By David Wright Fort Benning Public Affairs FORT BENNING, Georgia The 2017 Gainey Cup is in the books, and a team of Soldiers assigned to 1st Squadron, 1st Cavalry Regiment, 2nd Brigade Combat Team, 1st Armored Division, earned the bragging rights to the best scout squad in the Army here May 4. It s a little bit overwhelming, said Sgt. Zachary Diglio, a member of the winning team shortly after the awards ceremony. I didn t really think about it at all when we were competing or even training up for it. We kind of tried not to think about what it would be like if we did win. We just tried to stay as focused as we could on the mission. It hasn t really sunk in yet. As the 1-1 Cav. name implies, at 184 years old, it is the oldest cavalry squadron and regiment in the Army. As champions, the team will also hold the number one distinction of being the best scout squad in the Army for at least two years. They will have a chance to defend their title in the 2019 Gainey Cup. Grace Olatunde Fort Bliss Legal Assistance Offi ce Education benefits such as the Post-9/11 GI Bill are one of the most significant provided to those who have served on active duty. These benefits provide a life-changing opportunity for Soldiers and their families to attain a college degree or other valuable certification. To take full advantage, it is important for Soldiers to understand their eligibility, the nature of the benefits, how to transfer benefits to family members and under which circumstances they could lose the benefits. This article will only discuss benefits under the Post-9/11 GI Bill. However, a variety of additional incentives are available. Visit myarmybenefits.us.army.mil/ for a breakdown of all education benefits. Those who served on active duty for at least 90 total days or were honorably discharged from active duty for a service-connected disability after serving 30 continuous days are eligible for Post-9/11 GI Bill benefits. All service must have occurred after Sept. 10, Some veterans could be eligible for more than one Department of Veterans Affairs educational plan, such as the Post-9/11 GI Bill and the Montgomery GI Bill-Active Duty. However, Soldiers must choose between the programs. After making this choice, Soldiers must make this decision in writing and will not be allowed to switch to another educational benefit. There are several ways to make this choice, including but not limited to: the VA s website, in person at a regional office and via submission of VA Form (application for education benefits). Soldiers who qualify for the loan repayment program because of their military occupational specialty cannot use the LRP and accumulate Post-9/11 GI Bill benefits at the same time. They may, however, begin to accumulate those benefits after their LRP incentive has ended. For example, if a Soldier enlists with LRP guaranteed in their contract, the Army will repay their loans for up to three years. After those three years, if the Soldier remains on active duty, the Soldier will begin to earn Post-9/11 GI Bill benefits. The Post-9/11 GI Bill entitles eligible veterans to tuition and fee assistance, paid directly to the school, as well as a monthly housing assistance. Tuition and fee assistance may be used while still on active duty, but monthly housing assistance will not be available to those still on active duty or attending school halftime. The program will pay for all tuition and fees for an instate public school, or for up to $22, per academic year for a private or foreign school. Those who served more than 36 months on active duty or who were honorably discharged from active duty for a service-connected disability after serving 30 continuous days are eligible for 100 percent of these benefits. Pat White 1st Armored Division and Fort Bliss Commanding General As I am sure you can see from watching and reading the news, the danger and complexity of the global security environment continues to increase, and Americans expect Army forces to protect our nation and its vital strategic interests. At this writing, 1st Armored Division has forces supporting missions in 20 countries on five continents with additional Iron Soldiers scheduled to deploy this month. I could not be prouder of everything the IRON Soldiers, civilians and families of America s Tank Division Maj. Gen. Pat White do each day to make the Army better and America safer. Thank you all for your commitment and service to our nation. The Ready First Brigade Combat Team remains deployed on operations, as does an attack helicopter battalion from the division s Combat Aviation Brigade. The Sustainment Brigade cased its colors April 25 and deploys to Afghanistan this month. The Division Headquarters and Division Artillery are conducting final preparations for deployment in the next few months. The 2nd Brigade Combat Team conducts the IRON FOCUS training exercise to increase lethality and combat readiness as they prepare for their deployment this fall. The 3rd Brigade Combat Team recovers