4 EUROPEAN EXERCISE CURIEX 2013 INTRODUCTION Proposal approved by the European Commission in the framework of the Funding Program of the Community Mechanism Cooperation in Civil Protection. (European Commission finances 85% of current expenditure). Project coordinated by the Dirección General de Protección Civil y Emergencias of Spain. According to the Spanish Nuclear Emergency Plans it is mandatory to organize exercises and training to implement these plans
5 EUROPEAN EXERCISE CURIEX 2013 PARTNERS Spain, Coordinating beneficiary country Belgium (25), France(50), Italy (25) and Portugal(25) with Intervention modules and teams There will be Observers from UE Members and other countries (Morocco, Argelia), moreover European Commission.
6 EUROPEAN EXERCISE CURIEX 2013 PURPOSE This full scale exercise project proposal is based on a nuclear power plant accident, located in the town of Almaraz (Cáceres), close to Portuguese border. This exercise will be implemented in several scenarios with the participation of national and international intervention teams, requested by the coordinator beneficiary through the European Mechanism of Civil Protection (MIC) and Morocco.
7 CURIEX 2013 National Objectives To check the National Civil Protection System response in case of major nuclear accidents To test the local, regional and national coordination, chain of command and communications links already included in their specific plans. To check the operational procedures of different intervention groups. To promote the implementation of operational procedures at all administrative levels for hosting international intervention teams accordingly to the EU guidelines. (HNS) To promote the general public involvement in nuclear emergencies, by testing the effectiveness of previous information given to affected population.
8 CURIEX 2013 National Objectives To check crisis communication management and local media involvement. To test the new UAV technology (Unmanned aerial vehicle) in assessment missions To implement GPS (global positioning system) for location and movements monitoring of different teams To implement SIAGEN (software application to support Nuclear Emergencies Management) and other dispersion modelling tools developed to help decision makers to face Nuclear Crisis taking into account meteorological parameters and others natural phenomena
9 CURIEX 2013 International Objectives Give the opportunity to train International and EU Mechanism experts in nuclear and radiological matters in case of nuclear accident..to test the deployment of European modules through the Communication Systems (CECIS) for providing assistance in nuclear accidents.to test the interoperability and share radiological criteria for emergency and operational planning in accidents related to nuclear power plants of Member States, taking into account the experience of Fukusima.. To check secure communication procedures for providing information regarding nuclear accidents to all member states through different channels and international protocols OIEA, RANET, ECURIE.

22 NUCLEAR SITES Caceres Nuclear Power Plant The Almaraz nuclear power plant has two pressurized water reactors (PWR), Unit I and Unit II, with an electric power of 1045MW y 984MW, respectively. The Unit I has been operating since October 1980 and the Unit II since June 1983.
