10 Contracts Governance Comprehensive Contracting and Depot Work Integration for Non Nuclear Shipboard Maintenance and Modernization Guidelines All work must go through the NSA for assignment to the lead maintenance activities (LMAs: NSYs & MSMOs) LMAs responsible for all availability work coordination and integration. NSAs shall assign industrial production work based on cost, scheduling, and capability (this may be the LMA or an alternate provider) Expectation Consolidate RMC processes to manage & execute MSMO contracts Manage total portfolio of contracts that exist on each waterfront, search for duplicity and consolidate into common instruments Benefits Proper alignment of contracting actions Ensures contracts are solicited by Navy contracting officers Improved contracting Situational Awareness Vector approved contracting actions to proper PCO chain Ensure balance between MSMO and IDIQ contracts 10