from its recent deployment and is building readiness through training and support to 2nd BCT s IRON FOCUS. In May, we honor the sacrifice of fallen U.S. service men and women on Memorial Day (May 29). We also honor military spouses on May 12. Below are some of the key observances this month on Fort Bliss. May 25: 1st AD s Saint George Ball celebrates the contributions of the Division s Mounted Warriors and Patron Saint of Cavalry and Armor. May 29: A Memorial Day Ceremony at the Fort Bliss National Cemetery will be from 9 to 11 a.m. I want to reiterate my IRON SIX Rule Number Two for Leaders and Soldiers: Deployment Readiness. We go to war with the personnel and equipment we have, therefore, I expect Soldiers and leaders to effectively minimize the duration of personnel and equipment unavailability. To navigate the complexity, training is required. First Armored Division and Fort Bliss leaders provided that training here by conducting a summit on the subject at the Gooding Instructional Facility, commonly known as the GIF, here Friday. About 60 human resources professionals attended, and Brig. Gen. Mark Landes, deputy commanding general, support, 1st AD and Fort Bliss, provided opening remarks and emphasized the importance of the training. The purpose of the training was to educate human resources professionals and synchronize the support each unit s human resources specialists provide, ultimately providing better installation-wide support to Soldiers and their families, said Gary Adams, director of human resources, Fort Bliss Garrison. If you are an individual, you are in the wrong competition, and you better not cross this line by yourself. All six of (the team members should cross together) and life is all about working together, Gainey said. With events such as recon runs, squad live fires and stress shoots, scouts had an opportunity to prove their mettle while facing a series of physical and mental challenges on limited sleep and food. For four days, 24 scout squads competed as six-man teams in a series of events, testing their Soldier skills and their ability to plan and execute missions while being survivable, lethal and adaptable. The last day culminated with the Final Charge. Consisting of a final run and a relay than 36 months are eligible for a percentage of benefits. The lowest percentage available is 40 percent for those who served for three to six months. For example, a veteran who served for five months on active duty after Sept. 10, 2001 and enrolls at a private school would be entitled to $9, per year (40 percent of $22,805.34). Soldiers can use the benefits for a maximum of the equivalent of 36 school months. Some schools participate in the Yellow Ribbon Program. Participating schools will pay additional tuition and fees when those expenses exceed the amount available to the Soldier under the Post-9/11 GI Bill. The program is not available to every Soldier. For example, it is only available to those who served for more than 36 months, among other conditions. Service members may choose to transfer these benefits to a dependent. They must complete the transfer while still on active duty. Soldiers may transfer the benefits if one of the following conditions is met: 1) after six years on active duty, they agree to serve four more years; 2) they have served 10 years on active duty; 3) they are retirement-eligible and agree to serve four more years after Aug. 1, Benefits expire 15 years after the end of the last period of active duty service lasting more than 90 days, unless the Soldier has transferred the benefits to a child. Once transferred, children have until age 26 to use the benefits. The home page of the MilConnect website ( has a link entitled, Transfer my education benefits. Service members may split benefits between dependents. For example, a Soldier can give 24 months of benefits to their spouse and 12 months to their child. After leaving active duty, the Soldier may change the amount of months they want each dependent to receive, but they cannot transfer benefits to an additional dependent. So, if the Soldier initially gave 18 months to each of their two children and zero months to their spouse, the Soldier will not be able to transfer any months to their spouse after leaving active duty. The transfer can be revoked at any time. One common misconception is that divorce automatically triggers a revocation of a transfer to a spouse, but that is not the case. We ve talked about standing this training back up for a long time, Landes said. Landes said the Unit Status Report, which provides an assessment of a unit s ability to accomplish its wartime mission, is a great report because it provides critical information. It s almost the only report worth doing because it s all about unit readiness, he said. In addition, Landes said he would like to see units provide sponsors for more Soldiers particularly Soldiers who have never been stationed here before or haven t been in the Army long. It might seem like a silly