4 Objectives of the Project: 1. The project is intended to provide a platform that can be used for hands-on and practical training in activities related to safe. 2. It should be a focal point for the exchange of information, experience, education and training on regulatory requirements, approaches and technologies. 3. It should serve as a model for use in the of research reactors in other countries and so enabling other countries to bring the national situations in line with international recommendations. 4. The interaction between the parties include the regulatory body, the operator, any contractors, the organisations responsible for the processing, transport and disposal of radioactive waste, the radiation protection personnel, decontamination and dismantling specialists, administrative personnel, as well as politicians and decision makers.

5 5. The focus of the Project is on demonstrating the of a research reactor. 6. The scope includes all aspects of the process, from establishing a legal and regulatory infrastructure to the final release of the facility from regulatory control. 7. Workshops and training courses would be held at a facility which would serve as a teaching laboratory for participants. The participants would receive training through lectures and practical insights into the matters at the given site. 8. The Project is expected to capture lessons learned from the activities that need to be performed in a process and then provide access to this material to as many people as possible

16 Vietnam P Since(2006 to present), national law and regulation on nuclear energy application for peaceful purposes have been promulgated, following: Vietnam s atomic energy law (No. 13/2008/L-CTN, June, 12, 2008) to include Decommissioning ; Regulations for activities on nuclear control (No. 45 / 2010/QD- TTg, June, 14, 2010). The initial plan for the Dalat Nuclear Research Reactor (DNRR) was prepared by the operator within the national project and completed in September Calculation of radioactivity inventory in the structures of the Dalat nuclear research reactor and some Experiment have been carried out for comparison with calculation results. The preliminary cost estimates for project of the Dalat Nuclear Research Reactor has been prepared since The availability and use of suitable technology are important parts of planning. Our site specific features may demand technology adaptation of mature technology that commercially available. Comprehensive Nuclear Energy Law. The initial plan is based on IAEA documentation. 17 Remarks Countries are at different stages of planning & implementation. Most countries still need further assistance in the development and implementation of its Decommissioning Project (technologies, technical capability for both operators/regulators); Obviously participating countries were benefited from the IAEAR2D2P, e.g. established networking between regulators and operators, sharing information, experiences and lessonlearnt in order to strengthen national strategies; Some participating countries have the opportunity to host the R2D2 Workshop and these will enable them to involved as much as possible national participation, so that more human resources can be trained for capacity and competency building; The perception that the Decommissioning Project is a priority among decision makers will greatly support the achievement of the goals and objectives of the project in a timely manner Finally, most research reactors in the R2D2 participating countries have more or less similar design. The exchange of information and experience within the R2D2 project is a valuable tool and should be continued. IAEATraining on Decommissioning has permitted some countries to form dedicated project work groups for resulting to a more systematic and effective implementation of the project.
