Regling / LTC Steffen Neumann / Summary of Meeting: Aim of the Meeting The primary purpose of this conference is to continue progress on the NBiSCSWG Programme of Work as directed by the Military Committee (Reference A). Additional conference agenda items include ongoing projects, updates on related space effort and initiatives from working group members. Agenda See Annex 1. Minutes Day 1. - A review of the last meeting and an update on the status of the action items was presented by Mrs. Patten. - An update on the status of the Program of Work, the achievements and the way ahead was presented by Col L Henaff and Mrs Patten. - Maj Carrabetta, NATO IMS, provided the group feedback on the March 2014 Progress Report to the MC. In addition, he provided feedback on the E&T Plan, the Lessons Learned Report and the NATO Dependencies on Space Report. One main message from the IMS was that all future work strand outputs should become inputs to the existing E&T plan and LL list (all future work products). - Col L Henaff conducted a handover of his Chair tasks to LTC Durieux. Maj Carrabetta, expressed the IMS formal appreciation for the outstanding work done by Col. L Henaff. - Maj Carrabetta, NATO IMS, provided detailed feedback on the NATO Dependencies on Space Report and stated that the follow-on report, NATO Space Dependencies & Mitigation Measures should be focused on the DOTMLPFI (Doctrine, Operations, Training, Material, Logistics, L, F, I ) approach. - T. Krietmair presented the current status and methodology for work on the NATO Space

3 Dependencies & Mitigation Measures Report. The chair and co-chair directed that the Mitigations Report be classified at a minimum of NATO R*STRICT*D. NCI Agency will share a draft of the mitigation paper in the first week of July and feedback is accepted until the third week. Delivery to IMS will be delayed to allow staffing of the document within /. - LCDR Hoyt presented the current status of the Lesson Learned/Lessons Identified (LL/LI) on space work. LCDR Hoyt said the LL/LI process is ongoing and that LI from exercises and other activities should be sent to him for the time being until a Space Community of Interest (COI) is established by the JALLC. Day 2. - L. Patten presented a summary of the outcome of the Space Operator WG #1. An initial space support coordinator process was defined in the working group and trialled in Unified Vision 2014 (UV14) an ISR-focused exercise. - LtCol Regling offered to host the next Space Operator Working Group (SOWG) planned for late Sept 2014 (3 rd or 4 th week) at SHAPE. Further refinement and evaluation of the SOWG s construct is necessary to evaluate the preliminary process and procedures envisioned. Trident LANCE 2014 (TRLE14), a LANDCOM C2 exercise, will be the next opportunity to accomplish this. Space support is a Training Objective (TO) for this exercise. - B. Essad provided a first impressions report on UV14, and discussed LI in the trial. A need for the development of MOUs/SLAs for space products and a need for interoperability of CIS systems were identified. MOUs/SLAs with the Nations (including commercial and civil Space entities) are necessary to ensure Space support to NATO is codified. Informal working relationships are established but unsustainable until formalised agreements are made ensuring data and services are provided in support of NATO missions. - LtCol Regling indicated that as future Requirements Authority (RA) for Education, Training, Exercises and Evaluation (ETEE), he needs to be aware of space training & exercise initiatives. - LtCol Gourio (JWC) presented the space objectives in TRLE14 and he requested support for the upcoming TRLE14 Master Exercise Listing/Master Incident Listing (MEL/MIL) activities. - LCDR Scarpo briefed the results of the Training Requirements Analysis (TRA) that took place in May The first draft of the TRA document would be circulated at the end of Aug (TBC). This date is shifted to allow for sufficient time to include aspects from the NATO Dependencies on Space and Space Dependencies & Mitigation Measures Reports. - The Status of the Requirements Authority (RA) and Department Head (DH) appointment was mentioned. The appointment letter for the RA will be sent to J7 to appoint the SHAPE S J3. will appoint the DH via formal letter. - L Patten held a discussion session about potential updates to the content and format and timeline to develop the Enhanced NATO Space Handbook. - Dr Archinard, presented the International Code of Conduct and other current international space agreements/initiatives. - LtCol Regling provided an overview of NATO s Centres of Excellence and SHAPE J3 s inputs to their 2015 Program of Work. He presented a way forward in which the COEs could further analyse and illustrate NATO s dependencies on Space.