inconvenience when units have so many spinning plates in the air, but the time spent on the administrative stuff at first arrival saves so much more time while at the unit, he said. race, it focused on various weapons assemblies and physical tasks. The Final Charge was the last chance for teams to make a push for the trophy. I couldn t ask for a better time to do it, because you know, every day is not a good training day, but every day is a great training opportunity, Gainey said, referring to the rainy weather. At the awards ceremony following the final charge, 1st Sqdn., 1st Cav. Regt., 2nd BCT, 1st AD, were named as the Gainey Cup champions. They earned bragging rights, as well as induction into the Order of St. George, which honors top members of the Army s mounted force. they are not required to, nor is the revocation automatic. In general, Soldiers must have an honorable discharge to remain eligible for benefits. However, they may still qualify if discharged due to a nonservice connected medical condition that existed prior to service, for hardship reasons, or for a physical or mental condition that interfered with the performance of duty but was not the result of willful misconduct and was not characterized as a disability. Soldiers discharged from the military under other-than-honorable conditions should make sure to understand the impact of that discharge on their eligibility for benefits. That is why such a seemingly simple activity took a more significant turn at a ceremony on the 1st Armored Division Parade Field here Friday when nearly 100 Soldiers from National Guard units from all over Texas slapped the 1st AD patch on their left sleeves. The Army formed the Texas Guard s 1st AD Main Command Post Operational Detachment to augment the Old Ironsides headquarters staff for their upcoming mission to Iraq. The sight of soldiers pulling out the new 1st AD patch from their pockets and slapping it, neatly and squarely, took all of 10 seconds, but they re now part of the celebrated and distinguished history of the 1st AD. It s a great closure to a lot of great training, said Capt. Christopher J. Fransioli, commander, 1st AD MCP-OD. We re looking forward to a good mission and being part of the Iron Soldier Team. The 1st AD MCP-OD, federally recognized Dec. 6, 2016, is the first of three of its kind in Texas to deploy, which seems to be an exalting experience for both the Soldiers and their leaders. Major John P. Condliffe, senior enlisted adviser, DIVARTY, was the host of the ceremony and displayed his gratitude to the volunteers by presenting them with certificates. All the things you do for the community, our Soldiers and all of the families in the organization, is outstanding work, Condliffe said. To recognize you today, we re going to give you certificates to show a small token of our appreciation for all that you do. Nielsen, a Dacula, Georgia native, said she entered the position blindly and spent numerous hours reading handbooks the Army Community Service provided to help her learn her role to be an effective leader. She also took multiple classes, such as Army Family Team Building and a treasury course, to help manage the FRG s money. For her efforts, she received the Commander s Award for public service, the Iron Soldier award and a DIVARTY pin. She was unaware she would be receiving this year s Volunteer of the Year award but is thankful for the recognition. It made me feel really good to know that my efforts are being appreciated, Neilson said. I don t volunteer for myself; I do it to lift up the guys who are putting in all of the hard work.

4 4A May 11, 2017 FORT BLISS BUGLE Midwest MPs head to GITMO By Adam Holguin Mobilization and Deployment, DPTMS, Public Affairs The 79th Military Police Company, a U.S. Army Reserve unit based out of Wabasha, Minnesota, and the 35th Military Police Company Forward, Kansas Army National Guard, departed Fort Bliss for a nine-month deployment to Guantanamo Naval Base, Cuba, April 18. We are headed to Guantanamo Bay, Cuba, to do external security for the detention facility there,... and external security for the area where we will be living, said Capt. Aaron Struntz, commander, 79th MP Co. The companies completed more than 30 days of training with the 5th Armored Brigade and supported by the Directorate of Plans, Training, Mobilization and Security. (Being) out at McGregor helped put our unit cohesion together Everybody got to know their Soldiers, Struntz said. We have cross levels at all levels of leadership. To build the team that we have, to make sure that everything is running smoothly, it was very important to have this time together. As is the case in the Army, specifically with a Reserve component company, this mission will be the only time this exact group of Soldiers is together and preparation time in advance of the mission is crucial. It s a Midwest make up of Soldiers for our unit. Half the unit is organic and the rest is from Illinois, Chicago area, Detroit, Indiana. All