The 29th annual Bataan Memorial Death March welcomed more than 8,400 marchers, March 25, in honor of tens of thousands of American and Filipino service members who were forced to march more than 65 miles starting at the Bataan Peninsula in the Philippines in the Southern Pacific during World War II. With so many marchers trekking over 26.2 miles through the austere and desert environment of White Sands Missile Range, coordinated medical operations were vital to a successful and safe event, during the 79th anniversary of the original march. Various agencies, including the U.S. Army, New Mexico National Guard, U.S. Border Patrol, local police, firefighters and medical organizations, contributed to the complex and essential mission of ensuring marcher s safety and well-being. In preparation for medical evacuations, Soldiers assigned to the 1st Armored Division and New Mexico National Guard practiced the cold and hot (engines off and on, respectively) loading and unloading of patients onto UH-60/ HH-60 MedEvac Black Hawk helicopters with 1st AD s 2nd Battalion, 501st Aviation Regiment and the National Guard s 2nd Bn., 149th Av. Regt., at WSMR, March 24. Our job is to secure the patient, treat the patient in the back and get him to the next level of care. The training is pretty important, said Sgt. Leianne Maugeri, flight paramedic, 2nd Bn., 501st Av. Regt., Combat Aviation Brigade. The whole mission is dangerous in general; you have the aircraft, the rotors and it s loud. More than a dozen Soldiers practiced the techniques prior to Sunday s march, which doubled as an opportunity to orient Soldiers with the techniques in case of air medevacs and an opportunity for Soldiers to gain real-world training in austere environments. It s for the Soldiers safety, said Sgt. 1st Class Brad Sossoman, noncommissioned officer in charge, Medical Simulation Training Center, Fort Bliss. They need to know how to approach (aircraft), because it s a big pile of twisted metal that could kill you if you don t do it right. Muscle memory is key ecause it s easy for adrenaline to kick in and Soldiers to forget how to secure the patient and properly load the patient, said Maugeri, a Chicago native. The last thing medical personnel want to do is cause further injury to the patient or injury to anybody else. A lot of these younger (Soldiers) may not have that much experience around the (aircraft), so they get to familiarize themselves with it for when they have to do it for real, said Sossoman, a native of Stanfield, North Carolina who has deployed twice to both Afghanistan and Iraq. Any opportunity to get around a different type of platform that we re not familiar with is always good training. The annual march also presented an opportunity for Soldiers from the 31st Combat Support Hospital out of Fort Bliss, to increase proficiency and test equipment efficiency by supplying field hospitals to not only treat patients, but also provide an opportunity for marchers to cool down during their desert journey. (The equipment is) a two sided tent with one side to be used for medical operations and the other side for cooling (marchers), said Capt. Kyle Ohman, commander, 507th Medical Detachment, 31st CSH. It s training, good to test out the equipment and support the march. There s a lot that can happen out here, but the most likely would be a heat casualty, so having a cooling tent at eight and 20 miles in will help reduce those injuries, Ohman said. The cooling tents proved vital during the march as heat casualties were minimal, according to reports from McAfee U.S. Army Health and Dental Clinic, which led medical operations and coordination during the march. This isn t the endgame, Sossoman said. The endgame is knowing what to do when it gets real, when we need to do it downrange (during combat operations).

Felicia Jagdatt 3rd ABCT, 1st AD Public Affairs The Texas State Council of the Vietnam Veterans of America visited the 1st Armored Division at Fort Bliss April 5. The visit was a chance for 1st AD to showcase advancements at Fort Bliss since the Vietnam War era, and the veterans were taken back by how different the fighting force is presently. We didn t have anything like this back then when I was in the service, said Tommy Rey Waldrep, a Houston resident who served in Vietnam as an Infantry Soldier with the 82nd Airborne Division. We had to get out there in the field. There was no technology that systematically trained us to save money and focus energy. It was a different world. Waldrep was one of 40 veterans and their spouses throughout Texas who attended the tour of Fort Bliss, which consisted of visiting the Close Combat Tactical Trainer and the footprints of the 4th Battalion, 6th Infantry Regiment, 3rd Armored Brigade Combat Team, 1st AD and the Combat Aviation Brigade, 1st AD. For some, it was not their first visit to Fort Bliss, but it was a unique experience from their first. Some of the guys here have been to Fort Bliss before, said Humberto M. Nevarez, president of the Vietnam Veterans of America Lucio G. Moreno Chapter 574 in El Paso. Some went to basic training here and some came here before they deployed. It is awesome to hear their stories of how different things are now from what they remember. It s totally 100 percent different, Waldrep said. My goodness. I wish we would have had this back in my day. You all are spoiled, but smart. That s the way to work. Smart. The excitement of having the veterans at Fort Bliss was shared by the Soldiers as well. An event like this shows that we are all family, said Capt. Rick Gonzalez, commander of Company A, 4th Bn., 6th Inf. Regt. Our Soldiers are able to bridge the gap, learn first perspective history and show our present capabilities. It is a learning experience for everyone involved, and it s fun, Gonzalez said. The program provides counseling and referral services for participants to help them meet education and licensing requirements to teach and subsequently helps them secure a teaching position. 