4 -L.Patten presented a study on ISR related space sensors that may be put forward to the NATO Industrial Advisory Group (NIAG). Day 3. - Dr. Allen presented a questionnaire proposed to be sent to WG members which would support the task determine what space data and services Nations might consider providing from their relevant space assets to support NATO operations. WG members expressed their concern over the over-reaching and nationally sensitive questions being presented. - Classification of the NATO Space Inventory was discussed. LtCol Regling presented the SHAPE input that the NATO Space Inventory should be classified a minimum of NATO R*STRICT*D. Mr. Kreitmair stated that there were no NATO security regulations that define aggregation of data as a reason for changing open source data into R*STRICT*D data. A formal request regarding classification guidance to the Nations is needed to ensure safeguarding of their sensitive information. - Captain Matser briefed the way ahead for the JToES. He requested to co-locate the JToES meeting with NBiSCSWG and hold the JToES meeting one day after the next NBiSCSWG. - Dr. Casinelli provided an overview of commercial SATCOM for military needs and applications. She specifically highlighted the EUTELSAT experience. - A briefing on What is new in space, a summary of important space events that happened this past quarter. Action items: (old items with remark on-going) 1) Definitions established at WG#5 to be circulated for comment (NBiSCSWG Secretary) 2) Verify that the webpage on space has the latest Who s Who list posted. (NBiSCSWG Secretary) 3) Look into the possibility to declassify the MC Mandate (Chair/Co-chair to ask IMS). 4) IMS feedback that all work strand outputs should feed the existing E&T plan and LL list (all future work products). 5) Update the NATO Dependencies on Space Report based on feedback from the Nations (NCI Agency). 6) Update classification of the NATO Space Dependencies & Mitigation Measures Report to NATO R*STRICT*D (NCI Agency). 7) Circulate a draft of the Space Dependencies & Mitigation Measures Report in the first week of July with feedback welcomed until the third week of July (NCI Agency). 8) In the Space Dependencies & Mitigation Measures Report, review and assess the risk levels based on the desired effect (provide colour code risk assessment) (NCI Agency). 9) LI from exercises and other activities should be sent to LCDR Tom Hoyt (Thomas.Hoyt@act.nato.int) until the Space COI is established by JALLC (all). 10) Ensure that JALLC is added to the NBISCWG distribution list. JALLC needs to be included in the staffing of our space products (/C2DS). 11) Develop a Bi-SC letter to IMS requesting assistance from Nations to provide LI/LL

5 (voluntary) that focuses on advising/assisting completion of tasks in MC mandate (Chair/Co-chair). 12) Look into the content of the JWC database of LL for space related lessons. (/C2DS). 13) Develop a calling letter to conduct the next SOWG at SHAPE in September ( Co-Chair) 14) Support is requested for TRLE14 MEL/MIL development and scripting. This will be 1-3 July and 31 Aug-12 Sep at JWC (Stavanger, NOR) respectively ( Co-Chair) 15) First draft of the TRA Final Report to be developed by the end of Aug (TBC) to allow for sufficient time to include aspects from the Lessons Learned, NATO Dependencies on Space and Space Dependencies & Mitigation Measures Reports and recent exercises (i.e. UV14) (JFT). 16) Review the E&T plan to make sure that it correlates with the NATO Dependencies on Space and Space Dependencies & Mitigation Measures Reports, exercises, TRA Final Report (Chair/Co-Chair). 17) Discuss the possibility to extend the deadline of the Enhanced Space Handbook until after the AJP3.3 inputs (Chair/co-Chair). 18) Ensure the Enhanced Space Handbook is consistent with the NBiSCSWG inputs to AJP3.3 space chapter (NCI Agency). 19) Update the COE POW 2015 inputs based upon the WG s recommendations to be more specific with regards to what we expect the individual COE to provide. Associate higher policy / strategic initiatives to the Request For Support (RFS) to strengthen the rationale of why the COE should conduct the study requested (Chair/Co-chair). 20) Follow-up with IMS rep regarding approval/disapproval of NIAG study and report back at next NBiSCSWG meeting in October (NCI Agency). 21) Provide a draft questionnaire regarding the space product and services nations may be willing to provide to NATO to the Chair/Co-chair by Tuesday, June 3. Chair/cochair, IMS and NCI Agency to discuss way ahead (NCI Agency). 22) At a NBISCWG meeting in the near future, Mr. S. Van Sant and Captain C. Merieult to share their story of the FRA-US sharing agreement (S. Van Sant and C. Merieult). 23) Request B. Adams to provide an NDPP overview at the next WG (NBiSCSWG Secretary). 24) LtCol Regling discussed the possibility of holding the Spring 2015 NBiSCSWG meeting in Colorado Springs during the annual USA AF Space Symposium. Costs and timings will be coordinated with a USA representative at SHAPE and/or NATO HQ to determine feasibility. LtCol Regling also discussed an idea of producing a NBiSCSWG coin and/or patch. Both items will be followed-up at the next meeting in October (Co-Chair). Participants See Annex 2. Next Meetings/Events

6 Next Meetings. - Germany will host the autumn meeting in The meeting is scheduled for October 2014 in Cologne, Germany. Potentially on Friday, Oct 18, a tour of the European Astronaut Center (EAC) will be arranged. - NBiSCSWG is verifying a JToES meeting on Thursday, Oct 16 after the NBiSCSWG meeting #7 in Cologne, Germany. - NBiSCSWG requested GBR and FRA to host a meeting early Events. - MEL/MIL scripting for TRLE at JWC, July MEL/MIL scripting for TRLE14 at JWC, 31 August 12 September SSOWG Meeting #2, September 2014 (3 rd or 4 th week) at SHAPE.