of the Midwest, Struntz said. With the makeup of the units in flux, the opportunity for eager young Soldiers to deploy and seasoned Soldiers to mentor and assist in the preparations went hand in hand with building the camaraderie they will need on this mission. It s been really helpful (having) a lot of the people in our company who have already deployed to Cuba, said Spc. Kylee Reed, military police, 79th MP Co. This is some people s second, even third time going You have people who have been down there tell us what is going on and that has been helpful. They give us what we need to do and what needs to be done to be successful down there. We do a lot of training on active duty posts all over. We have been really impressed with the support we have gotten from Fort Bliss, said Capt. Nicky Inskeep, forward officer in charge, 35th MP Co. Fwd. I honestly feel like we are very prepared for the mission. If we get changes thrown at us, we are prepared for those too, in large part due to the training that we got here. Soldiers who have deployed multiple times found the training beneficial. Absolutely the training was helpful, said Sgt. Andrew John Paulsen, team leader, 79th MP Co., who will deploy for the fourth time. We usually train in a combat support lane, so we had to put down a lot of those tools, try and pick up what we can It was a crawl-walk-run phase get your feet wet, get all of it (training) done, and now we are actually going to go do it. The 79th MP Co. will work with the 35th MP Co. Fwd. on this mission, and while the mission isn t out of the ordinary for the MPs out of out of Topeka, Kansas, the setting is. I think it s a great opportunity for my Soldiers to do something that we haven t done We haven t deployed to Guantanamo Bay as a unit before; this is our first time. Link Joint Task Force North Security vulnerabilities at the southwest border present a grave national security threat. An unsecure border allows opportunities for transnational threats including transnational criminals, terrorists, illicit drugs, weapons of mass destruction and other contraband to enter the United States. Transnational criminal organizations have established illicit pathways across the border from Mexico into the United States to enable their illegal activities. Others with hostile intent can also exploit these pathways. Federal, state, local and tribal law enforcement agencies do not have all the necessary resources to maintain operational control over the border. The Defense Department, or DOD, has unique capabilities that can be leveraged in support of border security missions and allow law enforcement agencies to use their resources more effectively. The DOD s fundamental mission is defending the homeland. It is authorized to provide intelligence support to law enforcement agencies related to international terrorism, narcotics or transnational organized crime activities. Border security requires contributions and coordination of both the DOD and U.S. law enforcement agencies. The DOD is able to provide intelligence support to law enforcement agencies through Joint Task Force North s request for information, or RFI, process. The DOD designated U.S. Northern Command s subordinate command, JTF-N, the coordinating organization for DOD support to law enforcement agencies for counterdrug efforts. JTF-N was originally established as Joint Task Force 6 in 1989, to support then President George H.W. Bush s effort to counter drugs. JTF-N was realigned under USNORTHCOM in Based at Fort Bliss, JTF-N is the DOD s active-duty command tasked to support the United States federal law enforcement agencies in the conduct of counterdrug and counter transnational criminal organization activities conducted within and along the nation s borders and entries to the United States. In this role, JTF-N provides operational support to law enforcement agencies specifically for counterdrug efforts through U.S. Code Title 10, the primary authority for DOD support to counterdrug operations. JTF-N coordinates for units operating under Title 10 to train and support law enforcement through detection and monitoring, ground surveillance, and mobility operations in support of the counterdrug mission. JTF-N also JTF-N is authorized to answer law enforcement RFIs if providing such assistance primarily furthers JTF-N s mission, and support to law enforcement is incidental. develops regional partnerships and provides certain types of intelligence support. JTF-N assigns regional support teams, or RSTs, to provide intelligence support to each corridor that the Department of Homeland Security, or DHS, has broken out along the southwest border: California, Arizona, New Mexico/West Texas, South Texas and the Caribbean corridor. Three of these five corridors currently have permanent forward based personnel; the other two have designated personnel who work with the corridor from JTF-N headquarters, with frequent site visits. JTF-N personnel are able to act as a conduit between