FIT FOR DUTY ASSESSMENT PROGRAM DOCTRINE DEVELOPMENT / CURRICULUM DEVELOPMENT END USER CERTIFICATION PROGRAM FOR IN-SERVICE TRAINING USE OF FORCE / RESPONSE TO RESISTANCE POLICY ANALYSIS AND REVISION Doctrine Development / Curriculum Development Controlled F.O.R.C.E. established and continues to cultivate the professional organization United States National Standards of Training Association (U.S.N.S.T.A.) to promote shared lessons learned and best practices, and to test and validate new concepts between civilian and military law enforcement. Our team members are responsible for the development of LE curriculums in use of force and investigations, including the M.A.C.H. Subject Control curriculum approved or recognized by Peace Officer Standards of Training (P.O.S.T.) boards or equivalent in 23 states. Our team members are also responsible for the development of DoD curriculums in use of force, including INIWIC Close Range Subject Control, INIWIC All-Heart OC Lanes, and the M.A.C.H. Subject Control curriculum utilized by the US Army MP School, US Marine Corps MP School, and US Navy MA School. End User Certification Program for In-Service Training Mitigate Use of Force Liability Risk and Associated Costs U.S.N.S.T.A. Fit for Duty Assessment Program The U.S.N.S.T.A. Approved Controlled F.O.R.C.E. Fit for Duty Assessment Program is designed to give the officers all the tools they need to develop the skills required to protect themselves, protect others, and minimize injury to themselves and others as well. We establish this with basic body movement drills that will allow a department to identify whether or not a potential or current employee is capable of learning and moving in a way that exposes any pre-existing injuries he or she may have. Our fit for duty evaluation sets the standard by gauging the potential or current employee s personal limitations as to what he or she can and cannot do. It also gives the department an intuitive first-hand look as to how potential or current employees perform these series of movements without a pass/fail system, focusing on CAN the subject learn and perform within reasonable expectations. The Departmental End User Certification Program was developed in response to requests from Controlled F.O.R.C.E. Certified Departmental Instructors to increase protection for themselves and their departments from Use of Force training liability, and to ensure that each officer they train is documented by the Controlled F.O.R.C.E. Corporate Office and receives access to support manuals with video demonstration of each technique. The full implementation of the Controlled F.O.R.C.E. training system into a department s Use of Force training curriculum has been documented to have reduced officer injury and Use of Force reports, and directly decreasing costs associated with Use of Force Use of Force / Response to Resistance Policy Analysis and Revision Controlled F.O.R.C.E. has worked with individual LE agencies to review, analyze, and revise policies and procedures, including the development of Use of Force Policy that more appropriately relates to the current operational and legal environments of the LEO (examples: Collin County, TX; Detroit PD, MI). 24

Cybercrime is loosely defined as a set of illegal activities that are facilitated through the use of computers or other technology devices. Examples of cybercrime include not only traditional crimes (e.g. identity theft or stalking) being carried out in a new medium, but a new set of activities in which the computer or computer network itself is a target of the attack. This course is not a primer in computer forensics; though multidisciplinary in scope, course content will generally focus on cybercrime as a criminological phenomenon. Learning Outcomes: By the end of the course, the student will be able to do the following: Explain various definitions and typologies of cybercrime. Explain the extent of cybercrime victimization and associated costs. Analyze technology system vulnerabilities and related exploitations. Analyze cyber-criminal and deviant behaviors from alternative theoretical perspectives and apply these perspectives to practical scenarios. Explain the role of both the private sector and law enforcement agencies in investigating, prosecuting, and preventing cybercrime and analyze social control efforts from alternative theoretical perspectives. Crisis Management There are many unexpected events that occur frequently in all aspects of our daily environment. Whether at a grade school, a university, a office building, a shopping mall or a major event like a concert or air show, understanding the importance and challenges to individuals when addressing crisis management or emergency situations is vital for the safety and security of life and the ability to maintain Law and Order. This course on crisis management offers students the basics in identifying, preventing, and controlling crisis situations. Crisis management basics, from