3 EDA MAIN FUNCTIONS EDA mission : to support the Member States and the Council in their effort to improve European defence capabilities developing Defence capabilities; promoting Defence Research and Technology (R&T); promoting armaments co-operation; creating a competitive European Defence Equipment Market and strengthening the European Defence, Technological and Industrial Base. EDA is the only EU Agency whose Steering Board meets at ministerial level. 3

7 Medical Support Capability Development for EU Common Security and Defence Policy (CSDP) EDA, together with its participating Member States and in close coordination with EUMS is working towards the enhancement of current EU Medical Support capabilities. Shared Multinational Medical Treatment Facilities and other medical components could be promoted through the pooling of national assets and human and financial resources. 7
8 Medical Support Capability Development for EU Common Security and Defence Policy (CSDP) Multinational Medical Support is a frequently implemented solution in Operations, generally mounted during the Force Generation process and based on bilateral or multilateral agreements within the interested Nations. This situationdriven approach has sometimes not worked properly in EU Operations and led to contracted solutions. EDA is promoting the development of Multinational Medical resources as an additional option in the portfolio of available tools. 8
9 Multinational Modular Medical Unit (M3U) Aim To standardize national medical capabilities to achieve a high level of MN interoperability so that different medical modules can be integrated within a Framework structure offered by a Frame Nation. The final outcome will be a deployable & sustainable M3U. 9

11 Declaration of intent 1. Declare their intent to establish Multinational Modular Medical Units (M3U) which should contribute to mitigating critical medical shortfalls through: flexible and broad participation of Member States, enhanced standards and procedures, and better interoperability between national medical assets. Such a capability would be made available for CSDP or other multinational engagements. 2. Welcome the cooperation between EU and NATO, including Allied Command Transformation, building on staff-to-staff contacts in a transparent manner. 3. Invite participating Member States to follow a common approach which would facilitate the alignment of procurement programmes. The signature of this Declaration does not constitute any legal commitment, neither to fund nor to participate in future cooperation. 11
12 Common Staff Target An EU M3U is composed by a Framework Nation (FN) providing the nucleus of the medical Treatment Facility (MTF), which is augmented with Standardized Modules & Complementary Contributions provided by the TCNs or FN itself. Common funding, cost sharing, reimbursement or "free of charge arrangements" provision should be agreed as a part of any M3U participation through specific MoUs and Arrangements prior to deployment. Each standard module within a M3U is composed of Personnel, Equipment & Materiel. This is the minimum level for General Planning Purpose in order to define minimum mapability requirements for each functional module 12
13 Outline Description The final outcome will be a series of multinational Medical Treatment Facilities (MTF) made available for the full spectrum of CSDP missions hence also for Disaster Relief Operations. M3U M3U 13
14 Common Staff Requirement Currently under approval The Common Staff Requirement (CSR) will describe the main features of medical modules that are part of the M3U, together with the role and responsibilities of the Nation that provides the overall M3U framework. It also represents a significant step for potential launching of procurement initiatives, including common procurement on voluntary basis. 14
15 Program Arrangement Currently under approval The Program Arrangement (CSR) will regulate the practical phase of the development of an M3U. Will be regulated by a Management Committee (MC) composed by representatives of all M3U contributing Member States (cms). 15

18 Multinational Medical Evacuation (MEDEVAC) The overall aim of this work strand would be to find shared effective solutions in the field of Medical Evacuation from a Multinational cooperation in terms of assets, procedures and interoperability. 18

B project) - Implementation of Multinational MEDEVAC training within the frame of the Helicopter Exercise Program (HEP) and the European Air Transport Training (EATT); - EDA as facilitator in Strategic Evacuation (STRATEVAC) performed by European Air Transport Command (EATC) for non EATC pms; - Implementation of European Air Group (EAG) Strategic Aero Evacuation Project results ( Syllabus, Catalogue) for non EAG pms - Interested pms: AT, BE, CZ, DE, FR, IE,IT, NL, SE. 19

25 Other Activities Study on Medical support to Light Footprint Operations to be launched in The study should provide an assessment of the main characteristics of missions with limited numbers of personnel in permissive/semi-permissive environments, the so-called Light Footprint Operations (LFO) and define the technology, resources and the skillsets necessary to achieve an appropriate level of Medical Support. The study should include analysis and recommendations on how multinational cooperation could lead to updated standards in the field of Medical Support to CSDP missions. 25

30 Other EDA Medical Initiatives Workshop Innovation for Common Security and Defence Policy (CSDP) Field Medicine - EDA, Brussels, 24 and 25 September 2015 Session 1: Advancements in pre-hospital care: In this session we will consider all the solutions, including patient transportation (MEDEVAC), including contracted ones, to provide the best possible treatment for wounded soldiers from the point of injury to the Field Hospital. Session 2: Field Hospitals for present and future CSDP Operations This session will be specifically linked with EDA M3U program. A special regard will be given to new systems to realize or provide cost-effective solutions for new generations of Field Hospitals. It will also explore emerging contracted solutions for deployable turn-key medical services. Session 3: Communication and Coordination in Medical Support. In this sessions will be discussed systems and technologies to integrate all components of Medical Support, with a particular focus on Multinational Operations. 30
