well as local community organizations and groups while primary responsibility remains with the Assistant Chief. D. Serve as the principle representative of the Department and the fire service in dealing with the public concerning specific problems or issues of concern relating to the Section. E. Review, recommend, and implement changes to Plano Fire-Rescue and Division policies, rules, regulations, and procedures for the purpose of improving the efficiency and operational effectiveness of the Section. F. Direct and coordinate assigned functions of the assigned Section and properly manage Plano Fire-Rescue personnel and physical resources to ensure maximum performance. G. Prepare and submit reports, memoranda, and computer-generated analyses detailing Section performance. H. Ensure the emergency preparedness and operational readiness for the Section s field operations personnel by applying verifiable training, evaluation, and testing parameters. I. Establish realistic and obtainable goals for subordinates through a team process and ensure successful obtainment of the goals through appropriate training and assigned accountability. J. Make decisions relating to employee selection, appointment, and administrative matters within the assigned Section, and coordinate the training of subordinates as necessary to promote professional development and efficiency. K. Respond to emergency and non-emergency operations within the City; take decisive action in emergency situations and react with calm efficiency in making technical situational decisions. L. Plan, coordinate, and facilitate Chief Officer meetings within the Section assigned. M. Direct, coordinate and assign Administrative Reviews and investigations to the appropriate Battalion Chief or next lower rank subordinate, in assigned Section, concerning complaints (internal and external) and other circumstances that directly affect the assigned Section. Follow up and prepare a recommendation(s) for disposition and submit to the appropriate Assistant Chief. VII. Required Knowledge and Skills The Deputy Chief Of Emergency Operations shall: A. Apply the principles, practices, and techniques of NIMS, modern fire fighting, emergency medical services, and fire prevention.

3 B. Apply the rules, regulations, and standard operating procedures of the City of Plano and Plano Fire-Rescue. C. Apply the principles of public administration, municipal budget preparation, and finance. D. Have a thorough knowledge of current literature, research, and developments in the fields of NIMS, fire fighting, fire apparatus and equipment, firefighter training and evaluation, fire education, fire prevention, fire administration, and risk management. E. Prepare and submit reports, memoranda, and computer-generated analyses detailing the performance of the assigned Section. F. Fairly and effectively communicate the expectations required of subordinates, objectively evaluate their performance, and provide direction for continued employee growth and professional development. G. Represent Plano Fire-Rescue and City in the community-at-large when called upon to do so. Speak and deal tactfully and effectively with the people with whom he/she comes in contact. H. Possess a Texas Operator s Class-C Driver s License within thirty (30) days of appointment. I. Perform all essential physical tasks of the position. VIII. Required Experience and Training The Deputy Chief shall: A. Meet the requirements of Chapter 143, Texas Local Government Code, for appointment. B. Possess Texas Commission on Fire Protection (TCFP) Fire Service Instructor II Certification. C. Possess TCFP Advanced Firefighter Certification. D. Possess TDH Emergency Medical Technician-Basic Certification. E. Possess NFPA Fire Officer III. IX. Desirable Experience and Training A. TCFP Fire Service Instructor III Certification. B. Two-year degree in Fire Science. C. Four-year degree in Public Administration, Emergency Management, or other related field. D. Advanced degree in Strategic Leadership, Management, or related field of study. E. Three-year tenure in Fire Administration. F. Possess NFPA Fire Officer IV Certification. G. Complete the National Fire Academy EFO Program (post-appointment) X. Job Task Analysis See Attached