3 FORT BLISS BUGLE April 12, A Fort Bliss ASBP recognizes top blood donors By Marcy Sanchez WBAMC Public Affairs On June 3, 2008, during a mission to build a school in the Zormat District in Paktia Province, Afghanistan, a roadside bomb exploded, killing two Soldiers, Spc. Derek Holland and Maj. Scott Hagerty, and seriously injuring a third. About 90 seconds after the explosion, Staff Sgt. Earl Granville, an Infantry Soldier with the Pennsylvania National Guard s 28th Infantry Division, awoke to the chaotic scene of a tattered Humvee before looking down and noticing his own injuries. Nobody had got to me when I came to. I was just covered in blood and thought to myself, This is it now, I m going to go, said Granville, who is medically retired from the Army. I went under for surgery in Afghanistan, woke up in Germany and doctors told me, We are removing your left leg and salvaging your right. After a through-the-knee amputation, Granville recovered at Walter Reed National Military Medical Center and began competing in adaptive sports. Today, he is an advocate for wounded warriors and was guest speaker during the Fort Bliss Armed Services Blood Program Blood Donor Recognition Ceremony at Army Community Services here March 26. When I got hit, I thought about my career, my life, but at that immediate moment you don t think about (blood transfusions), said Granville, a Scranton, Pennsylvania native. (Advocating for donating blood) is the least I could do. The ASBP saved my life and countless other veterans out there. While Granville does not recall all the medical treatments performed since his injury, he does recognize the role and value blood donations played in saving his life and recovery thereafter. It s important to give (blood donors) gratitude; they deserve it. They are saving lives and are unsung heroes keeping guys alive. I got an artificial limb, but you can t make artificial blood. The ASBP is the official military blood program and is comprised of donor centers from the Army, Navy and Air Force with more than 20 blood donor centers worldwide. In 2017, the Fort Bliss ASBP held 130 blood drives and collected 3,831 units of red blood cells and 275 units of platelets. These donations are sent overseas to support contingency operations, Fort Bliss ASBP provides about 20 percent of total Army blood requirements in Afghanistan, Iraq and other Department of Defense missions around the world, and to William Beaumont Army Medical Center for daily transfusions at the hospital. The ceremony recognizes local partners along with individual donors who have donated one gallon or more of blood during the year. Douglas Bartlett, said donating (platelets) is something he does consistently every two weeks. If I was ever in that position (of requiring a transfusion) I would want something to be there for me if I needed it, said Bartlett, an air liaison officer with the 7th Air Support Operations Squadron at Fort Bliss. It s something I can give that doesn t require anything from me except time. The Rutherfordton, North Carolina native donated more than three gallons during 2017, potentially saving up to 72 lives. Bartlett considers himself lucky to be able to donate at Fort Bliss since not every military base has a blood donor center. They don t have (a blood donor center) at every base. You can t just go and donate like you can here. I would miss that, it s a freebie, said Bartlett, who has been donating to the ASBP for three to four years now. An hour of your time is going to help your fellow comrades downrange, or during operations, Granville said. Just like the blood I received, I don t know where it came from, but know that your contribution is making a difference out there. You may not even know it. elpasobh.com

6 14A April 12, 2018 FORT BLISS BUGLE New changes to transferring benefits from the Post 9/11 GI Bill By Vincent Malainy Fort Bliss Legal Assistance Office Effective Oct. 26, 2017, rules for transferring Post-9/11 GI bill educational benefits changed for Soldiers going through the Disability Evaluation System. This article will address the basics of the Post-9/11 GI Bill educational benefits and how the new changes will effect Soldiers in the IDES process. The Post-9/11 GI Bill can pay for the full tuition amount for in-state schools up to the national average. The bill also provides for an additional monthly payment that is equivalent to basic allowance for housing at the E-5-with-dependent rate during up to 36 months of school attendance. Incidental costs, such as books and tutoring expenses, are also covered up to a capped amount. Unlike previous GI Bills, the Post-9/11 GI Bill allowed Soldiers to transfer these benefits to their dependents. A Soldier s spouse can begin using the transferred benefits immediately. However, if the service member does not complete their four-year service obligation, the used benefits are required to be refunded. A spouse can also use the benefits after the service member has left active duty. However, the spouse cannot use the benefits more than 15 years after the service member has been separated from active duty. Children of service members can begin using benefits transferred to them after the Soldier has 10 years of eligible service time. The child must be 18 years old or have received a high school diploma or equivalent. A child may use their benefits after the service member has been separated from active duty. Unlike a spouse, there is no hard 15- year time limit for a child to use the benefits. However, the child must completely use the educational benefits before the child becomes 26 years of age. In a normal situation, a Soldier can transfer his or her Post-9/11 GI Bill benefits to either a spouse or a child if the following conditions are met. First, the Soldier must currently be on active duty. Second, the Soldier must have served six years at the time the Soldier is making the transfer. Third, the Soldier agrees to serve an additional four years from the time of the transfer. This additional service obligation can run concurrent to any other service obligation. Finally, the spouse or child receiving the benefits must be registered in DEERS before the Soldier requests the transfer. Soldiers can revoke unused benefits from dependents if they so choose. A revocation can be made even if the Soldier is retired or separated from the Army. However, after retirement or separation the benefits cannot be transferred to another person. Soldiers who are enrolled in IDES on or after Oct. 26, 2017 have to meet a new set of requirements before they transfer their benefits. Soldiers who are in the IDES process, including either the medical evaluation board or the physical evaluation board process cannot transfer any Post-9/11 GI benefits unless they have at least six years of eligible service time when they make the request. If the eligible service requirement is met, a Soldier enrolled in IDES can only request a transfer of benefits if they are found fit for duty. Additionally, a fit for duty Soldier must commit an additional four years of service at the time of the transfer. Soldiers with more than 10 years of service who are enrolled in the IDES system can transfer their Post 9/11 GI benefits. For this specific set of Soldiers, there is no requirement of an additional four year service obligation. However, careful attention needs to be paid to when the request of transfer is made. The new changes to the process require that the request be made before the effective date of a medical separation order. Soldiers with questions about any GI Bill benefits can contact their respective career counselors. The Legal Assistance Office can also help Soldiers with issues regarding transferring Post 9/11 GI benefits.
