5 Project details JO3.01/10 Decision: November 2010 Budget: 1,2 million Project start: September 2012 Consultant: Riskaudit Consortium partners: BEL-V (Belgium), IRSN (France), Iter-Consult (Italy), STUK (Finland), SUJB (Czech Republic)
6 Task 1 Update of the Strategy Plan, the Action Plan and the Cooperation Plan in the field of capacity building for the enhancement of NRA... 1/2 19: The regulatory body should implement a cooperation programme with the vendor State and with other regulatory bodies that have experience of oversight of nuclear power plants of the same type as that selected. 20: The government should identify all necessary elements of a legal framework for the safety infrastructure, and should plan how to structure it and develop it. 77: The regulatory body and the operating organization should make appropriate arrangements for measurement, assessment (both selfassessment and independent assessment) and continuous improvement of their management systems.
7 Task 2 Cooperation in the field of regulatory framework (legislation, regulations, instructions) 22: The government should enact and implement the essential elements of the legal framework for the safety infrastructure. 30: The regulatory body should issue regulations and guides specifying the documentation and procedures necessary in the various steps of the licensing process and inspections to be conducted. 31: The regulatory body should specify the safety requirements that should be known for the bidding process. 174: The regulatory body should prepare and enact national safety regulations on design that are necessary for bid specification.
8 Task 3 Cooperation in the field of authorization (licenses and permits) 120: The regulatory body should carry out a comprehensive review and an independent verification of the safety analysis reports submitted by the operating organization to verify compliance with the regulatory requirements. 121: The operating organization and/or the regulatory body should obtain support from external support organizations or individual experts in performing or reviewing safety assessments, as necessary. 164: The regulatory body should review and assess the site evaluation report, and should make a decision regarding the acceptability of the site selected and the site related design bases. also Research Reactor e.g.: 182: The regulatory body should review and assess the safety documentation such as the safety analysis reports, and should verify the compliance of the design with regulatory requirements.
9 Task 4 On-Site Support to JNRC and the independent Technical Support Organization of JNRC 1/2 32:The regulatory body should begin establishing a suitable working relationship with the operating organization and with international organizations. 33: The regulatory body should maintain suitable working elationships with the operating organization. 37: The regulatory body should implement its programme for inspection and enforcement during construction including, as applicable, the design and manufacture of safety related components.
10 Task 4 On-Site Support to JNRC and the independent Technical Support Organization of JNRC 2/2 69: All the relevant organizations should ensure clarity in specifying the roles and responsibilities of external support organizations. 70: All the relevant organizations should make appropriate arrangements to avoid conflicts of interest when obtaining external support.
11 Task 5 Training and qualification of JNRC staff: participation in national, regional and international conferences/workshops related to Nuclear Safety and Radioprotection 1/2 13: The government and relevant organizations, if they already exist, should establish contact with organizations in other States and international organizations to seek advice on safety related matters. 16: All relevant organizations should strengthen their cooperation on safety related matters with States with advanced nuclear power programmes. 17: All the relevant organizations should ensure continued participation in international activities and international networks for strengthening safety. 19: The regulatory body should implement a cooperation programme with the vendor State and with other regulatory bodies that have experience of oversight of nuclear power plants of the same type as that selected.
12 Task 5 Training and qualification of JNRC staff: participation in national, regional and international conferences/workshops related to Nuclear Safety and Radioprotection 2/2 89: The government should ensure that prospective senior regulators identified by the government and prospective safety experts to be involved in the nuclear power programme gain an understanding of the principles and criteria of nuclear safety. 94: All relevant organizations should commence the education and training in academic and vocational institutions of the necessary number of persons for ensuring safety. 117: The government should familiarize itself with the IAEA safety standards and with other States practices, as appropriate, to gain an understanding of the resources needed for capabilities for safety assessment. 118: The operating organization, the regulatory body and external support organizations, as appropriate, should develop the expertise to prepare for the conduct or review of safety assessments.
13 Task 7 Assessment of situation and support in drafting TechSpecs for equipment for radiation measurement Description of equipment to carry out regulatory activities in radiation protection (No NPP, so no RCF action)
14 Task 8 Assessment of situation and support in drafting TechSpecs for an equipment for Environmental monitoring system (radioprotection and Emergency Preparedness) Action 137 The government should start implementing new arrangements as identified in Phase 1 for strengthening the infrastructure for emergency preparedness and response.

16 Conclusion EU project with Jordan is actively supporting JNRC. Through the EU projects, Jordan has access to experts from a variety of EU countries EC sees possibility for further alignment with SSG action description.
