2 Coordination for Emergencies is provided by Republic Act No , (Approved 27 May 2010) An Act Strengthening the Philippine Disaster Risk Reduction and Management System, providing for the National Disaster Risk Reduction and Management Framework and institutionalizing the National Disaster Risk Reduction and Management Plan, appropriating Funds therefor and for other purposes Proposed Comprehensive Nuclear Legislation defines clearer role of regulatory body for EPR New legislation for nuclear power program will define clearly arrangements for nuclear emergencies.
3 Objective: Establish an organized national emergency response capability Scope: All kinds of radiological emergencies involving the operation of nuclear and radiation facilities; use and transport of radioactive materials, and accidents occurring outside of the Philippines with a significant impact on the country
4 RA 2067 The Science Act of 1958 created the PNRI with a dual mandate to promote the peaceful applications of atomic energy and regulate the use of radioactive materials RA 5207 An Act Providing for the Licensing and Regulation of Atomic Energy Facilities and Materials Developed system of regulations Code of PNRI Regulations (CPRs). Existing regulations for NPP being reviewed. Requirements include emergency plans and procedures by operators of NPP and licensees and owners of radioactive material Radiological emergency planning and preparedness coordination by NDRRMC, with more arrangements with local DRRMCs for NPPs ((site specific)

20 Conduct of concurrent Communications exercise with selected RADPLAN agencies: NDRRMC/OCD, DOH, PNP, BFP, PAGASA, MMDA - Emergency Messages clearly marked as EXERCISE are sent to the Agencies by fax and are asked to respond by fax that they have received the message and to indicate their plan of response action - Objective: Awareness of RADPLAN Agency of the possibility of radiological incident and to plan out response in accordance with the RADPLAN. Last message to USIE: Request assistance under Assistance Convention
21 The use of SSG-16 for self assessment should be supported by a tool similar to ISE which is based in GSR-2. Use of SARIS tool, EPR module recommended. Upgrading of EPR capabilities and infrastructure is being continued, but heavily dependent on resource availability Generation of resources continue to be a challenge, in view of priorities to natural disaster preparedness and rehabilitation (long term) activities Emergency response and emergency response preparedness and response activities will rely on whatever resource is available at the time it is needed
