BACKGROUND Securing America's Future Energy (SAFE) SAFE is an action-oriented, nonpartisan organization that aims to reduce America's dependence on oil, addressing business and technology, politics and advocacy, and public education and media. Its members include CEOs, former Members of Congress and former senior leadership from the military community. There are similarities between the Twenty in Ten Energy Proposal and SAFE's energy principles and goals. In December 2006, the SAFE Leadership Council issued a report outlining a comprehensive plan to reduce oil dependence. The key recommendations of their report include: c Reform Corporate Average Fuel Economy (CAFE) standards by setting an annual 4 percent increase in fuel efficiency of all passenger cars and light-duty trucks with "off ramps" if necessary, and allowing market-, size-, and attribute-based considerations to be applied in setting standards. This recommendation is similar to S. 2446, the American Fuels Act of 2006, introduced by Senators Barack Obama (D, IL) and Richard Lugar (R, IN). Provide financial tools (grants, taxes, loans, loan guarantees) to promote biorefineries and provide "smart subsidies" (variable tax credit) for biofuels. Require 10 percent annual increase in production of Flex Fuel Vehicles (FFV s) and provide tax credits for ethanol pumps and infrastructure. Increase access to the Outer Continental Shelf (OCS) and Alaska to expand supply. The group intends to promote legislation based on its recommendations. Like you, I believe that our country's growing level of oil dependency creates economic and national security risks. Both supply and demand must be addressed to improve energy security. We agree on a number of key points, such as reforming CAFE standards, expanding the use of advanced biofuels, and increasing access to domestic resources. Goal: Reduce U.S. gasoline consumption by 20% in the next 10 years ("20 in 10") My plan 1. Increase diversity of supply: o New fuel standard of 35 billion gallons of renewable and alternative fuels by need a technology leap to succeed. Saves 15% of gasoline in o Include reforms in new fuel standard to make it less market distorting; allow variety of fuels to meet mandate and include safety valves. o Increase domestic production - signed OCS in December, need to do ANWR. 2.