organizations, and provide guidance on DOD processes and capabilities. Direct intelligence support requires an official request for support; however, JTF-N is authorized to provide incidental intelligence information, or intelligence that it acquires through normal military duties. One way of enhancing this DOD support is through the submission of requests for information, or RFIs. DHS and other law enforcement agencies have little intelligence capability outside of generating human intelligence reporting. Compared to the DOD and intelligence community, they have limited signals intelligence technical collection and processing capabilities, and they lack the geospatial analytic expertise to exploit imagery products. Law enforcement agencies can obtain foreign intelligence assistance from JTF-N by submitting RFIs through their respective RST. Because law enforcement agency personnel often do not have routine access to classified facilities, RFIs can be submitted at either the unclassified or secret level. JTF-N is authorized to answer law enforcement RFIs if providing such assistance primarily furthers JTF-N s mission, and support to law enforcement is incidental. Direct intelligence support requires the submission of a formal support request by the appropriate agency. The JTF-N RFI manager validates and researches the RFIs to determine whether the information exists in either theater or national intelligence databases that are accessible to the command. If the RFI manager determines the RFI asks for information that is unavailable or represents an intelligence collection gap, he or she forwards it for action to the collections manager to nominate for collection by theater intelligence, surveillance and reconnaissance assets or to request national collection agency support to obtain the information. JTF-N maintains an RFI portal and tracks the status of all RFIs on a secret-level network. This process and the relationship between JTF-N and law enforcement agencies has proven mutually beneficial. On the law enforcement side, JTF-N has provided mentoring on DOD processes and capabilities, as well as intelligence products and access to intelligence resources. JTF-N has been instrumental in escalating (my) team s intelligence capabilities to the highest levels through mentoring, guidance, and accessibility; and introduced very unique capabilities that greatly contribute to the Customs and Border Protection law enforcement and border security mission, said Cesar Castro, a senior-level DHS security official. Similarly, JTF-N receives valuable information on targets south of the border to augment its counterdrug and homeland defense mission. However, there are many issues and concerns employees may not consider for EAP assistance. These employees should seek help from community resources. Not seeking assistance won t solve problems and sometimes problems get worse. Prevention requires educating employees about the EAP s capabilities. Here are 25 ways your EAP can help: 1. Assessment of a personal problem or concern and assisting you in locating appropriate resources to help. 2. Discuss difficult challenges on the job related to relationships with peers or managers to help you decide on effective ways to improve and build on them. 3. Help you decide what type of mental health professional and counseling approach will work best for you, based on your communication style and goals. 4. Help with improving communication and morale among your work team by skill building and other training. 5. Serve as a link between you and the workplace while you are a patient in a hospital receiving treatment for a disease or severe illness, so you feel supported and less isolated until you are discharged. 6. Meet with your family and conduct an assessment of personal problems in your relationships, and then find resources to provide support and empower change. 7. Offer support and problem solving to address your concerns about administrative or disciplinary actions, and find ways to reestablish a good relationship with your employer. 8. With your written permission, confirm to your supervisor that you are participating in the program and its recommendations, and if desired, communicate your request for accommodations needed so you can participate in those recommendations (for example, adjustments in work schedule). 9. Short-term support and problem solving for a mental health problem such as depression to help you cope until your medication starts working. 10. Day-of-discharge support to bring you up to date on important information, as you plan to return to work following sick leave. 11. Post-discharge support from a hospital or treatment program to help you stay motivated and involved in the self-help, recovery or treatment recommendations. 12. Support and guidance for difficult decisions with long-term consequences for you, your family or others (for example, divorce, retirement or resignation, or choosing to accept a transfer, promotion or life change). 13.