preparation to training and compliance are discussed, as are various stages of a crisis, and the need to establish a crisis management team. There are many roles and functions of each crisis management teams and it members that are essential for the ultimate success of planning, which will also discussed. The Controlled F.O.R.C.E crisis management course will also help the students identify potential risks that may culminate during an emergency crisis. Students will learn approaches on how to respond to such incidents. The importance of communication and making instant and effective decisions will also be covered during this course. There are a variety of emergency response scenarios; from planning evacuation from a local elementary school that is under some type of threat to a major facility suffering from a massive power outage to the threat of a active shooter. This course will examine scenarios from around the world. Students can learn from other crisis management systems that have failed or were not even activated until it was too late. At the end of this course the students will be able to identify the most common weaknesses found in many crisis management plans, and be able to better prepare so history will not repeat itself with-in the UAE. Finally the course concludes with trainer guidance regarding damage control, the restoration of confidence in all types of different environments, this course will offer students a basic checklist that may be utilized as a jumping off point for a crisis management team and the rolls of its team members. Students will be place in a variety of environments and public places to work out all types of scenarios during the course. 25

Being able to effectively control a resistive offender with minimal potential of injury to the officer and offender is of great concern. The following information and skills in subject control methods utilizing Oleoresin Capsicum Spray will help minimize such injuries to you as an officer and to the offender. Even though the methods and techniques are basic and generally reliable, continued training is highly recommended! OC Aerosol Sprays have gained the acceptance of law enforcement and corrections as a viable force option. In that capacity, it is carried by thousands of officers readily available on their duty belts. Worldwide, OCaerosols are one of the most used force options available to police officers. To understand the application and results of exposure, this outline defines the basics of OC Aerosols and trains the officer for possible exposure to the effects of OC. SUBJECT: Chemical, Biological, Radiation, Nuclear (CBRN) To ensure individual readiness and proficiency in CBRN skills, leaders must be provided with the necessary materials to assist them in training of their subordinates. The CBRN Mini Lesson Plans assist in providing the necessary means to help accomplish this task. However, lesson plans in and of them will not increase individual proficiency unless they are used as described in the preface to the lesson plan package. This is a tool; a training aid designed to help leaders to prepare for a chemical threat. The use of these lesson plans will not only make training easier, but will also help ensure that maximum use is made of available CBRN training time wherever and whenever possible. Soldiers who are proficient in the individual skills contained in this package will enhance themselves, and become better acquainted with chemical standards Suggestions for improvement are highly encouraged! EVOC - Emergency Vehicle Operators Driver Course Police driving training begins with classroom lectures on topics including operational guidance, legal principles, officer liability, vehicle dynamics, risk management and the process of decision-making needed for collision avoidance. Next, the students use what they've learned in the classroom in practical driving situations that demonstrate the risks involved in emergency response and pursuit driving. Through the development, understanding and applied knowledge of the vehicle, reading the roadway, driving skills and behaviors promoted during emergency vehicle operations, police officers are able to successfully control the stress commonly associated with operating an emergency vehicle. They also learn vehicle handling and weight transfer techniques for high-speed emergency response and pursuit driving. All officers receive training in the proper use of tire deflation devices. Students will be trained and put into different driving scenarios, which places them in situations that law enforcement officers might be faced with on a daily basis. The student must pass each segment of the driving instruction and only then; they will receive an Emergency Vehicle Operator Drivers Course Certification by Controlled F.O.R.C.E Inc. 26

