4 Core Tenets Availability Execution and Performance Execution of Maintenance and Modernization Availabilities Workload Management o Focus on completing avails on time in support of OFRP Continue to drive a culture of process compliance with and improvements to the End to End Maintenance and Modernization process. o Surface Team One management of the Maintenance and Modernization Campaign Plan Fleet Sustainment Use the Life Cycle Management Group (LCMG) to prioritize and approve ship class POM investments o Managing change, common specs and installation across programs. o Proactively engaging the new construction and in-service communities to identify, assess, and resolve issues. Surface Ship Contracting Strategy Implementation and execution of the surface ship contracting strategy o Three 3 rd Party Planning Contracts Awarded to QED; o Execution contracts phased across ports: Norfolk (2015), Mayport (2015), San Diego (2016), Pacific Northwest (2016), Pearl Harbor (2020). CG and LSD Modernization Execution In FY15, USS COWPENS (CG 63), USS GETTYSBURG (CG 64) and USS TORTUGA (LSD 46) were inducted. In FY16, USS COWPENS (CG 63) and USS GETTYSBURG (CG 64) will begin their SSRAs. USS CHOSIN (CG 65) and USS VICKSBURG (CG 69) will be inducted. LCS Sustainment & Maintenance Work with PEO LCS to further develop the implementation and execution of LCS life cycle sustainment strategy. CNO Avails in execution in San Diego; will support FSST avails in Mayport in FY16; planned maintenance avails in FY17. 4

5 Surface FAST Process Objective: Develop executable availability schedules to improve port loading for the nine surface ship Regional Maintenance Centers (FDRMC, HRMC, MARMC, SERMC, SWRMC, NWRMC, SRF/JRMC) so that lost operational days (LOD) are minimized. Conducted twice per year during POM and DON budget cycles with formal outbrief to the Fleet Maintenance Board of Directors. Workload is constantly monitored in the interim given the dynamic nature of operations. Considerations: Global Force Management, Optimized Fleet Response Plan, Port Capacity (Private Sector; RMC Contract Management Oversight), Dry Dock Availability, Maintenance Requirements, Modernization Requirements, Contract Type.
