3 Emergency Coordination/Operation Centre (ECC/EOC) A pre-designated facility established by an agency, a political jurisdiction, or a company to coordinate overall response and support to an incident.

5 Level 1 Municipal Levels of Response Level 1 actions reflect incidents that are normally managed by agencies on a regular basis. However, there is potential for the event to escalate, and requires monitoring only. There is little or no need for site support activities and the event will be closed in a relatively short time. Level 2 Level 2 incidents are of a larger scale or longer duration and may involve limited evacuations, additional or unique resources, or similar extraordinary support activities. If the incident cannot be managed appropriately from the site, then this level requires the notification of the ECC Management Team and possibly a limited activation of the ECC. Level 3 Level 3 incidents are of large magnitude and/or long duration or may have multiple sites that involve multi-agencies and multigovernment response. This level requires the notification of the ECC Management Team and activation of the ECC.

6 Alert ERCB Incident Levels An incident that can be handled by the licensee through normal operating procedures and is deemed very low risk to members of the public. ECC activation is not required. Level 1 No immediate danger outside the licensee s property or right-of-way, there is no threat to the public and minimal environmental impact. Situation can be handled entirely by licensee personnel. There will be immediate control of the hazard. There is little or no media interest. Limited ECC activation may be required. Level 2 No immediate danger outside licensee s property, but there is potential for the emergency to extend beyond. Outside agencies must be notified. Imminent control is probable but there is a moderate threat to public and/or environment. May be local and regional media interest. High probability of ECC activation at least at Field Centre level. Level 3 The safety of the public is in jeopardy from a major uncontrolled hazard. Likely significant and ongoing environmental impacts. ECC activation is required.

7 Command vs. Coordination Direct tactical and operational responsibility for conducting incident management activities rests with the Incident Command/Area Command. Support to the incident and coordination of multiple incident resource requirements rests with site support entities and centres.

22 Generic Roles and Responsibilities Activation Phase Check in with the Personnel Unit (Logistics) upon arrival at the ECC Setup your workstation and review your position responsibilities Establish and maintain a position log that chronologically describes the actions you take during your shift Determine your resource needs such as: computers, phones, emergency plans, and other reference documents

23 Generic Roles and Responsibilities Demobilization Phase Deactivate your assigned position and close out logs when authorized. Complete all required forms, reports, and other documentation. Be prepared to provide input to the After-action Report. If another person is relieving you, ensure they are thoroughly briefed before you leave your workstation. Clean up your work area and provide a contact number before you leave.

25 ECC Director/Deputy Director Overall management responsibility for the coordination between emergency response and supporting agencies in the ECC Sets priorities for response efforts in the affected area Liaison with policy groups and/or elected officials Establishes the appropriate staffing level for the ECC

26 ECC Director/Deputy Director Ensures inter-agency coordination is accomplished. Ensures appropriate emergency public information actions are taken. Ensures risk management principles and procedures are applied for all ECC activities.

27 ECC Liaison Officer Liaison with representatives from assisting and cooperating agencies, other ECC s, and federal and provincial organizations. Coordinates agency representatives for the ECC. Assists and serves as an advisor to the ECC Director.

28 ECC Information Officer Coordination point for all media releases for the ECC. Ensures dissemination of complete, accurate, and consistent information. Coordinates media releases. Develops the format for press conferences. Maintains a positive relationship with the media representatives.

32 ECC Operations Section Head Coordination of response for all operational functions assigned to the ECC. Implements ECC Action Plan operational objectives. Maintains communication with the ERCB Field Response Branch Coordinator or Incident Commanders. Conducts periodic operations briefings for the ECC Director and management team.

33 Field Response Branch Coordinator Maintains communication links between the Site Incident Commander(s) and the ERCB ECC Operations Section Head (if ECC Operations Section Head not activated, the Field Response Branch Coordinator reports directly to ECC Director). As lead agency [as identified in the Petroleum Industry Incident Support Plan (PIISP)], acts as the Alberta Government Agency Representative for all ERCB and provincial government departments on site.

35 Planning Section Head Ensures the following responsibilities of the Planning Section are addressed as required. Collects, analyzes, and displays situation information. Prepares periodic Situation Reports. Prepares and distributes ECC Action Plans; and facilitates action planning processes. Tracks resources. Conducts advance planning activities and reports Documents and maintain files on all ECC activities. Provides technical support services to the various ECC sections and branches.

36 Situation Oversees the collection, organization, and analysis of the disaster situation information. Ensures Situation Reports are developed. Ensures an ECC Action Plan is developed. Ensures all maps, status boards, and other displays contain current and accurate information.

37 Documentation Collects, organizes, and files all completed event or disaster related forms and documentation. Distributes the ECC Situation Reports, ECC Action Plans, and other documents. Assists Recovery Unit with preparation and distribution of the ECC After-Action Report.

38 Demobilization Develops a Demobilization Plan (ERCB Transition Plan) for the ECC.

39 Technical Specialists () Provides technical observations and recommendations to the ECC in specialized areas. Ensures qualified technical specialists are available. Supervises the Technical Specialists Unit if required such as: pipeline environmental well control others as required

40 Resources Other Positions Tracks, captures, and centralizes resource status information. Advance Planning Develops an Advance Plan consisting of potential response and recovery related issues likely to occur beyond the next operational period. Recovery Assesses the requirements for assistance for communities and individual recovery from a major emergency or disaster.

42 Logistics Section Head Ensures the following responsibilities of the Logistics Section are addressed as required. Provides telecommunication services and information technology. Locates or acquires equipment, supplies, personnel, facilities, and transportation. Arranges for food, lodging, and other support services as required both for ECC and site requirements.

43 Info Technology Branch Coordinator Ensures radio, telephone, and computer resources and services are provided to ECC staff as required. Oversees the installation of communications resources within the ECC. Determines specific computer requirements for all ECC positions. Establishes the ECC Communications Centre as required.

44 ECC Support Branch Coordinator Ensures facilities are provided to the response effort. Ensures food and refreshments are provided to ECC staff. Ensures security measures are taken to secure all facilities from access by unauthorized persons.

45 Personnel Provides personnel resources in support of the ECC and site operations. Identifies, recruits, and registers staff as required. Develops an ECC organizational chart.

46 Supply Other Positions Acquisition and allocation of supplies and materials not normally provided through mutual-aid or normal agency channels. Transportation Acquisition or use of required transportation resources.

48 Finance/Administration Section Head Ensures the following responsibilities of the Finance/Administration Section are addressed as required. Ensures financial records are maintained. Personnel time is recorded and collected. Ensures continuity of the payroll process for all employees responding to the incident. Determines spending limits, in consultation with ECC Director, for management and general staff. Ensures Workers Compensation, travel, and expense claims are processed.

49 Time Other Positions Tracks, records, and reports all on-duty time for personnel. Procurement Coordinates vendor contracts. Comp and Claims Oversees the investigation of injuries and property/equipment damage claims arising out of the emergency. Cost Accounting Gathers fiscal recovery information; prepares and maintains cumulative cost reports for the event or disaster.