27 ADDITIONAL Support / Consulting Services Cyber Crime Crisis MANAGEMENT OLEORESIN CAPISCUM SPRAY - PEPPER SPRAY EVOC-EMERBENCY VEHINCLE OPERATOR DRIVER COURSE)) BUS ASSAULT HIGH RISK FELONY STOPS OFFICER USE OF FORCE TRAINING Bus Assault If recent trends in school shootings, church shootings, and even military base shootings teach us anything, it is that well-armed skilled gunmen with the motivation and determination to wreak havoc can cause massive loss of life in a matter of moments. What s more, we all know that routine situations such as domestic calls can turn extremely violent in an instant. Personnel that respond to these situations must have a basic tactical response capability to act in a manner that eliminates all threats as quickly as possible. There is no one-way to take on the challenges of tubular assault situations. Bus assaults are very difficult and tactically challenging. Controlled F.O.R.C.E with assistance of the USNSTA has brought together hundreds of the top SWAT and Hostage Rescue Team instructors of the world. Together with all our experiences combined, our instructors have developed and refined techniques to help increase the success rate of all of our operators with measurable results. Building a strong base that an operator can recall in a moment s notice under stress can literally mean the difference between life and death. Basic assault tactics remain constant, but teams must remain flexible to deal with all the variables of a terrorist attack. In a spontaneously occurring Active Shooter situation, survival and success depends on immediate action. Controlled F.O.R.C.E. Critical Incident Team Tactics hones muscle memory, enabling the Operators to immediately recall vital tactics under stress. This rapid and intense course is packaged in compounding drill format to give operators high reps so they can immediately recall survival skills when they need them the most. There are major key elements of tactical response that Operators, such as SWAT, SRT, Special Forces, spend a great deal of time honing in order to be able to re-gain control of a critical environment. Some of these key elements are necessary for first responding personnel to understand in order to survive and effectively control a critical High environment Risk Felony as it spontaneously Stops occurs. Controlled F.O.R.C.E. has developed a method of basic tactical response training formulated to the specific needs of the Operator. High Risk Traffic Stops Traffic stops are inherently dangerous for police officers, many of whom patrol and conduct stops alone. Officers typically take steps to protect themselves from passing traffic such as using their own car as a shield and/or approaching the suspect vehicle on the passenger side. A "high-risk" traffic stop occurs when police stop a vehicle which they have strong reason to believe contains a driver or passenger suspected of having committed a serious crime, especially of a nature that would lead the police to believe the suspect(s) may be armed (such as an armed robbery, assault with a weapon, or an outstanding felony warrant for the registered owner). In a high risk stop, officers attempt to provide their own safety by issuing instructions to maintain absolute control over every step of the proceedings. In this course officers will be taught how to give verbal commands, what verbal commands to give and learning how to position themselves into to what we call Position of Advantage. 27

28 ADDITIONAL Support / Consulting Services Cyber Crime Crisis MANAGEMENT OLEORESIN CAPISCUM SPRAY - PEPPER SPRAY EVOC-EMERBENCY VEHINCLE OPERATOR DRIVER COURSE)) BUS ASSAULT HIGH RISK FELONY STOPS OFFICER USE OF FORCE TRAINING Officer Use Of Force Police officers live with the reality that at any time they may be called on to make a split second decision to use deadly force. That split second decision may come once in a police officer's career, or never at all. But when the officer comes face to face with that decision, it is the most important moment of his life. It is crucial that today's police officer be prepared to make the right decision about the use of force, especially deadly force. Being fully prepared on the legal law enforcement authorities which apply to the use of deadly force and what to expect in the investigation and litigation which follow is absolutely essential, yet this area of police training is often neglected. Controlled F.O.R.C.E. is a police training organization which instructs officers in the legal law enforcement authorities which guide their use of force in any setting--on patrol, during an arrest, and in the detention setting. Using actual videos and cases, the officer learns to apply these legal parameters through the case analysis approach. This Controlled Force class is highly interactive, providing an extensive opportunity for feedback and discussion. Controlled F.O.R.C.E. also addresses the most up-to-date research and investigative concepts used by the experts to analyze and evaluate the police officer's use of force. The officer will be challenged to apply these concepts to actual situations. High Risk Felony Stops 28
